Prime Minister Pham Minh Chinh chaired the Conference. Co-chairs included Permanent Deputy Prime Minister Nguyen Hoa Binh and Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, and Bui Thanh Son.
Also attending were leaders of ministries, branches, representatives of the Vietnam Federation of Commerce and Industry , the Association of Small and Medium Enterprises, 26 large corporations and state-owned and private enterprises.
This is the first meeting between the Government Standing Committee and businesses at the beginning of the new year 2025. Speaking at the opening of the conference, on behalf of General Secretary To Lam, Party and State leaders, Prime Minister Pham Minh Chinh sent respectful greetings, warm regards, and best wishes to businesses.
According to the Prime Minister, we have entered the final year of the 13th National Party Congress. The 2021-2025 period is a difficult period with the raging COVID-19 pandemic, wars and conflicts around the world disrupting supply chains; in 2024 alone, storm No. 3 (Yagi) caused serious consequences, the sudden passing of General Secretary Nguyen Phu Trong... have impacted the situation in the country.
However, under the leadership of the Party, regularly and directly led by the Politburo and the Secretariat, headed by the General Secretary, the participation of the entire political system, the support and sympathy of the people and businesses, and the help of international friends, we have strived to overcome all difficulties, sometimes very fierce, and achieved impressive socio-economic development achievements.
According to the Prime Minister, in 2024, the whole world will continue to face many difficulties due to the impact of the prolonged COVID-19 pandemic, political fluctuations, strategic competition, etc., affecting national development and business operations. From the beginning of 2025, the world has encountered new difficulties and complicated developments, so businesses need to always be prepared when difficulties arise.
The Prime Minister affirmed that the country's overall achievements have important contributions from businesses, especially large enterprises. Businesses have actively participated in preventing and fighting the COVID-19 pandemic, overcoming the consequences of the pandemic, and helping the country overcome current difficulties...
The Prime Minister emphasized that the Government sympathizes with businesses in the face of difficulties and is determined to always accompany and remove obstacles for businesses, especially institutional obstacles that are "bottlenecks of bottlenecks" but also "breakthroughs of breakthroughs".
What is the solution for the country to grow by double digits?
The Prime Minister stated that in 2025, a new point is that the Government assigns growth targets to all localities, relevant ministries, state-owned enterprises, and sectors. If growth continues to be "average", it will be impossible to achieve the two 100-year development goals. The Central Government has issued Conclusion 123 with a requirement of at least 8% GDP growth in 2025 to create momentum, create force, and create momentum for the following years to achieve double-digit growth. To do this, the contribution of the business community, especially large enterprises, is needed.
The Prime Minister said that the Government plans to meet with banks, small and medium enterprises, and FDI enterprises to share and resolve difficulties and problems regarding institutions, mechanisms, and policies, and to give suggestions to the Government, ministries, branches, and localities; and to listen to the opinions of enterprises on what to do in the immediate future and in the future to continue developing.
The Government has directed Ministers and Heads of ministerial-level agencies to continue reviewing and reporting monthly on institutional problems to the competent authorities for amendment; such as exemption of registration tax for automobile manufacturing enterprises, exemption of VAT for enterprises, exemption and reduction of land rent, water surface rent, taxes, fees, and charges; resolving issues related to planning, land, procedures, licenses, etc. This requires the contribution of enterprises. Recently, new laws and regulations related to land and environment have been issued with the contribution of the business community.
The Prime Minister raised the issue of what solutions are needed for the country to achieve double-digit growth; such as localities, domestic and foreign enterprises, and FDI enterprises must grow synchronously; carefully analyze and evaluate how to respond to the current situation when a bad scenario occurs.
The Prime Minister shared that we are vigorously implementing a number of very large projects such as the North-South high-speed railway, three standard-gauge railway lines connecting with China, and a nuclear power plant; focusing on developing breakthroughs in science and technology, innovation, and digital transformation; promoting the exploitation of new development spaces such as underground space, marine space, and outer space; promoting GDP growth; removing institutional bottlenecks; streamlining the operating apparatus for efficiency, effectiveness, and efficiency...
Expressing admiration, respect and appreciation for the efforts and achievements of private enterprises, the Prime Minister suggested that in the above-mentioned major tasks of the country, enterprises should register to do whatever they can and propose policies and mechanisms to do it, as long as they do not seek personal gain, prevent corruption and negativity. The head of the Government gave an example, recently asking Truong Hai Group (THACO) to research, transfer technology, produce train cars and move towards producing locomotives for high-speed railways, Hoa Phat Group to make high-speed railway rails, FPT Group to focus on training high-quality human resources, designing semiconductor chips, etc.
Assessing the situation with many difficulties and challenges but also many opportunities and advantages, the Prime Minister hopes that business leaders will draw on practice, experience, and success, with passion, enthusiasm, and dedication, and boldly contribute opinions with a sincere and straightforward spirit, all for the development of the country, for the Fatherland, and for the prosperity and happiness of the people.
The business force contributes about 60% of GDP.
