Hoa Hiep Commune Administrative Service Center Operates smoothly with the spirit of service

After more than 2 weeks of operation, with the spirit of serving the people and determination to overcome difficulties, the staff, civil servants and public employees of the Public Administration Service Center (PPSC) of Hoa Hiep commune have made continuous efforts to help people resolve administrative procedures. The initial results achieved at the center have contributed to demonstrating the motto of taking the satisfaction of people and businesses as a measure of service quality and efficiency.

After more than 2 weeks of operation, with the spirit of serving the people and determination to overcome difficulties, the staff, civil servants and public employees of the Public Administration Service Center (PPSC) of Hoa Hiep commune have continuously made efforts to help people resolve administrative procedures.

The initial results achieved at the center have contributed to demonstrating the motto of taking the satisfaction of people and businesses as a measure of service quality and efficiency.

Focus on people's satisfaction

Right from the first days of its establishment, Hoa Hiep commune has focused on building and putting into operation the Public Service Center, demonstrating the determination of the local Party Committee and government in innovating working methods, moving towards an administration that serves the people.

“The Commune Public Service Center is the focal point for receiving, guiding and resolving administrative procedures for people and organizations; it plays an important role in the commune administrative apparatus” - Ms. Pham Thi Kim Lien - Vice Chairman of the Commune People's Committee, Director of the Hoa Hiep Commune Public Service Center commented and said: The commune has basically equipped the infrastructure, repaired and renovated items, especially the identity of the Commune Public Service Center has been
complete.

After more than 2 weeks of operating under the 2-level local government model, many people and businesses expressed their satisfaction with the spirit, service attitude and file handling at the Center for Public Administration of Hoa Hiep Commune. Happily waiting for the appointment to return the results of the administrative procedure, Mr. Phan Thanh Phong (Thanh Hiep Hamlet) said: "Previously, to do this land use conversion procedure, we had to bring the file to the district; now we just need to go to the commune. The commune officials gave very enthusiastic instructions, making the file handling very convenient."

From early morning, Youth Union members are on duty at the door, ready to support people. At the counters, civil servants advise and explain in detail to people about the authority and settlement process...

Promoting the spirit of "green shirts" dedicated to the people, each working session at the Center for Public Service of Hoa Hiep commune has 4 Youth Union members to support. Active and enthusiastic, with the advantage of understanding technology, the Youth Union members have supported people in using the VNeID application in resolving administrative procedures; guiding people to the right counter; providing and guiding people to fill out forms, submit documents online...

In the green of the reunion, Nguyen Nhu Yen Phuong shared: “We are very happy to help people shorten the time to complete documents, especially for the elderly who are still unfamiliar with technology. I am also very proud to contribute to helping the local government at the commune level operate the apparatus more and more stably.”

Coming to the Center for Public Security of Hoa Hiep commune to register the birth of his child, Mr. Huynh Nguyen Khanh Duy (Thanh Tri hamlet) said: "The Youth Union members were very enthusiastic in supporting me in entering data to submit online applications and filling out forms on the system so that I could make my child's birth certificate faster."

Thanks to the efforts and sense of responsibility of the staff, civil servants, public employees and supporting volunteers, the Center for Public Service of Hoa Hiep commune has gradually created trust and satisfaction with the people about the spirit of service.

Efforts to overcome difficulties

In order to improve quality, efficiency, and increasingly meet the satisfaction of people, organizations, and businesses, in recent days, the Center for Public Administration of Hoa Hiep commune has closely coordinated with the commune's specialized departments to focus on processing and returning results to people quickly and conveniently.


Ms. Vo Thi Phuong Loan - Specialist of the Center for Public Administration of Hoa Hiep Commune, in charge of controlling administrative procedures: When there are difficulties and problems, the locality's recommendations are always enthusiastically supported. In particular, the Department of Science and Technology supports software training; establishes a support group and receives reports on the advantages and difficulties of the commune. The Department of Information and Communications and VNPT Enterprise send specialized staff in charge to each commune to support from the first day of operation.

The initial results are a testament to the efforts of the government and the commune’s cadres, civil servants and public employees in building an administrative system that serves the people. However, there is still much to be done so that the commune’s Public Service Center can truly become a trusted address, a solid bridge between the government and the people.

In the early days of operation, the connection and communication of the National Public Service Portal with the national database in some areas sometimes still had errors. Accordingly, the civil status connection software was still slow, the business registration software was not yet implemented... On the other hand, the commune's Public Service Center still did not have an automatic queue number machine.

Sharing about some difficulties and problems encountered in the process of handling administrative procedures for individuals and organizations at the Public Service Center of Hoa Hiep Commune, Ms. Vo Thi Phuong Loan - Specialist of the Public Service Center of Hoa Hiep Commune, in charge of controlling administrative procedures, said: Regarding the public service software, when logging in with VNeID, at first there was a bit of difficulty due to the slow return code. Now it has been fixed, the software runs smoothly. The software for handling administrative procedures also runs smoothly. Particularly, the connection with other places sometimes has difficulties in sending documents. Sometimes the documents have been processed, but not returned to the software for handling administrative procedures, so sometimes the documents are processed later than prescribed.

After 15 days of implementing the two-level government, the Center for Public Administration of Hoa Hiep commune has received, processed, and returned results for 257 records. At the same time, the commune has made public administrative procedures by scanning QR codes. Telecommunications enterprises, community digital technology groups, and volunteer youth union members have participated in providing direct support at the unit, guiding people when they come to contact to make records; aiming to best serve the people.

Along with the province's efforts, communes and wards have proactively reported the situation, sought solutions to overcome difficulties, and created all conveniences for the people. Ms. Pham Thi Kim Lien - Vice Chairman of the Commune People's Committee, Director of the Center for Public Service of Hoa Hiep Commune informed: "To remove difficulties and obstacles in the initial operation process, the commune proactively contacted provincial departments and specialized agencies and received enthusiastic support to promptly overcome them".
