On August 1, the Ho Chi Minh City Inspectorate held a conference to announce the decision to conduct thematic inspections of works and projects with difficulties and problems according to the Ho Chi Minh City Inspectorate's Thematic Inspection Plan.
Previously, on July 30, the Ho Chi Minh City Inspectorate planned to conduct a thematic inspection of projects and works facing difficulties, obstacles, delays, long-term backlogs, low efficiency, and risks of loss and waste in the city.
Chief Inspector of Ho Chi Minh City Tran Van Bay said the purpose of this thematic inspection is to identify causes, difficulties, and obstacles; detect limitations and inadequacies in management mechanisms, policies, and laws to recommend competent authorities to have solutions to remove them, ensure strictness, compliance with regulations, and immediately overcome the backlog and prolonged situation leading to waste; detect violations, clearly identify responsibilities, and recommend handling of violations of the law (if any); help agencies, organizations, and individuals comply with legal regulations; contribute to controlling power; and improve the effectiveness and efficiency of state management activities.
On that basis, report to the Ho Chi Minh City People's Committee, the Government Inspectorate and competent authorities on the results of thematic inspections of works and projects facing difficulties and problems so that competent authorities can consider, handle and resolve them, avoiding loss and waste, contributing to unblocking resources and promoting economic growth.
According to the plan, the Ho Chi Minh City Inspectorate will directly inspect 94 projects. The inspection period is from the implementation of the project to July 1, 2025.
Also according to the inspection plan, the inspection period takes place within 30 actual working days.
The Chief Inspector of Ho Chi Minh City requested that inspection activities comply with legal regulations, be democratic, public, objective, timely, and accurate; not hinder the normal activities of the inspected subjects and other agencies, organizations, and individuals; not overlap in scope and time between inspection agencies, between inspection agencies and state audit agencies; and not overlap in the exercise of rights when conducting inspections.
Inspect the correct content, scope, objects, with focus, key points, and on time according to the inspection decision; strictly implement the confidentiality regime and the information and reporting regime; inherit the results of the competent authorities on related contents with sufficient basis and legal basis; have close coordination between the Ho Chi Minh City Inspectorate and departments, branches, sectors, People's Committees of wards, communes, and special zones during the inspection process.