Reporting on the situation of enterprises, Minister of Planning and Investment Nguyen Chi Dung said:
Over nearly 40 years of Renovation, Vietnamese enterprises have grown strongly in both quantity and quality with more than 940,000 operating enterprises, more than 30,000 cooperatives and over 5 million business households. In 2024 alone, there were over 233,000 newly established and re-operated enterprises, the highest number ever. Some enterprises have developed to reach regional and world levels; proactively participated and affirmed their position and role in global supply chains, contributing to enhancing Vietnam's position and prestige in the international arena.
The business force has increasingly affirmed its important position and role in socio-economic development, industrialization and modernization of the country; contributing about 60% of GDP, 98% of total export turnover and creating jobs for about 85% of the country's workforce.
In 2024, our country successfully and comprehensively completed the socio-economic development goals; achieved and exceeded all 15/15 targets; the growth rate reached 7.09%, among the few countries with high growth in the region and the world; GDP scale reached 476.3 billion USD, ranking 33rd in the world; import and export reached 786 billion USD, among the 20 economies with the largest trade scale in the world; State budget revenue is estimated to exceed 19.8% of the estimate, of which revenue from the non-state economic sector exceeded 20.7%... These achievements have great contributions from the business community.
The business investment environment has been greatly improved.
In 2024, the business investment environment has also been significantly improved with many breakthrough reforms. Typically, the amendment of 04 Laws: Planning, Investment, PPP and Bidding and 9 laws in the financial sector have created favorable conditions for investment and business activities; supplemented regulations on special investment procedures, creating a "green channel" for project implementation, helping to reduce time and costs for businesses.
The Prime Minister has established Steering Committees and working groups to support and remove difficulties and obstacles for businesses, especially the Steering Committee on reviewing and removing difficulties and obstacles related to projects headed by Deputy Prime Minister Nguyen Hoa Binh, with the Ministry of Planning and Investment as the standing agency to clear huge resources for stalled investment projects, first of all 12 projects in Ho Chi Minh City and 5 projects in Da Nang, demonstrating the spirit of always accompanying and standing side by side with the business community of the Government. In addition, the Government continues to reduce and extend the payment of some types of taxes to stimulate consumption and reduce costs for businesses.
All 111 national, regional, provincial and sectoral plans have been developed and approved. This is a very important basis for helping businesses clearly identify priority areas and potential investment areas to build appropriate business development strategies.
These policies demonstrate the timely attention of the Government and the Prime Minister, helping the business community restore and increase confidence, increase investment, and expand production and business, said Minister Nguyen Chi Dung.
In addition to the very proud and encouraging results, we also need to frankly admit that the economy still faces many difficulties and challenges. The development of the team of entrepreneurs and enterprises still has many limitations and shortcomings; the potential and room for development have not been effectively exploited.
To help businesses further promote their role and mission
Minister Nguyen Chi Dung stated: We are at a very important time when the world is witnessing many major changes: the birth of new industries; policy changes of major economies leading to shifts in investment flows; adjustments in trade structures, increased tariff barriers; armed conflicts; especially the risk of a global "trade war" is present. This poses both risks and challenges but also brings new opportunities and fortunes to countries.
The year 2025 is of special importance to the country. This is the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025, the year of acceleration, breakthrough, and reaching the finish line. With the perspective of breakthrough development, proactively deciding the future, taking development to maintain stability, stability to promote development, our country has determined that the growth target for 2025 must reach 8% or more, creating a solid foundation for double-digit growth from 2026 to realize the aspiration and vision of the New Development Era and the strategic goal by 2030, our country will become a developing country with modern industry, high average income and by 2045, it must become a developed country, high income. To achieve double-digit growth, the non-state economic sector needs to increase by about 11%/year.
Faced with new development requirements, the business community in general and the private enterprise team in particular need to further promote their role and mission in the country's socio-economic development.
The development goals and requirements set for the coming time require high determination, great efforts, drastic actions of the entire political system, and the consensus and joint efforts of the business community. With that spirit, the Ministry of Planning and Investment would like to suggest 06 orientations and solutions as follows:
Firstly , there must be a high level of consensus on the particularly important role of enterprises in general, and private enterprises in particular, in socio-economic development. Identifying private economic development as one of the most important driving forces contributing to growth, increasing labor productivity and competitiveness of the economy.
Second , focus on perfecting institutions, identifying institutions as "breakthroughs of breakthroughs", creating the most favorable business environment for enterprises.
Right in 2025, we must truly innovate the thinking of law-making in the direction of "development creation", abandon the thinking of "if you can't manage, then ban"; promote the method of "management by results", strongly shift from "pre-inspection" to "post-inspection" associated with strengthening inspection and supervision.
Promote administrative procedure reform, improve the business environment, focus on amending, supplementing or issuing new mechanisms and policies, removing bottlenecks and barriers, and taking people and businesses as the center; care for and accompany businesses in a practical way, following the spirit of the Prime Minister's direction: "what is said is done, what is committed is done, what is done must be done, what is done must produce specific products".
