Understanding, reasonable

The extensions with iron frames, corrugated iron roofs and walls were built by households since 2007, with each project ranging in area from 12.5 to 18.2 square meters, located on the drainage ditch corridor - an important public space with the function of drainage and preventing urban flooding.

The existence of nearly two decades has made many people skeptical about the government's ability to handle the problem. With the decisive and synchronous direction from the Party Committee to the government and organizations, especially the direct involvement of the leaders of the Ward People's Committee, the seemingly difficult problem has been resolved with understanding and reason.

On July 22, 2025, a transparent and open meeting and dialogue was held between the leaders of An Cuu Ward People's Committee and 4 related households. On the basis of persistent analysis and clear explanation of legal regulations, especially based on the grounds in Article 13, Decree 123/ND-CP, dated October 4, 2024 of the Government and the fact that the government has put the interests of the community first; showing openness and listening to people's thoughts has changed their awareness and actions.

As a result, all 4 households including NQL, LTH, TVT, LCT agreed to voluntarily dismantle the illegal construction. The deadline was set: August 2, 2025, the entire surface of the canal must be returned to serve the work of urban renovation and operation. Without needing to wait for the deadline, all households voluntarily dismantled the construction, returning the clear surface to the canal.

“We know that our expansion and construction of the iron frame encroaching on the drainage ditch for use is wrong, so we are ready to accept the demolition upon request of the local government,” said Mr. TVT, one of the four households.

In reality, the success of the case did not come from a purely administrative order. It was the result of a combination of legal principles and the spirit of “firmly grasping the area - taking the initiative from the grassroots - resolving it on the spot”.

The way An Cuu ward government implements is to regularly maintain periodic meetings, establish a close coordination mechanism between the ward People's Committee and residential groups, local police, the Fatherland Front and socio-political organizations to promptly detect and handle problems arising from the grassroots, not allowing the formation of "hot spots".

Smooth, proactive and people-friendly governance not only helps solve specific problems but also builds trust in the government. It is also the premise for building a government that is “lean but refined, close to the people but strong”, truly becoming an effective coordination center for local activities.

The city needs to be restored to its true meaning.

“After dismantling, the task is to maintain it. The restored ditch space will continue to be regularly inspected and monitored by the Public Service Center and specialized forces of An Cuu Ward. The local police and neighborhood leaders are assigned to manage, ensure security, and prevent re-encroachment. Along with that, households are asked to actively maintain environmental hygiene, prevent and control epidemics, and improve the quality of life in the community,” affirmed Ms. Hoang Thi Nhu Thanh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of An Cuu Ward.

The case of alley 56 Duy Tan is a small slice in the picture of urban management that is changing strongly in the direction of: "5 no - 3 yes" of An Cuu ward: No waste, no noise, no drugs, no social evils, no uneducated children. Have a stable life, clean environment and civilized urban lifestyle.

The An Cuu ward government clearly defines the motto of action: "Clean infrastructure - smooth traffic - neat and civilized urban area". Public spaces, drainage ditches, roads, sidewalks, etc. must all be returned to their proper function and value. Any encroachment or misuse will be detected and handled promptly. Along with that are technical solutions such as urban beautification to create a modern An Cuu urban area that still retains its identity, serving the people's lives best.

From small things to big things, the incident at alley 56 Duy Tan is a typical example showing that: When the government performs its function properly, when people have a thorough dialogue, there is no problem that cannot be solved. Urban management cannot be just a matter of "patching up the sheep", but must be a long-term strategy, from each small alley, each illegal construction, persistently correcting, rebuilding urban order, culture and discipline from the roots.
