Tuyen Quang Provincial People's Committee works with the Ministry of Industry and Trade on border trade development

On the morning of August 25, in Hanoi, the working delegation of the Provincial People's Committee led by Mr. Hoang Gia Long, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, had a working session with leaders of the Ministry of Industry and Trade on the results of implementing border trade development associated with ensuring national defense and security in the province, period 2021-2025.

Tuyen Quang border trade has developed

In the period of 2021-2025, the development of border trade associated with ensuring national defense and security in the province has achieved many encouraging results: Territorial sovereignty, political security, social order and safety on the province's border are maintained and stable; bilateral cooperation continues to be maintained, expanded and gradually put into practice, creating a favorable environment to promote bilateral trade. The total import-export turnover in the period of 2021-2025 reached 1,547.85 million USD, with 2025 alone estimated at 500 million USD. The province has allocated over 106 billion VND of state budget capital to invest in 9 important infrastructure projects at Thanh Thuy, Xin Man, and Sam Pun border gates; attracted 40 investment projects in trade services in Thanh Thuy Border Gate Economic Zone with a total registered capital of over 752 billion VND. Completed the official opening of the Sam Pun - Dien Bong border gate pair; opened the international transport routes Ha Giang - Thanh Thuy - Thien Bao - Van Son and Ha Giang - Xin Man - Do Long - Van Son.

The province maintains many annual cooperation mechanisms with Yunnan, Guangxi (China) and border provinces of Vietnam. The Ha Giang - Van Son 2025 Export Enterprise Connection Conference was organized with the participation of more than 70 enterprises, signing 11 cooperation minutes. Many conferences on trade connection, agricultural product consumption, and export contract signing were held, and a number of cooperation contracts on production and export of local agricultural products of the province with Chinese enterprises were signed.

In fact, the current import and export activities are mainly carried out through customs at the Thanh Thuy - Thien Bao international border gate pair. The bilateral border gates of Xin Man - Do Long and Sam Pun - Dien Bong have sluggish import and export activities. The progress of implementing cross-border traffic works at the Thanh Thuy (Vietnam) - Thien Bao (China) international border gate pair is slow. The official opening of the border crossing at Lung Lan Landmark 504 has not been completed. The restoration of traditional markets and border crossings in the province is still limited; the opening of "crossings for border residents" at the Xin Man - Do Long border gate area has not been carried out. Although infrastructure for import and export has been invested, it still lacks synchronization and is slow to be supplemented and renovated. Infrastructure and trade support services such as logistics are still poor. The structure of exported goods is mainly natural resources and raw materials, with low value and added value. Local production and processing activities for import and export have not attracted large commercial enterprises or foreign enterprises, so it is difficult for large import and export enterprises to appear as "locomotives" to develop the whole province's import and export...

Support to promote border trade in Tuyen Quang

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Gia Long said: Tuyen Quang has over 277 km of border with China and is the only province bordering Yunnan province and Guangxi Zhuang Autonomous Region; the province is participating in many cooperation mechanisms between Vietnamese border provinces and Chinese border provinces. This is a great potential and advantage of the province in developing border trade. He hopes that the Ministry of Industry and Trade will pay attention to supporting Tuyen Quang to promote border trade activities; support the province's cooperation mechanisms with Chinese counterparts. The Vice Chairman of the Provincial People's Committee also proposed that the Ministry of Industry and Trade coordinate with relevant Chinese agencies to support overcoming the situation of coordinating the import of Chinese goods through border gates on the border, causing congestion of goods at many times; at the same time, he proposed that China expand the range of imported goods from Vietnam. Promote the reopening of border crossings and markets because the activities of border crossings and markets in the area are traditionally based on blood relations between border residents and relatives; the reopening of border crossings and markets not only contributes to promoting border trade, boosting the consumption of agricultural products, increasing people's income, but also enhancing friendly exchanges between the people of the two countries.

Vice Chairman of the Provincial People's Committee Hoang Gia Long suggested that the Ministry of Industry and Trade pay attention to proposing that the Central Government continue to pay attention to investing in infrastructure of Thanh Thuy Border Gate Economic Zone and provide financial support for the province to invest in grid infrastructure for 41 villages without electricity; have policies to support exports for businesses; call for investment in logistics activities through Tuyen Quang's border gates. The Ministry of Industry and Trade builds a strategy to develop official goods and goods exchange activities of border residents; research and guide the development of a pilot project for a cross-border cooperation zone model at Thanh Thuy Border Gate Economic Zone; a project to build a smart border gate on a specialized route for transporting goods at Thanh Thuy International Border Gate area...

Discussing at the meeting, representatives of units under the Ministry of Industry and Trade highly agreed with the province's proposals on border trade development in the period of 2026-2030. At the same time, they affirmed to accompany Tuyen Quang province in implementing activities to promote border trade development. Delegates suggested many solutions for the province in promoting import and export activities through border gates, exploiting the strengths of typical products and brands of the province; developing logistics infrastructure, e-commerce, etc.

Concluding the meeting, Deputy Minister of Industry and Trade Phan Thi Thang said that the province is very interested in and wants to exploit the advantages of the border adjacent to the provinces and regions of China. At the same time, she agreed with the recommendations and proposals of the province and requested the units under the Ministry to synthesize and include in the general content of the Ministry on the directions and implementation of border trade development; prioritize the organization of support programs on training and funding for trade promotion programs of Tuyen Quang.

Comrade Phan Thi Thang suggested that Tuyen Quang focus on developing a project on border trade development in the province, in which it assesses the advantages, development directions of the province, import demand of China and development direction of domestic product consumption. The province needs to focus on official export and deep processing, increasing the actual value of products according to market demand; research and focus on developing key areas according to the roadmap and order of priority; determine the comparative advantages between Tuyen Quang and the northern border provinces to have a direction suitable to the province's conditions and sustainable development direction; link trade with tourism development, OCOP products, building product brands; identify resources for this activity, in which taking advantage of Resolution No. 68 of the Politburo to attract investment resources from the private economy to develop border trade...