Prioritize reviewing and immediately removing difficulties and obstacles for real estate, BOT, BT, transportation, renewable energy projects, etc., focusing on projects in Ho Chi Minh City, Hanoi, Da Nang and some large localities to free up resources for businesses and the economy in 2025.
Research to expand the scope, subjects, and areas of application of a number of pilot and specific mechanisms and policies that have been approved by the National Assembly for application in localities and have proven effective.
Third, unleash all resources, use state resources to arouse, lead, and activate social resources.
Focus on investment and accelerate the progress of strategic and important infrastructure projects, especially highways, coastal and inter-regional routes, North-South high-speed railways, railways connecting to China, opening up new development space; nuclear power projects, offshore wind power, national data centers, etc. At the same time, there are mechanisms and policies for domestic enterprises to participate in key and important national projects.
Effectively exploit underground space, sea space, and outer space to create new space and development momentum. Form and develop economic sectors associated with new centers such as Long Thanh and Chu Lai international airports, regional and international financial centers, free trade zones, high-speed railway stations, etc.
Immediately develop and implement specific, outstanding, regionally and internationally competitive mechanisms and policies to form financial centers and free trade zones.
Promote the mobilization of idle capital from businesses and people, shifting from savings to investment in production and business.
Fourth , resolutely implement Resolution No. 57-NQ/TW, identifying science and technology, innovation and digital transformation as the top important breakthroughs and the main driving force for the rapid development of modern productive forces.
Proactively and urgently build a legal corridor and incentive mechanisms for new fields, high-tech projects, and digital transformation. Support businesses to innovate, invest in research and development (R&D), laboratories, digital transformation, AI applications, robots, biotechnology, new materials, new raw materials, etc. Establish and effectively promote science and technology funds, venture capital funds, innovation funds, etc.
Continue to improve the national innovation system in which enterprises play a central role. Have specific mechanisms and policies, mobilize resources to build and effectively promote national, regional and local innovation centers; promote the strong development of the creative startup ecosystem.
Strengthening connections and promoting the effectiveness of domestic and foreign innovation networks and networks connecting Vietnamese talents. Allocating resources and specific policy mechanisms to implement the Semiconductor Industry Human Resource Development Program. Actively connecting universities, research institutes, and enterprises to train 50,000 high-quality human resources in artificial intelligence and semiconductor technology.
Fifth , build mechanisms and policies to form and develop large-scale, ethnic enterprises to lead the domestic value chain and expand participation in the international market; effectively promote the Investment Support Fund.
Continue to improve mechanisms and policies to support small and medium enterprises to participate more deeply in the global value chain. Have strong enough policies to strengthen the connection between domestic enterprises and FDI enterprises. Selectively attract FDI, linked to the development of domestic enterprises, based on a "mutual" relationship, mutual benefit, mutual development. Develop and implement policies to support startups for technical staff who have worked in FDI enterprises. This is a force that already has experience, qualifications, and relationships with FDI enterprises, so it has a great advantage to participate in the global supply chain and value chain.
Improve the operational efficiency of the Small and Medium Enterprise Development Fund to promote financial resource support for enterprises to invest in production and business, innovate and participate more deeply in clusters and value chains.
Sixth , promote consumer demand stimulation and expand the market for businesses. Create conditions for domestic businesses to produce domestic products with strengths, capable of maintaining and gradually dominating the domestic market.
Focus on implementing the campaign "Vietnamese people prioritize using Vietnamese goods", activating sustainable consumption trends, and consuming products with high domestic value.
Support businesses to effectively exploit opportunities from 17 signed FTAs; diversify export markets, especially countries that have recently upgraded their strategic and comprehensive strategic partnerships, and new and potential markets.
Promoting the role of "leading enterprise"
Minister Nguyen Chi Dung said: The Prime Minister often directs and requires businesses to: "Pioneer in innovation; accelerate and make breakthroughs in growth; develop comprehensively, inclusively and sustainably; promote digital transformation, green transformation, creative economy; ensure labor safety and environmental sanitation; do a good job of participating in ensuring social security". This is the guiding principle for each business to strive to rise up and accompany the Government in realizing Vietnam's Aspiration in the new era.
Large enterprises need to promote their pioneering role more strongly in big, difficult, and new tasks, proactively taking on the task of solving national-level problems to create momentum for economic development; promote the role of "leading enterprises", technology transfer, proactively form joint ventures, associations, and leadership, and create opportunities for small and medium-sized enterprises to participate in development along the value chain.
- Enterprises need to proactively innovate business thinking, improve management capacity, productivity, quality, and competitiveness; increase innovation, research, development, and application of science and technology, build Vietnamese brands in the international market; and enhance responsibility to the community, society, and nation.
Business associations need to promote their role as a bridge between the Government and the business community. Increase participation in dialogue, promptly monitor and grasp the difficulties and problems of the business community, and report them to competent authorities for handling. Improve the operational efficiency of association organizations, protect the interests of member businesses, especially in trade and dumping lawsuits; promote business linkages, support investment and business connections.
