
New location, new thinking
Phuoc Hoi Ward was established under the Resolution of the National Assembly Standing Committee, effective from July 1, 2025, on the basis of merging 3 administrative units: Phuoc Hoi Ward, Phuoc Loc Ward and Tan Phuoc Commune (old La Gi Town). The administrative - political center is located at the old headquarters of Phuoc Hoi Ward. The entire ward has a natural area of 38.09 km², a population of nearly 50,000 people, is an area with high population density, large area, complex coastal characteristics, requiring the management apparatus to be truly flexible, effective and close to the people. Immediately after officially operating the 2-level government model, Phuoc Hoi Ward authorities identified administrative reform as one of the strategic breakthroughs. It is not just about shortening procedures, but also a comprehensive change in thinking, from "management" to "service", from "administrative orders" to "administrative dialogue".
One of the highlights is the improvement and upgrading of the Ward-level Public Administration Service Center. From technical infrastructure to human resources, from the reception process to the way of handling documents, all are built in a professional, transparent and friendly direction. Here, the procedure listing board is clearly arranged, modern lookup computers are ready to support people in performing online procedures. Citizen reception officers are always on duty, guiding each step in a specific and careful manner. The working atmosphere is urgent but not lacking in closeness, creating a feeling of comfort for people when coming to work.

"Every civil servant is a civil servant"
According to Mr. Huynh Thanh Quoc Viet - Chairman of Phuoc Hoi Ward People's Committee, the focus of administrative reform is not only on process or technology, but also on the human factor: "We determine: The Public Administration Service Center is not only a place to receive and process documents, but also a place to demonstrate the image, qualities, and public ethics of the entire government apparatus. Doing well here, people will trust the whole system."
Since then, the work of fostering and improving the qualifications and ethics of public servants has been given special attention by the ward. Cadres must not only be good at their profession but also have to be exemplary in their behavior and communication. Each civil servant is considered a mass mobilization officer, understanding their feelings, sharing difficulties, proactively explaining and guiding instead of "giving orders" or "setting conditions". This spirit is gradually becoming a new administrative culture in Phuoc Hoi, where every smile, every word, every action contributes to nurturing people's trust in the government. According to Mr. Viet, after more than 20 days of operation, the center has received and processed hundreds of applications. 100% of the applications were processed on time, without shirking responsibility, without making people "go back and forth many times".
However, Phuoc Hoi Ward also encountered many difficulties such as: the apparatus had just been reorganized, the number of staff had not increased, the workload was increasing day by day, while the needs and expectations of the people were also increasing. However, in that challenge, the sense of responsibility, the will to overcome difficulties and the dedication to the people of the ward's staff and civil servants were further promoted.
An administration for the people cannot exist on slogans or papers. In Phuoc Hoi ward today, that is being proven by the smallest things, a warm greeting, a clear procedure, a timely result. With each steady step, each specific change, Phuoc Hoi ward government is sowing the good seeds for a service-oriented administration.
