Specifically, the Ho Chi Minh City People's Council passed a resolution deciding on the investment policy for the project of dredging, improving the environment, and building infrastructure of Van Thanh canal, Thanh My Tay ward with the goal of urban beautification and environmental improvement; preventing encroachment on canal banks, causing water resource degradation, improving the landscape environment of residential areas along both sides of the canal; enhancing the capacity of water storage, drainage, and flood prevention for residential areas and public works in the basin.
Combining the canal bank protection corridor with the construction of traffic routes along Van Thanh canal, synchronously connecting road traffic infrastructure and drainage system, technical infrastructure along the route, improving the spiritual life of people in the project area.
Regarding the investment scale, the entire main canal with a length of 1,965m (from Vo Oanh Street to Nhieu Loc - Thi Nghe Canal) and a branch canal with a length of 275m will be renovated. In which, a bank protection embankment with prestressed concrete piles will be built along both sides of the main Van Thanh canal and Branch 1 canal; Van Thanh canal and Branch 1 canal will be dredged with a canal width of B = (25:50)111, bottom elevation -3.0m.
Constructing roads along the canal; constructing a new 17m wide Phu An bridge and expanding and upgrading Ngo Tat To street; constructing a parallel road connecting to Dien Bien Phu street; constructing a vertical sewer system for domestic drainage; constructing parks/green areas, technical infrastructure along the canal, etc.
The project has a total investment of VND 8,555,581 billion from the City budget. The implementation period is from 2025-2030, construction from 2027 to 2029.
In addition, the resolution also approved the separation of the project of Dredging, improving the environment, and building infrastructure of Van Thanh canal, Thanh My Tay ward into 2 component projects invested by the City's Urban Infrastructure Construction Investment Project Management Board.
Component project 1: Dredging, environmental improvement, infrastructure construction of Van Thanh canal, Thanh My Tay ward, total estimated investment of about 1,743 billion VND.
Component project 2: Compensation, support, resettlement and site clearance for the project of dredging, environmental improvement, infrastructure construction of Van Thanh canal, Thanh My Tay ward, with a total estimated investment of about 6,812 billion VND.
The People's Council of Ho Chi Minh City assigned the People's Committee of Ho Chi Minh City to implement, manage and operate the project in accordance with the Resolution and legal regulations; urge and inspect the investor; take responsibility for progress, quality, economical and effective use of capital, and prevent corruption and negativity.
Urgently complete and appraise feasibility study reports of component projects and submit them to competent authorities; take full responsibility for the accuracy and consistency of data; take responsibility for any delays.
Direct the development of compensation, support, resettlement and site handover plans in accordance with legal regulations, ensuring reasonable and satisfactory compensation; prioritizing resettlement for affected households, paying attention to life after resettlement, ensuring better new housing, improving livelihoods and adequate cultural and social institutions.
According to the Ho Chi Minh City People's Committee, Van Thanh canal is one of the important drainage and water storage canals of Thanh My Tay ward as well as Ho Chi Minh City and is one of two large branches of the Nhieu Loc - Thi Nghe canal basin (along with Xuyen Tam canal).
However, the current situation of the canal being encroached, silted and seriously polluted over the past many years has greatly affected the drainage capacity and environmental landscape, affecting the health and life of people in the area. Therefore, investing in the project of dredging, improving the environment, and building infrastructure for Van Thanh canal is very necessary.