"With all the attention of the Government, the Prime Minister and the entire political system, and the consensus and joint efforts of businesses, I believe that the Vietnamese business community and entrepreneurs will grow stronger and stronger, affirming their position and role more and more in the country's socio-economic development. The success of entrepreneurs and businesses is also the success of the country," said Minister Nguyen Chi Dung.
THACO will focus on participating in urban railway construction, especially train cars and steel structures.
Mr. Tran Ba Duong, Chairman of the Board of Directors of Truong Hai Group Joint Stock Company (THACO): After more than 25 years of development, THACO has become a multi-industry industrial corporation, focusing on industries such as automobiles, agriculture, mechanics and supporting industries, investing in construction, trade services and logistics. With the country's growth target of 8% in 2025, and double digits in the following years, the industries that THACO is working in are also trying to contribute to this goal. We have gained certain foundations in the industries that are operating in production and business to move towards a new era and develop with very clear directions and strategies set by the Government.
Specifically, for cars, we now produce almost all types of products and we control 32% of the market share so far. Last year we sold 92,000 cars, this year we are trying to sell 100,000 cars and we will focus on hybrid cars, hybrid cars – cars with both electric and gasoline engines.
For cars, we have also met the localization rate, passenger cars are from 27 to 40%, trucks are over 50% and buses are over 70%. We have reduced costs and especially met the specific requirements of customers as well as the conditions of use in Vietnam.
Second, in the field of mechanical engineering and supporting industry, we have established a foundation for both product research and development and production organization. In particular, we participate in the global value chain in mechanical manufacturing. Currently, our export growth rate is very high. In the coming time, in September 2025, we will start construction of the Supporting Mechanical Industrial Park in Binh Duong with a scale of more than 700 hectares. Currently, in the Southern region, FDI enterprises are in great need of domestic enterprises to supply components and machinery equipment to reduce costs and logistics costs.
Along with the Prime Minister's direction today, as well as the Prime Minister's direction during his visit and work in the Central region, Chu Lai, Quang Nam and THACO, we will focus on participating in urban railway construction, especially train cars and steel components.
With our team of engineers and experience in product research and development, international cooperation, I promise the Prime Minister that we will have a reasonable technology transfer, organize on-site production to reduce costs, and this product will have the participation of Vietnamese enterprises, responsible for quality and price. We also promise to promote cooperation through large projects, help small and medium enterprises participate in the production chain, as well as link up to order steel manufactured according to product standards.
For agriculture, after many years, we have formed a large-scale agricultural production model, integrating circularity on an organic basis. Currently, we have also succeeded with this model in Cambodia and Laos. Once again, at this conference, I would like to take responsibility for forming a production model in the highlands. Currently, identification in the highlands is difficult due to the lack of synchronization of planning and irrigation systems, leading to some farmers being successful, some not, sometimes successful, sometimes not successful.
Currently, the regulations on forest land for production, especially rubber trees, if we can convert it to both raising livestock and organizing for manure, and organizing for fruit production, within 1-2 years, we will have a production model like this. Currently, there are some problems with legal regulations, so recently, there are some projects that we have basically completed but are still not legally completed. I hope that this model will help the country become an effective agricultural production country, with a brand name and able to compete with countries with developed agriculture.
Regarding logistics, so far, we have succeeded with a 50,000-ton container port, and have connections to Southern Laos, Northern Cambodia and the Central Highlands. Recently, the Prime Minister has handled the issue of the 50,000-ton channel that we invested in and built ourselves. If the institution works quickly and has its own characteristics, I promise the Prime Minister that we will try to put it into operation by early 2026. When operating, the company also invested in two ships with a capacity of 1,800 TEU to connect from Chu Lai directly to Shanghai, from there to Europe, the US, Northern China, Korea, Japan, then surely the logistics costs in the central region will be equivalent to the two regions of the South and the North.
In construction investment, we have completed the Ba Son bridge connecting the center of Ho Chi Minh City to Thu Thiem. We have basically completed the four routes, only the remaining land is still stuck. In 2025, with the Government's drastic solutions, we will try to accompany Ho Chi Minh City to quickly deploy. In the field of construction investment, we strengthen the fight against waste - one of the strategic orientations - to develop the country in the new era.
We will try to do well, not be negative and not wasteful to speed up infrastructure development and exploit land funds.
Through this conference, I promise the Government that we will try our best to promote so that in the coming time, together with strong and drastic orientations on national development, we will have certain contributions.

We believe that with appropriate incentive mechanisms, the green consumption wave will spread quickly, contributing to realizing the country's emission commitment.
In addition to supporting industries and green energy, Vingroup also promotes the application of digital technology and digital transformation in operations management. We deploy research and development in artificial intelligence and big data to optimize production and enhance customer experience.

"Popularizing artificial intelligence"
Mr. Truong Gia Binh, Chairman of the Board of Directors of FPT Corporation, Head of the Private Economic Development Research Department: At this time, the whole country is excited and has great hope that Vietnam will enter a new era, Vietnam will be a powerful, prosperous country, standing among the most advanced countries in the world.
