In his nightly video address on November 3, Ukrainian President Volodymyr Zelensky said Colonel Serhiy Lupanchuk would now command the special forces, describing him as "an experienced officer, combat officer and a suitable commander," according to Reuters.

President Zelensky added that Mr. Lupanchuk's predecessor, Major General Viktor Horenko, who has commanded special forces since July 2022, "will continue to carry out special tasks" in the Main Intelligence Directorate of the Ukrainian Defense Ministry .

Mr Zelensky did not provide further explanation for the new personnel change. Mr Horenko said in an interview that he had not been informed of anything. "I myself do not know the reason. I learned about it from the media," Mr Horenko said in an interview with the Ukrainska Pravda website.

Ukrainian special forces are also responsible for military information and psychological operations, as well as organizing resistance in Russian-controlled territories.

President Zelensky mentions Black Sea success to boost Ukraine's morale

President Zelensky this week praised the Ukrainian military for undermining Russian military power in the Black Sea through increased drone and drone boat attacks on Russian military targets.

President Zelensky has rejected Western criticism that Ukraine’s counteroffensive launched in June is moving too slowly, while Commander-in-Chief Zaluzhniy said this week that the war has entered a static, attritional phase that favors Russia, according to Reuters.
