Here, Ms. Huong was checked by the commune land officer, guided and supported to submit the documents on the National Public Service Portal. Land officer Xa Van Xuan said: In order to operate smoothly and effectively the 2-level local government model, the Center has invested in machinery and technological equipment to handle administrative procedures for people and businesses.
From July 1-18, we received 11 dossiers in the land sector, including 6 dossiers to resolve administrative procedures related to land such as confirmation of land use rights, inheritance of land use rights and transfer of land use rights; and 5 dossiers requesting land leveling, land improvement and requesting resolution of overlapping land disputes. The commune wishes to receive support in investing in equipment and training on the process of implementing administrative procedure settlement on public service software for officials and civil servants.
It is known that, in order to ensure the reception and settlement of administrative procedures are continuous, smooth and uninterrupted, at the Public Administration Service Centers of communes and wards in the province, a list of administrative procedures within the area and scope of reception has been posted and made public. Of which, 14 land procedures can be handled at the commune level. At the same time, propaganda work has been stepped up so that people and organizations can promptly grasp information and avoid being passive during the transition period.

According to the leader of the Department of Agriculture and Environment, in order to promptly receive and resolve administrative procedures in the land sector smoothly and synchronously, initially allowing the reception of administrative procedures in the land sector at the branches of the Land Registration Office and the Public Administration Service Centers at all levels in the province.
The Land Registration Office directs the Land Registration Office Branches to promptly assign officials to support the Public Administration Service Centers of communes and wards in the province to receive and process land-related records in case of a large number of complex records that need to be resolved promptly.
For administrative procedures in the field of land that are not under the jurisdiction of the People's Committee at the commune level, the People's Committees of communes and wards in the province have directed the Public Administration Service Center at the commune level to receive, transfer records, resolve, and return results of procedures for land registration and other assets attached to land regardless of the commune level where the land is located, in accordance with the provisions of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop, one-stop mechanism at the one-stop department and the National Public Service Portal.
Decision No. 1667/QD-UBND dated June 27, 2025 of the People's Committee of Phu Tho province on promulgating the List of administrative procedures in the land sector under the jurisdiction of authorities at all levels in Phu Tho province; Decision No. 318/QD-UBND dated July 11, 2025 of the People's Committee of Phu Tho province on approving the internal process for handling administrative procedures under the one-stop, one-stop mechanism in the land sector under the jurisdiction of authorities at all levels in Phu Tho province.
In case the Public Administration Service Center of communes and wards refuses to accept the dossier for handling administrative procedures on land in the form of non-administrative boundaries, the Chairman of the People's Committee of communes and wards must be responsible to the Chairman of the Provincial People's Committee if there is any reflection of the land users' petitions about the refusal to accept the dossier.
