Vietnam - Korea signed a Memorandum of Understanding on sending and receiving workers.

(Chinhphu.vn) - On the morning of August 11, at the Presidential Palace in Seoul, South Korea, Vietnamese Minister of Home Affairs Pham Thi Thanh Tra and Korean Minister of Employment and Labor Kim Young Hoon signed a Memorandum of Understanding on sending and receiving workers to work in South Korea under the Employment Permit System (EPS) for the 2025-2027 period, witnessed by senior leaders of the two countries.

This Memorandum of Understanding is the legal basis for the two Ministries to continue sending Vietnamese workers to Korea under the next phase of the EPS Program.

The EPS Program was launched in 2004 under an agreement between the Ministry of Labor, War Invalids and Social Affairs (formerly) and the Ministry of Employment and Labor of Korea (the agreement is signed every 2 years). It is a non-profit program of the Ministry of Employment and Labor of Korea, implemented under a mechanism assigned to organizations and government agencies in 17 sending countries, including Vietnam. The Overseas Labor Center under the Ministry of the Interior is the agency assigned to carry out this task.

To date, Vietnam has sent about 143,000 workers to work in Korea under the EPS Program and currently has 42,500 people working in Korea, in the manufacturing, agriculture , fishery, construction, shipbuilding, and forestry sectors. Vietnam is the country sending the most workers to Korea under the EPS Program.

In 2024, Vietnam ranked first among sending countries in terms of the number of workers entering the country with 10,144 workers. In 2025, the quota allocated to Vietnam is 8,400 workers working in the manufacturing industry, and so far, 5,100 workers have left the country in the first 6 months of 2025.

In the next phase, to effectively implement the Memorandum of Understanding, the two sides commit to continue implementing the contents stated in the Memorandum of Understanding and synchronously implementing measures to manage the dispatch process, including: Recruitment and employment; employment and residence; repatriation of workers... to improve and enhance the effectiveness of the EPS program implementation.
