According to the approved targets, in the period of 2024-2025, Van Lang district will pilot the construction of 2 projects (1 bridge will be built each year). Up to now, the District People's Committee has completed and put into use 1 bridge and 1 bridge is under construction.
The Ta Phang Bridge project in Tien Phong village, Thanh Hoa commune, Van Lang district is a highly connected project in the particularly disadvantaged Thanh Hoa commune, with about 200 households benefiting from the project. According to the design, the project has a scale of 2 concrete piers, a bridge width of 4 m, a bridge length of 16 m, a total investment of nearly 1.4 billion VND, of which the construction value is more than 1 billion VND, the investor is the Van Lang District Construction Investment Project Management Board.
Mr. Chu The Chung, Deputy Director of the Van Lang District Construction Investment Project Management Board, said: Because the project is implemented in a remote area with complicated travel conditions, small scale of the project, limited capital for the project and sharp increase in material prices, the selection of contractors and construction organization encountered many difficulties. However, with the close direction of the District People's Committee and the sharing of responsibility by the contractor, the project was implemented according to the set plan.
According to research, the project started on November 28, 2024, and was expected to be completed on May 28, 2025, but with the focus on resources, equipment, and reasonable construction solutions, the contractor completed the project nearly 2 months ahead of schedule. The project was put into operation, meeting the expectations of the people of Tien Phong village.
Mr. Luong Lieu Phi, a resident of Tien Phong village, shared: The Ta Phang bridge project is located in a remote and difficult area. The completion of the project has helped connect the traffic of 4 villages in the commune and 1 village in the neighboring commune. Previously, there was no solid bridge, the Ta Phang bridge location was only temporarily placed with round culverts and poured aggregate, making it very difficult and unsafe for people to travel, especially during the rainy and stormy season.
Immediately after the Ta Phang bridge project was in the final stages of completion, the People's Committee of Van Lang district continued to direct the District Construction Investment Project Management Board to urgently complete the investment procedures for the Na Muoi bridge project in Hoi Hoan commune. By early June 2025, the legal procedures had been completed by the investor and the construction contract was signed and construction started. According to the approved decision, the project has a scale of 2 reinforced concrete piers, a bridge length of 14 m, a bridge deck width of 5 m, a total investment of more than 1.14 billion VND, of which the construction value is more than 900 million VND.
Up to now, the construction unit has deployed the work at the site such as establishing service roads, gathering materials, and straightening the flow to construct the foundation.
Ms. Hua Thi Quyen, Director of Lang Son Road Bridge Joint Stock Company, the unit in charge of construction and installation of the project, said: During the construction process, despite the continuous rainy weather conditions, the unit overcame all difficulties, proactively gathered materials and equipment to the foot of the project, so that when the weather was favorable, they organized overtime and increased shifts to speed up the construction of the foundation pier to ensure safety, striving to exceed the set schedule.
It is known that up to now, the value of the Na Muoi bridge project, Hoi Hoan commune, including the collection of materials for the construction of items and works, is estimated to reach 25% of the plan.
Regarding the capital arrangement for the project, Mr. Vu Van Nhien, Chairman of the District People's Committee, said: According to the project, the most difficult thing is to mobilize socialized capital according to the formula: the provincial budget undertakes 30%, the district budget undertakes 30% and mobilizes 40% of the planned capital to build the project. For the capital from the two-level budget, it has been arranged, for the socialized source, the district is still mobilizing for implementation. Up to now, the district's socialized capital has mobilized about 18% of the planned capital, a number of benefactors have committed to support the district with funding to speed up the construction progress to complete the project before September 30, 2025 to celebrate the Party Congresses at all levels for the 2025-2030 term.
Mr. Hoang Viet Dong, Deputy Director of the Department of Construction, assessed: Among the districts implementing Resolution 28 of the Provincial People's Council, by the end of June 2025, Van Lang is the most typical unit in organizing the pilot implementation of the construction of planned bridge locations in the 2024-2025 period in the province.
Building rural traffic bridge locations according to the project of the Provincial People's Council is an important task of localities. Although the implementation of the projects encountered many great challenges because the locations that need to be built are in remote, difficult areas, and resources are limited. However, with the determination of the Party Committee and the government of Van Lang district, the projects being invested in have brought great benefits, contributing to changing the face of the countryside and improving the quality of life for the people.
