The workshop aims to share survey results at educational institutions, create an academic forum for scientists, managers, lecturers and teachers to exchange experiences, identify difficulties and challenges and propose solutions to improve the effectiveness of program implementation.
Speaking at the conference, Associate Professor Dr. Nguyen Duc Son - Principal of Hanoi National University of Education said that the 2018 General Education Program has been implemented for 5 years, the first batch of students have taken the graduation exam.
He asked: “How is the implementation in practice, what are the ‘bottlenecks’ that need to be reviewed for better organization? These questions must be answered based on scientific data, not just from personal experience or public opinion.”

According to Associate Professor, Dr. Nguyen Duc Son, the studies published at the conference are initial results, with scientific basis, helping to make more objective and honest assessments of the implementation process of the 2018 General Education Program.
As a national key pedagogical university, Hanoi National University of Education determines that besides training, promoting scientific research in education and solving practical problems of education is a mandatory responsibility.
He said that the research results support the school in two tasks: reviewing and adjusting the regular student training program to suit reality; and evaluating and improving the training and fostering of teachers to implement the 2018 General Education Program. This is also the basis for the school to provide scientific voice and policy advice to management agencies.
“Although the problem is very difficult and the research is still in its early stages, we still boldly organized a workshop to share the results. Hopefully, from here, there will be more large-scale, systematic studies, creating a basis for implementing the 2018 General Education Program more effectively,” Associate Professor Dr. Nguyen Duc Son emphasized, while highly appreciating the participation of leaders of the Departments of Education and Training, scientists, especially those in the pedagogical sector, because this is not only a research activity but also directly serves the work of training teachers.

The workshop announced and discussed the initial research results of 4 key School-level Science and Technology topics in 2024, focusing on evaluating the practical implementation of the 2018 General Education Program at general education institutions, clarifying the results achieved, difficulties, challenges and proposing solutions to improve the quality of program implementation.
The reports presented include: Readiness of secondary school teachers in implementing the 2018 General Education Program; Assessment of communication and collaboration skills in grade 9 students; Professional development practices of secondary school teachers in the context of program implementation; and building a model to evaluate the implementation practices of the 2018 General Education Program based on machine learning techniques.
According to Associate Professor Dr. Nguyen Van Bien - Director of the Center for Research and Development of Pedagogical Profession, Hanoi National University of Education, initial research results have pointed out three noteworthy gaps: the gap in teacher support, the gap in resources, and the gap in synchronization between teaching and assessment.
Addressing these challenges cannot be done by relying on single solutions. A large-scale, comprehensive and in-depth study is needed to provide an empirical basis for macro-level policy making.
Therefore, Hanoi National University of Education has proposed the next scientific and technological task: "Evaluating 5 years of implementing the 2018 general education program and proposing program development".
This mission is designed not only to assess the past but also to shape the future, to propose specific adjustments to the program and to build a policy framework that ensures long-term success.
Our four research projects can be considered an “initial pilot” for this task, demonstrating the School’s ability to address the complex components of a holistic assessment.

The results of the workshop will contribute to providing scientific and practical arguments for policy adjustment, developing the teaching staff, and making practical contributions to the fundamental and comprehensive innovation of general education in the direction of developing learners' qualities and capacities.