This is the moment when the country's fortunes come, we must do everything to develop, we cannot miss it. In that context, the Private Economic Development Research Board (Board IV) wrote a report called 2-3-4-5, which means: 2 big goals, 3 bottlenecks, 4 attack points and 5 main actions.
Here I want to focus on two ideas: First, I suggest that we must unleash the potential of science and technology. Why do I say that? Because when I did research, I saw that the relationship between GDP and the potential of science and technology was drawn as an upward parabolic graph, meaning that when GDP grows, the level of science increases.
Faced with these opportunities, I propose "popularizing AI". In the past, during the most difficult years, the years of resistance when the government was still weak and poor, Uncle Ho raised the issue of "popular education". Now is the opportunity, especially during this Tet holiday, we hear a lot about DeepSeek. DeepSeek makes "popularizing artificial intelligence", meaning that small companies can do it, small and medium-sized companies can also apply it.
The opportunity is coming, I suggest that AI be included in the education and training programs of all education systems as soon as possible, and we are the ones who directly implement it into the education system. We can include it in grade 1, but the most important thing is the role of the State, to direct it so that Vietnam can soon become a country of artificial intelligence...
Great opportunity for steel businesses
Mr. Tran Dinh Long, Chairman of the Board of Directors of Hoa Phat Group Joint Stock Company: I think that every enterprise is a cell of the economy, and so is Hoa Phat. We commit to a minimum growth rate of 15% between 2025 and 2030.
Currently, the entire Vietnamese steel industry imports about 30 million tons of ore as raw materials for steel production, accounting for 95%. I would like to take this opportunity to thank the Ministry of Industry and Trade for facilitating our imports.
Mr. Tran Dinh Long proposed: We have two large mines, Quy Sa and Thach Khe. Thach Khe iron mine is the largest iron mine in Southeast Asia, with a capacity of about 500 million tons, located in Ha Tinh. He said that it is necessary to exploit Thach Khe mine to basically solve the annual raw material source and save foreign currency.
In the 2025-2030 plan, public investment capital is very large, especially the Hanoi-Ho Chi Minh City urban railway project, the Lao Cai-Hanoi-Hai Phong railway project. This is a great opportunity for businesses.
In the near future, Hoa Phat may invest in a rail manufacturing plant, investing 10 trillion VND. This is a very special product, if it is not used for the project, we do not know who to sell it to. Therefore, we really hope to have a document like a Resolution so that businesses can confidently invest and produce products for the project.
Hoa Phat promises to ensure the supply of steel for the Railway Corporation to carry out the project. It is expected that about 10 million tons of steel will be needed, HP commits to ensuring the quantity of 10 million tons, quality, delivery schedule and price lower than import price.
Hope the direct electricity trading mechanism will soon come into practice
Mr. Le Van Kiem, Chairman of KN Holdings: As one of the private economic groups with a development history of more than 45 years, we always aim to invest in business for sustainable development, making positive contributions to the community.
In recent years, we have focused on encouraged areas such as renewable energy and green industrial zones to contribute to realizing the socio-economic development goals of the Party, State and Government.
Regarding renewable energy, I would like to propose that the Government soon approve the adjusted Power Plan VIII, as well as the Plan for deploying renewable energy sources until 2030.
For solar energy projects, we recommend investing in a battery storage system to ensure optimal operation and to prevent system overload.
Decree 80/2024/ND-CP of the Government on the direct electricity purchase and sale mechanism was issued in July 2024, but there are still no detailed guiding circulars, nor specific regulations on related fees. Therefore, we hope that the Government will pay attention and direct the early completion of the legal framework so that Decree 80 can quickly come into practice, helping businesses access clean energy and improve competitiveness in the global supply chain.
Regarding industrial park infrastructure, we hope to have support policies to form dynamic development projects of the region, form industry clusters, thereby creating conditions to support satellite enterprises, small and medium enterprises to develop together.
In addition, we also recommend administrative reform, through simplifying administrative procedures, allowing simultaneous implementation of investment licensing steps, to help businesses quickly deploy investments, soon put projects into operation, but still ensure compliance with legal regulations.
The Group is willing to participate in pilot programs proposed by the Government in the areas in which the Group is investing and developing. We are willing to accompany the Government to develop a strong, sustainable and internationally integrated economy.
At the same time, we and the business community are committed to creating more jobs for society, especially improving opportunities for high-quality workers.
There needs to be a suitable mechanism for businesses to increase the warranty period for highways.
Mr. Nguyen Viet Hai, Chairman of the Board of Directors of Son Hai Group: In recent years, the transport infrastructure has developed strongly, improving the slow progress and capital increase. The progress improvement and putting the project into operation has saved a lot of costs.
To achieve these results, the Prime Minister, Deputy Prime Ministers and ministries and branches have given relevant entities a new wind, an inspiration for development, including Son Hai Group.
Son Hai is an infrastructure investment group, mainly in transport infrastructure. Over the years, the Group has been both a contractor and an investor.
