At the conference, delegates heard the announcement of Decision No. 145/QD-BCT dated May 26, 2025 on the establishment of a working group of the Ministry of Industry and Trade to implement Conclusion No. 155-KL/TW dated May 17, 2025 of the Politburo, Secretariat and the ministry's hotline to receive, guide, and answer the contents, proposals, and recommendations of agencies, units, and localities.

Guidance on the content of Circular No. 37/2025/TT-BCT dated June 14, 2025 of the Ministry of Industry and Trade guiding the functions, tasks and powers of specialized agencies on industry and trade under the People's Committees of provinces and centrally run cities (collectively referred to as provincial level) and People's Committees of communes, wards and special zones (collectively referred to as commune level) under provinces and centrally run cities.

Speaking at the conference, Minister of Industry and Trade Nguyen Hong Dien affirmed that decentralization, delegation and clear definition of authority are not only techniques in state administration, but also vivid manifestations of the spirit of reform and democratization in national governance.

This is also a key factor in transforming the model from management to service, contributing to improving the operational efficiency of administrative apparatus at all levels, serving people and businesses better and better.

However, for decentralization, delegation, and division of authority to be effective, along with a complete, clear, and transparent legal framework, there must be necessary conditions to ensure, including: a specific and substantive mechanism for inspection, supervision, and evaluation of effectiveness; ensuring both financial and human resources for the assigned level.

At the same time, strengthen the application of information technology and promote digital transformation to enhance transparency, minimize risks and increase the management and operation efficiency of competent authorities.
