Traceability: The anti-fraud "weapon" of the digital economy

Traceability authentication is an inevitable trend in the digital economy and an important driving force for sustainable national economic development. By combining technology and synchronous solutions, Vietnam can maximize the potential of traceability to build a transparent, efficient and competitive digital economy.

The above information was given at the Workshop "Traceability Authentication - Driving Force for Sustainable Development of Vietnam's Digital Economy" organized by the National Data Association on July 8.

40,000 cases of smuggling, counterfeit and poor quality goods handled

Colonel Pham Minh Tien - National Data Center said that currently, counterfeit goods are a problem in both supermarkets and hospitals... posing challenges to functional units, causing confusion for consumers. Therefore, the requirements for authenticity, transparency and traceability of goods not only serve state management but are also prerequisites to enhance domestic market confidence and international integration.

According to Mr. Tien, in the first 5 months of 2025, functional forces across the country handled more than 40,000 cases of smuggling, counterfeit goods, and poor quality goods, with a total fine of up to 6,500 billion VND. Notably, the situation of counterfeit goods in the food and pharmaceutical sectors has a direct impact on people's health and lives.

In the context of commercial fraud being a hot issue of the whole society, through traceability, consumers can quickly and transparently verify the origin of products, clearly distinguish fake, counterfeit and poor quality goods.

According to experts, traceability is the foundation for digital governance, digital policies and the development of an open data ecosystem, helping the Government to formulate effective policies, support businesses to innovate and increase people's trust in domestic products.

Traceability contributes to increased transparency, traceability and digital trust - essential elements for e-commerce, agricultural exports, smart logistics and modern supply chain management.

In particular, traceability helps provide accurate, continuous and multi-dimensional data from input to output, helping businesses manage risks, forecast production, coordinate logistics, and control quality better. This is also a tool to support comprehensive digital transformation in product production, distribution and consumption.

On a large scale, with a traceability system based on domestic technology (blockchain, digital identification, etc.), Vietnam can control domestic data, limit dependence on foreign platforms and maintain data sovereignty.

Need a national identification, authentication and traceability platform

"From the perspective of state management of data, we see that the deployment of modern traceability platforms and the application of advanced technologies such as blockchain are important solutions to help improve management efficiency, ensure market safety and enhance transparency throughout the entire supply chain," Colonel Pham Minh Tien emphasized.

According to him, it is worth noting that these platforms are developed by Vietnamese businesses and technology engineers, suitable for the characteristics of the domestic market, and are increasingly being improved towards standardization and integration with the national data infrastructure.

"As the agency responsible for promoting data application in state management, the National Data Center - Ministry of Public Security always supports and creates technical, legal and security conditions for these solutions to be most effective," said Colonel Pham Minh Tien.

At the event, Mr. Bui Ba Chinh, Acting Director of the National Barcode Center (Ministry of Science and Technology) shared about the types of counterfeit goods divided into 3 groups: fake brands, fake quality and fake origin. In 2024, 34,000 cases were handled. Typical cases include fake drugs in Ho Chi Minh City, fake milk in Hanoi, fake electronic devices in Hanoi, fake cosmetics in Nghe An... This affects the production of goods of Vietnamese enterprises and affects the national brand.

Mr. Chinh believes that the solution to this problem is to use barcodes to trace the origin of products. Countries around the world such as the US, Canada, and Europe implement traceability by coding the identification throughout the entire production chain and up to the export stage. Mr. Chinh hopes that Vietnam can control and trace the origin to identify products, and declare them transparently with the supervision of the entire population.

This is the 'digital passport' for the product and aims at the international market, ensuring the goal of exporting goods and raising the national level. To trace the origin, it is necessary to connect data of ministries, branches and localities.

To date, Vietnam has published 35 TCVNs on traceability, but they need to be applied and go deeper into the supply chain. However, according to Mr. Chinh, the issue of product traceability is also a "headache" for many countries around the world.

According to Mr. Nguyen Huy - Head of Technology Department of National Data Association, product traceability is not new, but recently it has become a burning issue in society, attracting many people's attention.

There are regulations, organizations and businesses implementing this, but it is still very fragmented and separate, and there is currently no unified mechanism from top to bottom on how to do it.

Specifically, each enterprise has its own solutions, many large enterprises have technology, have systems for their products and authenticate their products, but have not yet been based on a unified standard for the whole country as well as international connection. In particular, that set of standards is not authenticated by a state agency, but simply connected internally within each enterprise.

"In the context of the whole country implementing digital transformation and digitalizing the economy, the application of technology for traceability is mandatory and must be a comprehensive policy from top to bottom, with synchronous management from the central to local levels and applied to all businesses, only then can we identify, authenticate and trace the origin of goods," Mr. Huy emphasized.

Regarding the solution, Mr. Nguyen Huy emphasized the importance of having a national identification, authentication and traceability platform. This platform will belong to the National Data Center, integrated with other platforms.
Each product will have a unique identification code, users just need to check to be able to clearly identify the business and product; authenticate product information and supply chain; trace the life cycle, origin of the product.../.

Within the framework of the Workshop, the Signing Ceremony of the Cooperation Agreement on supporting the application of traceability authentication identification technology for businesses between ECO Pharmaceutical Joint Stock Company and PILA Group Joint Stock Company took place. The Agreement is expected to create momentum for the application of new technology solutions on traceability in the pharmaceutical and medical fields.
