Why pension only increased 15%?

According to Vice Chairman of the National Assembly 's Social Committee Dang Thuan Phong, in previous salary adjustments, pensions have been adjusted and increased many times for pensioners according to the provisions of the current Law on Social Insurance.

Mr. Phong explained that the CPI increased many times along with the pensioners' salaries. If these figures were added together, the pension would only increase by 11.5%, but it would be equal to the 30% increase for officials, civil servants and public employees. However, because the pensioners' lives are still difficult, the Salary Reform Steering Committee considered adjusting the increase from 11.5% to 15%. Therefore, if the CPI indexes were added together, the actual pension would increase by more than 30%.

According to the Vice Chairman of the Social Committee, this shows the humanity in the policy, when giving priority to pensioners, especially retirees with difficult lives.

Regarding the third time having to "postpone" comprehensive salary reform according to Resolution 27, Mr. Phong said that the Resolution of the session clearly stated: "Implement salary reform according to Resolution No. 27-NQ/TW in the public sector according to a roadmap, step by step, cautiously, firmly, ensuring feasibility and contributing to improving the lives of salary earners. Implementing new salary reform needs to be based on building appropriate job positions and salary levels".

However, this is a long-term process, while the determination of job positions is still not synchronous and consistent among ministries, branches, and localities even in the same field, or in the armed forces, there are still many issues that need to be clearly identified related to salary reform...

"Therefore, the Steering Committee for Salary Reform has agreed to submit a "slow down" plan to allow the Government more time to review and calculate carefully, under the formula for determining job positions based on streamlining the payroll, from which there is a basis for calculating salary coefficients, salary levels... appropriately," said Mr. Phong.

There are also certain fluctuations in the military payroll, with three salary scales that must be determined bit by bit.

"With other issues, we also find it difficult. Because, currently, for public service units, the force is very large but the total autonomy (both regular and investment expenditures) is very low. The total autonomy in regular expenditures is less than 30%, and the State budget has to handle over 70%. If we cannot solve the problem of job positions in public service units and the mechanisms to solve it, we do not know how to calculate resources to handle this problem," said Mr. Phong.

The Vice Chairman of the National Assembly's Social Committee suggested that in the coming time, the Government should conduct a comprehensive review to have a consensus on state management of wages, thereby finding more effective solutions. In particular, it is necessary to carefully consider wage reform based on resource conditions, especially for the period after 2026 because it is not yet possible to forecast the resources to implement wage reform for this period. On that basis, calculate resources and effective implementation solutions.
