The dissemination, implementation, and implementation of the contents of Resolution No. 01-NQ/TU have been paid attention to and implemented by leaders at all levels in many diverse and rich forms. The target of the dissemination and implementation is not only limited to the cadres, civil servants, and public employees, but also targets those directly affected by the Party and State's policies and laws related to the application and development of IT. In particular, the integration of IT application and development content is a mandatory requirement in each planning, plan, project, and project of each sector, field, locality, agency, and unit. Heads at all levels and sectors must be responsible for directing the application and development of IT with specific and practical measures to improve labor productivity and operational efficiency of the sector, field, locality, agency, and unit assigned to them.
In addition, to build digital government, develop digital economy and digital society, improve the quality and efficiency of state agencies, serve people and businesses better and better, Ben Tre Provincial People's Committee has issued many legal documents, plans and directives on the field of IT and digital transformation. Party committees and authorities at all levels regularly pay attention to propaganda work to raise awareness of digital transformation and application of digital technology in life, production, trade and public service performance, regularly implemented through the loudspeaker system of districts, cities, electronic information portals, Fanpage, Zalo groups so that people know and actively respond to local digital transformation activities. Every year, in response to National Digital Transformation Day, Provincial Digital Transformation Day (October 10), the Party Committee of the Provincial People's Committee pays attention to and directs sectors and levels to coordinate in organizing practical activities and events such as: organizing rallies; launching ceremony, propaganda, launching to disseminate and support people to use digital products and services; organizing online contests to learn about digital transformation knowledge; at the same time promoting the role of the Youth Union at all levels in propagating to people about policies and guidelines related to digital transformation of the province. In addition, in order to ensure the principles of honesty, objectivity, reliable and accurate information sources, the People's Committee of Ben Tre province issued a set of indicators to assess digital transformation of Ben Tre province, a set of indicators to synthesize periodic reports and statistical reports on socio-economics to serve the direction and administration of the Provincial Party Committee and the Provincial People's Committee. At the same time, to support the implementation of digital transformation to help businesses improve production and business efficiency, enhance capacity and competitive advantage, create new values for businesses, and contribute to socio-economic development in the province, the Provincial People's Council has issued a Resolution stipulating a number of specific policies to encourage and support business development in Ben Tre province such as: digital signatures, electronic invoices, support for posting recruitment information in the field of programming and digital technology for businesses converting from business households; support for construction rental costs and promotion of digital documents for businesses in the leading group.

3 main pillars of digital transformation achieved many outstanding results
Regarding digital government, it has been gradually developed and formed based on the process of building and developing e-government, the indicators on digital government have basically been completed compared to the targets set out in the resolution. 100% of provincial and district-level officials and civil servants; 91.5% of commune-level officials have been equipped with computers connected to the internal network and broadband internet; the specialized data transmission network of Party and State agencies has been deployed and used at departments, branches, sectors, People's Committees of districts, cities and communes; the provincial video conferencing system has also been deployed relatively synchronously from the province to the commune, ensuring the ability to connect smoothly to all connecting points when deployed and operated in online meetings. The province has invested in building IT infrastructure to develop e-government of Ben Tre province, equipped with a platform for integrating and sharing data of Ben Tre province; Document management and administration system, administrative procedure information system, provincial public mailbox system.
Deploying the Provincial Smart Operation Center to serve the leadership's direction and operation on both web and mobile devices, including 10 fields with more than 1,000 monitoring indicators. Typically, Chau Thanh District People's Committee has officially put into operation the District Smart Operation Center since the end of 2023, integrating 11 fields with more than 400 indicators, 2 tourism and agricultural software of the district are being deployed. Mo Cay Bac District People's Committee has deployed the District Smart Operation Center since June 2024, integrating 10 fields with more than 200 monitoring indicators. Giong Trom district has integrated 10 fields with more than 200 monitoring indicators... 100% of administrative procedures (qualified) under the authority of the provincial, district and commune levels have been provided as online public services on the provincial administrative procedure settlement information system (https:// dichvucong.bentre.gov.vn) and integrated into the National Public Service Portal.
Regarding digital economic development and improving the competitiveness of the economy, according to the report of the General Statistics Office, the proportion of digital economy on Ben Tre's GRDP in 2023 will reach 6.60%, ranking 53rd/63 provinces and cities; in 2024 it will reach 7.63%, ranking 27th/63 provinces and cities (while in 2020 it only reached 6.31%). The Department of Industry and Trade has chaired the implementation of a program to support digital transformation of 1,000 enterprises. To date, the whole province has 55 IT enterprises operating out of a total of nearly 3,700 enterprises; 100% of small and medium enterprises use digital platforms; 100% of enterprises pay taxes electronically, use electronic invoices and digital signatures; 100% of enterprises pay taxes electronically and use digital signatures, 10% use electronic invoices; The number of enterprises with websites using the domain name ".vn" is 2,550 (reaching 70%). The province's socio-economic situation in the first 3 months of 2025 is estimated at 6.28%. Most of the province's typical products are put on the e-commerce platform; the Ben Tre Specialty e-commerce platform has also been upgraded and operated with nearly 73 booths and 240 specialty products, key products, and OCOP-certified products. 100% of OCOP products are promoted on the e-commerce platform; over 15% of key products of advanced new rural communes are traded through e-commerce channels. Regarding the development of digital society and narrowing the digital gap, the province has invested in modernization, ensuring communication within and outside the province, providing services at reasonable costs and high reliability; 100% of communes, wards and towns have regional post offices or communal cultural post offices and receive daily mail. The whole province has 14 units providing postal and delivery services; 203 postal service points, an increase of 36 points compared to 2020, including 56 post offices, 123 cultural post offices; 12 postal agents, 12 branches, representative offices, post offices of postal and delivery enterprises. In the province, there are 7 telecommunications enterprises operating to provide telecommunications services.

Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Ben Tre province Ho Thi Hoang Yen said that after nearly 5 years of implementing Resolution No. 01-NQ/TU, the development and application of IT in the province has made remarkable progress, making initial contributions to the cause of industrialization, modernization, administrative reform, economic restructuring, improving the quality and efficiency of services of sectors and fields, and enhancing the competitiveness of many enterprises. The IT application guidance system from the provincial to the communal level has been gradually innovated and improved. Agencies, units and localities clearly define their responsibilities in promoting the application and development of IT, contributing to the successful construction of the provincial e-Government. The awareness of all levels, sectors and people about the role and importance of IT has changed for the better. The IT infrastructure has been fundamentally invested. The application of IT in state management activities is increasingly effective. Cadres, civil servants and public employees are trained and fostered in IT application skills to serve their professional work well.
