According to VNA , on the afternoon of June 23, in Nam Dinh, General Secretary To Lam and the Central Working Delegation worked with the Standing Committees of the Provincial Party Committees of Nam Dinh, Ha Nam, and Ninh Binh provinces on the results of the implementation of the Central Committee's resolutions and conclusions and a number of key tasks on socio -economic development and ensuring national defense and security in the area.

Unity is everything, disunity is everything

According to the report, the Standing Committee of the Provincial Party Committee of the three provinces has led and directed relevant agencies and units to urgently advise and develop a project to rearrange commune-level administrative units to ensure close adherence to the Central Government's direction; properly implement the principles and criteria when merging, and pay attention to the standards on area and population during the rearrangement process, especially the standards on area according to regulations to ensure development space for future facilities.

The report said that by May 29, three provinces: Ha Nam , Nam Dinh, Ninh Binh had completed the documents and projects to rearrange administrative units at the provincial and communal levels and submitted them to the Government according to regulations.

After the arrangement, Ninh Binh province will have 129 commune-level administrative units (269 commune-level administrative units less than at present).

Concluding the meeting, General Secretary To Lam affirmed that the merger of the three provinces of Nam Dinh, Ha Nam and Ninh Binh is an inevitable step in the context of the increasingly urgent need to innovate the development model and improve the effectiveness of regional governance. A unified development space will be formed, where the potentials and advantages of each locality are not only promoted separately but also integrated, supplemented and spread, creating a new, strong and sustainable development momentum.

According to the General Secretary, the merger helps to unify the planning of transport, urban, industrial, tourism, service and agricultural infrastructure, creating conditions for the development of economic corridors throughout the mountainous, delta and coastal areas, helping to effectively exploit the potential for inter-regional trade, tourism and logistics.

The economic structure and production capacity of each locality have different advantages, when combined to form a complete value chain, making up for the limitations. The three provinces have a dense system of historical and cultural relics, notably the Trang An scenic complex, Bai Dinh Pagoda, Stone Church, Tam Chuc Pagoda, Dia Tang Phi Lai Tu Pagoda, Tran Temple, Phu Day complex... which can strongly develop valuable indigenous cultural, tourism and educational products, build a brand for a living heritage area, and become an attractive destination.

Emphasizing that the work from now until July 1, 2025 and the last months of the year requires outstanding efforts from localities, the General Secretary requested localities to urgently complete the arrangement of the apparatus according to the 2-level local government model in accordance with the spirit of Resolution No. 60 and Conclusion No. 150 of the Politburo, ensuring the principles of streamlining, effectiveness, efficiency, transparency and smooth operation. The apparatus must ensure a consistent focal point, reduce intermediate levels, increase flexibility in governance, and create motivation for innovation at each level.

The General Secretary emphasized that it is necessary to review the entire current status of economic space, population, urban areas and industries, closely following the practical situation, building a master plan for the new Ninh Binh province associated with the strengths of each region, complementing each other in a unified and effective manner. In particular, it is necessary to thoroughly grasp the spirit of not trading off the environment, culture and social security for mere growth; development must be harmonious, ensuring social security, social progress, preserving identity, protecting ecology and using resources effectively.

The General Secretary directed the synchronous implementation of strategic development breakthroughs, in conjunction with the reality of the unified province and the spirit of major resolutions of the Central Committee. The legal and planning systems must be synchronous, transparent, and stable; promote the development of science and technology, innovation and digital transformation; connect with the system of institutes, schools, and enterprises; encourage small and medium-sized enterprises, new-style cooperatives in the fields of processing, high-tech agriculture, renewable energy, and creative services; comprehensive investment in education, health care, and culture; preserve cultural heritages, strongly develop cultural industries, entertainment industries, and heritage economies, and harmoniously and sustainably urban-rural-ecological spaces.

According to the General Secretary, the new provincial Party Congress is not only an important political event, but also a milestone for a new development period, so the preparation for the Party Congress at all levels must ensure the correct progress, quality and political orientation. The entire preparation process needs to be carried out seriously and methodically, on the basis of a thorough summary of reality, a full analysis of new characteristics and requirements from integration, digital transformation, green and sustainable development. On that basis, a vision to 2030, with orientation to 2045, will be built, in line with the spirit of the Resolution of the 13th National Party Congress and the Draft Documents of the 14th National Party Congress.

The goal is to create a modern and dynamic development space, with Ninh Binh playing a central role, gradually transforming itself into an industrial - service province developing according to the green - smart growth model, striving to become a developed industrial province with the identity of a national heritage center by 2030.

The organization of the Congress must be closely linked to propaganda and mobilization, creating social consensus, arousing the spirit of innovation, the will to rise up, and the responsibility to contribute. This is a key moment to consolidate solidarity, promote democracy, tighten discipline and build a solid political foundation for the new development path.

The General Secretary pointed out that it is necessary to maintain political stability, ensure national defense - security, and social order and safety throughout the process of merging and operating the new apparatus; it is necessary to step up propaganda, mobilization, and explain policies clearly and convincingly, creating high consensus in society, especially in ethnic minority and religious areas where people are easily affected by changing psychology.

The General Secretary emphasized that Ha Nam - Ninh Binh - Nam Dinh is a land of outstanding people, culture and a long history of development. This is not only a space of history and the depth of the brilliant Red River culture, but also a land full of potential, courage and opportunities to take off in the new era.