In addition to the positive results, the enterprise has some problems. According to the provisions of the law on construction, the warranty for level 1 works and above is 24 months (2 years). However, Son Hai Group has proposed a 10-year warranty. In this case, the Group proposes that when the contractor voluntarily commits to a 10-year warranty, the investor only retains the guarantee for 2 years, not the 10-year guarantee, to avoid the contractor's capital stagnation.
Regarding this issue, the Prime Minister is requested to direct relevant ministries and branches to review and complete appropriate mechanisms and legal frameworks so that businesses can increase the warranty period. Because when businesses register for a 10-year warranty package, they can feel more secure in investing, applying high technology, maintenance, etc.
Wanting a policy to financially support carbon neutral projects
Ms. Nguyen Thi Nga, Chairwoman of BRG Group : For over 30 years, BRG Group has operated in the fields of finance, retail, services, and tourism.
In the important moment of 2025, we are committed to building the North Hanoi smart city as a city with many smart features, from energy, mobility, management, education, health, economy and will have the best utilities for people.
Here, there is a special point of this city, which is the first carbon neutral city in the world. In August 2024, I also went to Indonesia to sign at the global AZEC conference. Actually, this commitment represents a real carbon neutral city and maybe we will import some trees from abroad to solve environmental pollution. When there is a detailed report, I will ask for a specific report later.
In particular, there will be solutions to reduce 50% of energy costs for households. I would like to take this opportunity to make a few suggestions.
First, in 2024, we will achieve GDP growth of over 7%. However, many businesses have been severely affected by Typhoon Yagi. I understand that the Ministry of Finance is proposing to continue to reduce land rent by 30%. Businesses that have reduced land rent are very excited, but income tax has increased, so businesses are facing many difficulties. Therefore, I also propose that the Prime Minister and Deputy Prime Ministers consider continuing to reduce land rent for businesses in 2024 and 2025, not just for 6 months but for the whole year. Any businesses that are eligible for a reduction need to be carefully considered, and if they are not worthy, they will not be supported. This is truly a very practical encouragement for businesses.
I propose to have financial support policies for construction projects and carbon neutrality, including taxes and administrative procedures. There should be research and innovation application centers to strongly encourage businesses to apply clean technology and renewable energy. This contributes significantly to the goal of reducing greenhouse gas emissions that the Prime Minister has committed to internationally, with the goal that by 2050 Vietnam can complete the Net Zero target.
Another thing is that I propose having national programs and initiatives on innovation and sustainable development so that businesses can participate and have mentors for businesses.
Removing mechanisms to give businesses peace of mind in investing
Mr. Nguyen Xuan Truong, Xuan Truong Group: To do big things, we must have ideas, must have project goals, must organize and implement well. For example, Ninh Binh only has 20 thousand hectares, but I was given 12 thousand hectares, which means 57% of the area of a province is ready to be handed over to businesses in just a very short meeting - 15 minutes. We make Ninh Binh a tourist center of the country. Ninh Binh welcomes 10 million visitors each year, Ninh Binh has a population of 1 million people, so out of 10 people, 9 are tourists.
We are determined to build cultural works of international stature, so that we can stand shoulder to shoulder with other countries. Previously, Trang An and Tam Chuc had no brand, but now we have many works with brand value. We need to discuss to have a policy mechanism, to let businesses decide for themselves, to take responsibility for themselves. With high-speed railways and roads, we must have ideas first. We must have documents so that businesses can feel secure in investing, and then banks will lend money. As with steel, for businesses to invest 10 trillion VND, in addition to their own capital, they must borrow from banks. Our business invests in culture, so we do not need to borrow money, we do not depend on banks. The most important thing now is to have a mechanism.
Proposal to issue electricity prices for each type of energy
Ms. Nguyen Thi Mai Thanh, General Director of Refrigeration Electrical Engineering Corporation (REE): The business community is very excited about the new opportunities of our country. Vietnam has all the conditions in terms of politics, society as well as economic development for us to enter a new phase, this is very encouraging for the business community.
We see that the Prime Minister has announced that GDP in 2025 will reach at least 8%, then it will grow to double digits and we all know that for every 1% GDP growth, we need 1.2-1.5% growth in electricity capacity. Currently, new areas such as Data Center, electric vehicles, and trains all need a lot of electricity although we have many solutions to save electricity, that is ESG - the formula that all businesses are very interested in.
We also have a nuclear power program to replace coal and fossil fuel power, but renewable energy must play an important role in helping us achieve Net Zero by 2050. Therefore, we propose to develop unlimited nearshore wind power and lake solar power in the adjusted power plan VIII.
We propose that the PPA mechanism, especially the DPPA, needs to be improved as well as a new electricity price policy. We propose that electricity prices be issued for each type of energy and that there is no need for lengthy negotiations that may not result in a price decision. Because in a locality, each enterprise invests in a different way and technology and has a different investment rate. We do not allow electricity prices to be different in the same locality for that investment rate. We hope that electricity prices should be issued for each type of enterprise, and that electricity price must attract investors and be suitable for the economy.
