Pursuant to Resolution No. 05 of the Politburo, Resolution No. 230 of the Central Military Commission, Plan No. 1228 of the Ministry of National Defense on the organization of the Vietnam People's Army for the period 2021-2030 and the following years; Decision No. 66 of the Prime Minister approving the Project "Restructuring military enterprises for the period 2021-2025"; Decision No. 152 of the Prime Minister approving the Project "The army participates in labor production, economic construction combined with national defense in the new situation", on May 30, 2025, the Ministry of National Defense decided to establish the Marine Economic Corps (Corps 20) under the Ministry of National Defense on the basis of Saigon Port (the enterprise name is Saigon New Port Corporation), with the main functions and tasks: Combining national defense with economy, economy with national defense; Carry out the tasks of production, business, port exploitation, logistics services, transportation and marine economic sectors, investment and business in industrial parks, sea and island tourism and development of clean energy and renewable energy.

This is a special event in terms of force organization in the Vietnam People's Army, marking a new development step of Saigon Military Port, from an economic-defense unit to becoming a Marine Economic Corps, continuing to carry out the mission of production and business closely combined with military and defense tasks nationwide.
Over 36 years of construction and development of Saigon Military Port - Saigon New Port Corporation is a journey of overcoming difficulties and hardships, continuously innovating, pioneering in applying technology, digital transformation, investing in high-quality human resources, combined with progressive, suitable and effective management and operation models.
Saigon Port always excellently completes the tasks assigned by the Navy, the Central Military Commission, and the Ministry of National Defense, effectively contributing to the overall development of the Army and the locality where the unit is stationed.

Saigon Port has performed well the function of "Fighting Army, Working Army, Production Labor Army", currently ranked 17th in the group of 20 container port clusters with the largest throughput in the world, twice honored with the title of Labor Hero, 8 consecutive times achieving National Brand, 6 times honored as Typical Enterprise for Workers... and many other noble awards.
Along with the military and defense tasks, production and business, with the motto "Wherever there are activities of Tan Cang Saigon, there are activities of mass mobilization and community responsibility", up to now, the corporation has taken care of more than 400 Vietnamese heroic mothers, relatives of martyrs across the country; sponsored fishermen's children, supported the construction of thousands of gratitude houses and many charity programs in the areas where it is located...

Speaking at the ceremony, Senior Lieutenant General Vo Minh Luong congratulated and commended the outstanding achievements that Saigon Newport Corporation has achieved over the past 36 years and affirmed that the establishment of Corps 20 is an important policy, consistent with reality, demonstrating a new mindset and vision in adjusting the organization of the Army force, meeting the requirements of consolidating national defense, building and protecting the Fatherland in the new period.
The Deputy Minister of National Defense requested the officers, employees and workers of Corps 20 to continue to inherit and promote the glorious tradition of Saigon Military Port - Saigon New Port Corporation, to be united, creative, proactive, determined to win, and to achieve many achievements in the new period.

Regarding the tasks of the 20th Corps in the coming time, Senior Lieutenant General Vo Minh Luong requested: The Corps' leaders and commanders continue to thoroughly grasp and seriously implement the policies and directions of the Party, the State, the Central Military Commission, and the Ministry of National Defense on military and national defense, combining economy with national defense, building and protecting the Fatherland in the new period, especially the requirements of the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; the requirement for sustainable development of the marine economy must be closely linked to ensuring national defense and security, maintaining independence, sovereignty and territorial integrity, and strengthening international cooperation. Quickly stabilize the organization and staffing in the current military conditions, assign and assign specific tasks; perfect the Party organization, command organization, and mass organizations, and put them into operation according to their functions and tasks.
