On the morning of June 23, the People's Committee of Thu Duc City held a conference to announce 9 zoning plans at a scale of 1/2000 and to hand over decisions approving investment policies and adjusting investment policies. Attending the conference was Chairman of the People's Committee of Ho Chi Minh City Nguyen Van Duoc.
Speaking at the announcement of 9 planning projects, Mr. Hoang Tung - Chairman of Thu Duc City People's Committee - said that the projects not only clearly define the development space of functional areas and 11 strategic development focuses in Thu Duc City, but also serve as a legal basis for attracting investment, developing synchronous infrastructure, and improving the quality of life for people.
This is an important legal basis for orienting development in the new period when implementing the 2-level government model, and a guideline for orienting development space for the fields of services, training, finance, high technology, logistics, seaports and innovation associated with the Southeast region connection, in which the focus is the Thu Thiem international financial center.
"Thu Duc City after July 1 will have 12 new wards and will become a livable and investment-worthy place and a potential destination on the urban, regional and international development map," said Mr. Tung.
In the coming time, Thu Duc City will coordinate with 12 wards and relevant departments and units to urgently establish and cover detailed projects at 1/500 scale.
According to Mr. Tung, this will be an important basis for construction management, urban development management and moving towards exempting construction permits for individual houses.
The goal is that by the end of 2025, there will be areas in Thu Duc City with approved detailed planning of 1/500 and a pilot exemption of construction permits for individual houses from January 1, 2026.
Thu Duc City also speeds up the progress of public investment and public-private partnership projects, especially key transport projects such as the expansion of National Highway 13, the Cat Lai - Phu Huu inter-port route, the D1 - High-tech Park connecting road, the road connecting Ring Road 2 with the Ho Chi Minh City - Chon Thanh expressway... In addition, focusing on developing urban and inter-regional railway routes, connecting Thu Duc with the center of Ho Chi Minh City.
On this occasion, Thu Duc City People's Committee granted investment approval decisions for 21 housing development projects, to be implemented in the first 6 months of 2025 with a total registered capital of more than 54,000 billion VND.

Speaking at the conference, Mr. Nguyen Van Duoc - Chairman of Ho Chi Minh City People's Committee, said that Ho Chi Minh City has determined the city's development strategy in the present and future (1-4-1).
Specifically, 1 is a modern, synchronous infrastructure, including basic infrastructure, transport infrastructure and digital infrastructure. 4 is semiconductor chips, artificial intelligence (AI), big data, innovation. 1 is a high-qualityeducation and healthcare city.
In which, Mr. Duoc believes that the future Thu Duc City consists of 12 wards with very important positions and roles in implementing this strategy.
After the announcement of 9 zoning plans, the Chairman of the Ho Chi Minh City People's Committee welcomed investors who trust in Thu Duc City as a base for business and living, contributing to the development of Thu Duc City and Ho Chi Minh City.
"In the near future, Thu Duc City will be reorganized into 12 wards, ending the district-level operating model. This is not the end but the beginning of a new period in urban development of Ho Chi Minh City, including the important position and role of Thu Duc City area," Mr. Duoc said, hoping that investors will continue to accompany the construction and development of Thu Duc City area.
9 zoning plans at scale 1/2000:
Zone 1 belongs to Thu Thiem, An Loi Dong, Thao Dien wards, part of An Khanh and An Phu wards with an area of 1,807 hectares, population of 332,500 people, the main development orientation is Thu Thiem international financial center.
Zone 2 belongs to Hiep Binh Chanh ward and part of Linh Dong, Truong Tho, Hiep Binh Phuoc , Tam Phu, Tam Binh wards with an area of 2,042 hectares, population of 270,000 people, with the main development orientation being the new urban center of Truong Tho.
Zone 3 belongs to Linh Tay, Linh Chieu, Binh Tho, Linh Trung, Binh Chieu, Linh Xuan wards and part of Tam Binh, Tam Phu, Linh Dong, Truong Tho, Hiep Binh Phuoc wards with an area of 2,468 hectares, population of 440,000 people, with the main orientation of developing Ho Chi Minh City National University.
Zone 4 belongs to Long Binh ward and part of Tan Phu ward, Long Thanh My ward with an area of 2,945 hectares, population of 280,442 people, with the main orientation of a historical - cultural national park in the direction of a public park, a thematic park combined with eco-tourism .
Sub-area 5 belongs to Long Phuoc ward and part of Truong Thanh ward, Long Truong ward with an area of 3,425ha, population of 210,000 people, with the main orientation of developing a knowledge urban area associated with the core of institutes - schools, research facilities, and specialized training in Long Phuoc area.
Zone 6 belongs to part of Thanh My Loi, Cat Lai, Binh Trung Dong, Phu Huu wards with an area of 1,587 hectares, population of 127,500 people, with the main orientation as a port, industrial and logistics service center of Ho Chi Minh City and neighboring urban areas.
Sub-area 7 belongs to Binh Trung Tay ward and part of An Khanh, An Phu, Phu Huu, Binh Trung Dong, Cat Lai, Phuoc Long B, Thanh My Loi wards with an area of 1,748 hectares, population of 300,000 people, with the main orientation of developing a multi-functional mixed-use urban area along the Ho Chi Minh City - Long Thanh - Dau Giay expressway and Vo Chi Cong street.
Sub-area 8 belongs to Phuoc Long A, Phuoc Long B, Phuoc Binh wards and part of An Phu, Tang Nhon Phu B, Phu Huu wards with an area of 1,195 hectares, population of 248,000 people, the main development orientation is Rach Chiec National Sports Complex combining the function of urban public park and service functions, becoming one of the driving forces of the city's development.
Sub-area 9 belongs to Hiep Phu ward, Tang Nhon Phu A ward, Tang Nhon Phu B ward and part of Phuoc Long B ward, Tan Phu ward, Long Thanh My ward, Truong Thanh ward, Long Truong ward, Phu Huu ward with an area of 2,222 hectares, population of 345,000 people, with the main development orientation being to renovate and encourage reconstruction of existing residential areas, forming multi-functional complexes along main traffic axes associated with public transport such as Vo Nguyen Giap - Hanoi Highway, Ring Road 2, Ring Road 3, Ho Chi Minh City - Long Thanh - Dau Giay Expressway.