I think the Ministry of Industry and Trade and Vietnam Electricity Group have enough experience to be able to offer a price suitable for this condition.
Second, the conditions of PPA and DPPA, investors are always concerned about whether the production will be purchased or not. This issue is very specific but we have not seen that yet.
The most difficult thing right now is the licensing process. In Tra Vinh and Ho Chi Minh City, we have a project to treat waste and use heat to generate electricity, but it has not been approved for 3 years. The delay in licensing greatly hinders economic development.
We know that the Prime Minister has delegated authority to the provinces and cities, but the provinces and cities have not been able to do so, leading to delays in investing in projects. I see that the macro policies are very bright, the business community is very excited, but the actions in the provinces, cities, departments and branches are slow. Finally, I think the Provincial Chairman and the City Chairman are the ones who have to make decisions and are the ones who are responsible. We hope that the policies are in place, the political determination is very high, now we need people to make decisions.
Resolution 57 will help the country develop more strongly.
Mr. Nguyen Trung Chinh, Chairman of the Board of Directors of CMC Technology Group: We are researching science and technology, but the word science is not associated with technology and the word technology is not associated with the market and businesses. This is the point that I expect that when the Ministry of Science and Technology and the Ministry of Information and Communications are merged, we will overcome this bottleneck.
Let's start with Resolution 57, fortunately we were also allowed to participate in the construction. Resolution 57 was built as a strategic map that we believe Resolution 57 will help the country grow stronger.
In 2024, we announced our AI transformation strategy, recommending to the Government that we need to take advantage of AI as a potential and technological capacity that Vietnamese people have to build the country.
On January 21st in Davos, we announced this transformation strategy. The world was very interested, we had more than 200 delegates registered but the conference only had 60 seats so we only invited 60 delegates.
We have a suggestion that in the future when we go to Davos, we should have a "Viet Nam House" in Davos, for example. That way, all our technology companies can bring their ideas to introduce to the world.
Regarding the mission, we have received 2 national missions. One of them is the mission of building a cloud computing infrastructure that is not only the top in Vietnam but also in the region. The investment scale is up to 80 MW, nearly 2 times the total capacity that Vietnam currently has (about 50 MW). By 2030, we will build such an infrastructure. We must rise up with our own AI technology.
The second mission is to build C.OpenAI. We announced C.Open in 2017 and now we have changed it to C.OpenAI and built Core AI of Vietnamese people, Vietnamese intelligence and used for Vietnamese people.
To be able to complete the task, we have 3 recommendations:
Firstly, the State completes the institution, specifically the State assigns the Ministries, branches, and localities "KPI" to commit the time to resolve the implementation for enterprises.
Second, we have a 5-year investment plan of about 700 million USD to 1 billion USD to build technical infrastructure. Our concern is the source of capital. We hope that we have a development support fund, but we do not know if we can borrow 700 million USD. We want a loan policy with preferential interest rates for 10 years.
Finally, we are implementing training because the Prime Minister said human resources are very important. If we want to open branches in localities, there is a regulation that requires 2 hectares of land. In theory, the locality must arrange 2 hectares of land for enterprises, but in reality, in Hanoi, Da Nang or Ho Chi Minh City, it is not easy to have 2 hectares of land.
But we have the infrastructure to be able to train immediately. For example, to enroll 1000-2000 students in artificial intelligence, we have a building of nearly 10 thousand square meters that can train 2000 students. But the regulation of 2 hectares of land to deploy a new branch is really not simple in terms of procedures.
"We know that the Prime Minister has great confidence in the business community and entrepreneurs."
Mr. Do Quang Hien, Founder and Executive Chairman of T&T Group: Today's conference is very important, creating confidence for our businesses and entrepreneurs.
We, as patriotic national entrepreneurs, always have the desire to contribute, the desire to get rich, always linking national interests with the interests of businesses and entrepreneurs. We know that the Prime Minister has great confidence in the team of businesses and entrepreneurs.
We see that the country's destiny is extremely good. T&T Group has been established for 32 years, and now has nearly 80,000 employees. We pay the budget in the top 50 Vietnamese enterprises that pay the largest budget in the country.
T&T Group has invested heavily, tens of billions of USD in many fields, including many large projects that have come into operation. That is the field of renewable energy, the group has invested, connected to the grid and currently has a number of projects under negotiation with Vietnam Electricity Group - EVN. The group has invested in and completed more than 1,000 MW of renewable energy projects such as wind power and solar power. And currently, we are continuing to invest in 2 gas power projects, with a capacity of 3,000 MW. We have also purchased a wind power project in Laos, with a capacity of more than 300 MW, currently under construction in Laos. The total value of the investment project in Laos is more than 600 million USD.
In addition, T&T is also investing in biomass power projects, waste treatment, waste-to-energy projects... in some provinces. Currently, we are also cooperating with SK Group (Korea) to invest in a gas complex to produce green hydrogen and recover carbon emissions, which is SK's strength.
