Ho Chi Minh City sets up 24/7 hotline to ensure smooth administrative procedures

The Chairman of the Ho Chi Minh City People's Committee directed to ensure that administrative procedures for people are smooth and uninterrupted when implementing the 2-level local government model.

On June 23, the Ho Chi Minh City People's Committee sent a document to the city's departments, branches and sectors; District People's Committees; Commune People's Committees; and the City Digital Transformation Center regarding the implementation of administrative procedures when rearranging administrative units and implementing the 2-level local government model.

Accordingly, to ensure smooth, effective and uninterrupted implementation of administrative procedures when rearranging administrative units and implementing the 2-level local government model, the Chairman of the Ho Chi Minh City People's Committee requested departments, branches, sectors, district-level People's Committees, and commune-level People's Committees to continue implementing the tasks and solutions assigned in Resolution 66/2025 of the Government; Official Dispatch 56/2025, Official Dispatch 69/2025, Official Dispatch 219/2025 of the Prime Minister .

At the same time, organize the reception and settlement of administrative procedures in accordance with the provisions of Resolution 190/2025 of the National Assembly ; Directive of the Prime Minister.

The above units reviewed and improved the one-stop shop at departments, branches and sectors (for Ho Chi Minh City before the merger), the Provincial Public Administration Service Center (for Binh Duong and Ba Ria - Vung Tau provinces before the merger), and the Commune Public Administration Service Center in terms of personnel, facilities, equipment, and working regulations, ensuring maximum convenience, smoothness, and no interruption in the implementation of administrative procedures for people and businesses.

Publicize the headquarters address and list of administrative procedures received and returned at provincial and commune-level one-stop-shop departments before June 25, 2025 to facilitate individuals and organizations to access and carry out administrative procedures.

Establish and publicize hotlines of provincial and commune-level one-stop departments before June 25, 2025 to ensure regular 24/7 operation.

The Department of Science and Technology coordinates with the City Digital Transformation Center to complete the integration and provide 100% of online public services on the National Public Service Portal; immediately overcome technical connection limitations; inadequacies in the quality of online public services currently provided, ensuring smooth operation, and complete before June 25, 2025.

Ensure that 100% of administrative procedures related to businesses are performed online, smoothly, seamlessly, effectively, minimizing paperwork, to be completed in 2025.

Timely upgrade and complete the City's Administrative Procedure Information System, ensuring the inheritance of information, data, safety, security and the continuous, smooth, effective and uninterrupted reception and settlement of administrative procedures from July 1, 2025.

Coordinate with Binh Duong and Ba Ria - Vung Tau provinces to evaluate, agree on selecting and merging the use of a provincial-level administrative procedure settlement information system to organize upgrading, completion, and meet the requirements of performing administrative procedures regardless of administrative boundaries within the city; connect, share, and synchronize data with the National Public Service Portal.

The Chairman of the Ho Chi Minh City People's Committee assigned the Office of the Ho Chi Minh City People's Committee to synthesize and advise the Chairman of the City People's Committee to publicly announce information on locations and hotline numbers of one-stop shops at the provincial and commune levels to facilitate people and businesses to contact and carry out administrative procedures after the rearrangement of administrative units in the city.
