Administrative reform is identified as one of the strategic breakthroughs, playing an important role in building a serving, honest and effective government. With that spirit, Phu Tho takes people and businesses as the center of service. Along with implementing the directions of the Government, the Prime Minister and the Ministry of Home Affairs , the People's Committee of Phu Tho province has issued full plans, action programs and directive documents on administrative reform, creating a solid legal foundation for synchronous and comprehensive implementation.
In 2024, the province completed 100% of the proposed administrative reform plan with all 34 tasks being carried out on schedule. In particular, the province effectively implemented inspection and supervision work with 100% of the issues detected during the inspection process being completely resolved, contributing to tightening discipline, administrative order and enhancing the sense of responsibility of cadres, civil servants and public employees.
One of the highlights is the streamlining of procedures and reduction of costs for people and businesses. To date, the province has reviewed and simplified 18 administrative procedures; updated and announced 467 new procedures and abolished 186 procedures that are no longer appropriate. The rate of records processed correctly and before the deadline at all three levels (province, district, commune) is over 94%, of which the provincial level is nearly 100%. Many good models and creative approaches have been implemented by localities in the province, contributing to reducing time and costs for people and businesses.
In Thanh Ba district, the “one-stop shop” and “one-stop shop” models have proven to be effective. Citizens who come to transact are guided enthusiastically and processed quickly. Mr. Tran Van Tien, Thanh Ba town said: “Before, I had to go to many places, now I only need to come once to complete the procedures”. In Thuong Long commune, Yen Lap district, the community digital transformation team went to each house to guide people on how to use online public services.
Mr. Hoang Tung Lam, a resident of Thuong Long commune, said: “Thanks to the guidance of the staff, I successfully registered for a public service account. The application submission process was very quick and easy.” Or the “3 in 1” model in Trung Vuong commune, Viet Tri city, simultaneously handles three procedures including birth registration, import and issuance of health insurance cards for children under six years old in just one visit to the “one-stop” department. This model helps reduce pressure on people and increases satisfaction in accessing public services.
Phu Tho is also one of the leading localities in implementing online public services and digital transformation in administrative procedure reform. With nearly one million electronic identification accounts issued, the digitization rate of records reaching over 86%, people can carry out many administrative procedures right at home without having to go to public agencies. Along with that, the province organizes competitions to learn about administrative reform, promotes communication on digital platforms, develops e-government, and moves towards digital government.
The locality has continuously improved its Par Index, SIPAS, PAPI, PCI and DDCI. The business community is supported with quick, public and transparent procedures, thereby ensuring investment, expanding production, creating more jobs and increasing budget revenue. Administrative reform does not stop at administrative procedures but also focuses on institutional reform, apparatus organization and public service regime. In 2024, Phu Tho province issued 74 legal documents, inspected and reviewed 373 documents. Streamlining the apparatus and merging commune-level administrative units has reduced 18 units, contributing to improving operational efficiency at the grassroots level.
Speaking at the meeting to review administrative reform work in 2024, Chairman of Phu Tho Provincial People's Committee Bui Van Quang emphasized: "Each cadre, civil servant and public employee must be a companion to the people and businesses on the journey to access public services. Administration is not only a task, but also a mission of service". With high determination from Party committees and authorities at all levels, administrative reform in Phu Tho has truly gone into depth, not only focusing on streamlining processes but also focusing on strongly applying information technology, accelerating digital transformation, building e-government, towards digital government.
