The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total investment of VND 21,935 billion, with a total length of about 116.577km. The project is divided into three component projects, of which component project 3 has a total length of about 48.093km, a total investment of more than VND 6,165 billion, invested by the Dak Lak Provincial People's Committee.
According to the report of the Dak Lak Provincial Project Management Board for Investment in Construction of Transport Works and Rural Development of Agriculture (PPMB, representative of the investor of component project 3), by the end of February 2025, the site clearance and relocation of technical infrastructure had met the scope of the main route for the contractor to organize construction to ensure progress according to plan. However, the project is still stuck with local site clearance at some locations.
Mr. Nguyen Tai Minh, Deputy Director of the Project Management Board, said that local site clearance problems at some locations have not yet greatly affected the overall construction progress of the project, but in the long term, they may affect the progress of completing the project and putting it into use. "Currently, throughout the project, contractors have mobilized 41 construction teams with 462 equipment and 765 workers to work simultaneously. However, the progress according to the committed plan (to be completed before August 30) is not on schedule, about 14% behind schedule, equivalent to about 608 billion VND," Mr. Minh informed.
At component project 2, Mr. Pham Van Trinh, Deputy Director of Project Management Board 6 (investor) said: "Component project 2 has a particularly difficult construction site, most of the route passes through hills and natural forests. The construction process encountered difficulties in handing over the site, and the site was not handed over until the end of 2024, so the progress has not been met. Up to now, the value of construction output has reached more than 40%, the remaining 60% is assessed to be very difficult. However, Board 6 will continue to make efforts and be determined to complete it by June 30, 2026 according to the direction of the Government and the Ministry of Construction ".
According to Mr. Trinh, the Board has recommended that the Dak Lak Provincial People's Committee pay attention to directing and allowing the coordination of about 15,000m3 of fill soil from Package 1, Component Project 3 for leveling; allowing the exploitation of more than 445,000m3 of rock (exploited in 2026) to be exploited early in 2025 to ensure the progress of the two projects. "In particular, directing the final handling of the obstruction of construction by a household at the western entrance of the Phuong Hoang tunnel to reinforce the tunnel entrance. In addition, the province needs to promptly direct the auction and exploitation of timber for the additional forest area, and promptly hand over the site to the contractor for construction implementation".
Don't let the project continue to fall behind schedule.
Mr. Truong Cong Thai, Vice Chairman of Dak Lak Provincial People's Committee, said that the province has focused on resolving problems related to waste dumps, material supply sources, and residential roads, creating maximum conditions for contractors to construct, ensuring progress. The Provincial People's Committee has also directed contractors who are exploiting and transporting materials at the special mine to construct day and night, making up for the delayed volume. In particular, taking advantage of the weather to construct, when the rainy season comes, there must be solutions and construction measures. The main contractor and subcontractors must regularly coordinate to support the construction, the progress is a mandatory requirement, cannot be delayed.
According to Mr. Thai, the difficulties and problems regarding the site and dumping sites as directed by the Provincial People's Committee have been basically resolved. Regarding the content of Project Management Board 6's recommendations regarding obstructive households, the province has directed the M'drak District People's Committee to resolve them completely before June 15.
Deputy Minister of Construction Le Anh Tuan said that due to the large amount of work, investors and contractors need to focus more on making the most of the weather for construction. At the same time, there should be appropriate solutions for construction when the rainy season comes, ensuring the progress and quality of the project. For component project 2, the province is requested to pay attention to resolving the issue of material transfer, handling complaints from households at the Western Phoenix tunnel entrance and converting the purpose of forest use, and promptly recovering forest wood for contractors to construct.
