Accordingly, from the 2025-2026 school year, each province that does not carry out the arrangement or merger will be allowed to register a maximum of 10 candidates for each team. Hanoi alone will be allowed to register a maximum of 20 candidates for each team.
The provinces and cities that reorganize administrative units have their own quotas. The one with the most quotas is Ho Chi Minh City with 40 candidates/team/subject. The new provinces that merge 2-3 old provinces will have 20-30 candidates for each team of each subject.
For example, Tuyen Quang merged from 2 old provinces, Tuyen Quang and Ha Giang , so there is a maximum of 20 candidates/team/exam subject. Ninh Binh merged from 3 old provinces, Ninh Binh, Nam Dinh and Ha Nam, so there is a maximum of 30 candidates/team/exam subject.

Current regulations on the maximum number of candidates for each national excellent student team are implemented according to Circular No. 17 issued in 2023. Accordingly, except for Hanoi and Ho Chi Minh City, which are allowed a maximum of 20 candidates/team, the remaining provinces are only allowed 10 candidates/team.
The annual national exam for excellent students is held in the subjects: math, physics, chemistry, biology, informatics, literature, history, geography and foreign languages. The exam content is included in the 2018 General Education Program, which teaches specialized subjects at high school level.