In addition to renewable energy, T&T is also investing in a multi-modal high-tech logistics project in Vinh Phuc covering more than 100 hectares with Singapore, aiming to form a China-Vietnam-ASEAN supply chain. In addition, we are also investing in a high-tech logistics project in Ho Chi Minh City. In this field, we use AI technology and complete automation.
Recently, we also invested in the Quang Tri airport project. This project is currently under construction and if nothing changes, it will be inaugurated in June 2026. Currently, our group is also cooperating with industrial component and renewable energy corporations. When we invested in the airport, airport urban area and aviation complex, the group studied and focused on investing in aviation. Of which, we invested 75% in Vietravel Airline. And the day before yesterday, February 8, the group worked with Boeing aircraft manufacturer and Boeing was very interested, agreeing to have a Boeing representative in Vietnam, and we are also a strategic partner group of Boeing in Vietnam and Southeast Asia. I think that with such a strategy, Quang Tri will become a center in the Central region in the field of air transport and cargo transportation.
In the field of infrastructure, currently for Ring Road 4, the group is also waiting for Hanoi city to complete procedures to select investors. The group has also registered to become an investor.
Besides, the group is also involved in a number of large real estate projects, high-tech industry, healthcare, education and sports.
We have some recommendations for the Prime Minister. That is, some businesses working in the renewable energy sector are negotiating electricity prices with EVN. However, the price issue has not yet been agreed upon.
In addition, the equitization of state-owned enterprises needs to be accelerated. We propose that for joint-stock enterprises where the state does not control, divestment needs to be accelerated further.
Hope the Government "orders" participation in key projects
Mr. Ho Minh Hoang, Chairman of Deo Ca Group: Deo Ca Group is honored to receive the support and attention of the Party and Government since the beginning of the year when participating in the social security program through the construction of the Examination and Treatment Department - Quan Ba District General Hospital; research on the construction of the Tuyen Quang - Ha Giang Expressway, phase 2, from Tan Quang to Thanh Thuy border gate. In order for private enterprises to accelerate, make breakthroughs, and contribute to the country's rapid and sustainable development in the new era, Deo Ca Group has proposed a number of recommendations and solutions.
Firstly, create trust for businesses to steadfastly accompany the country. It is necessary to resolve the shortcomings of the policy system that have existed for many years and thoroughly handle the stalled projects that cause waste.
Second, determine the value that private enterprises contribute to the country through PPP investment projects. It is necessary to seriously evaluate private investment projects in terms of investment value, quality, construction progress, costs, etc. compared to projects of the State sector and to select enterprises that perform well, creating conditions for them to become the leading birds of the industry in order to create conditions to guide other enterprises to develop together.
Third, create conditions for private enterprises to build a culture of becoming "national enterprises". A national enterprise is not simply a domestic business organization but also has a larger mission of developing the economy in conjunction with protecting national interests, preserving national identity and enhancing the country's position in the international arena.
Fourth, accompany domestic private enterprises to integrate internationally; create conditions for domestic enterprises to learn models from advanced countries to improve their capacity in design, construction, management and project operation.
Fifth, continue to create mechanisms so that Party members and Party organizations can truly play a core role in building and developing private enterprises.
Private investment in energy is vital
Mr. Dang Hoang An, Chairman of the Board of Members of Vietnam Electricity Group (EVN): EVN really hopes, welcomes and supports the investment of enterprises in power generation. Currently, state-owned corporations only account for 48% of the country's capacity, so the remaining 52% is from the private sector. Private investment in energy is vital, we hope that corporations will continue this career and if possible, we propose that the Government and the Prime Minister have a mechanism to assign large corporations to take charge of major sources of work.
The second point is that the field is still very open, which is the production of electrical equipment for the electricity industry. Basically, at present, domestic mechanics only produce transformers, electric cables, steel poles, there are many other fields that we have not done. I also hope that large corporations pay attention to this, especially in mechanical enterprises.
Regarding the proposal, people talk a lot about the negotiation process. If we don't want to negotiate, we need to completely amend the Law on Prices and create a legal framework. We ourselves don't want to negotiate because it's too complicated. If possible, the Ministry of Industry and Trade should report to the Government to issue prices for all types of energy.
We do new projects very quickly and decentralize very strongly. For projects under 200 MW, the General Director decides. For projects over 200 MW, the Chairman of the Board of Directors decides and we continue to decentralize.
As for the business recommendations on PPA terms, how to mobilize is up to the power system operator, not EVN. We strongly support the reorientation of the construction of the electricity market in our country, together with businesses.
The spirit is that EVN supports to the maximum, there is no question of extending the time to do it. Hopefully all projects if private corporations participate as soon as possible because if not in time, there will be a power shortage.
Ministry of Industry and Trade is ready to support businesses in finding partners and connecting to markets.
Minister of Industry and Trade Nguyen Hong Dien: The Ministry of Industry and Trade agrees with the report of the Ministry of Planning and Investment on the role, position, importance and efforts of private enterprises in the economic development of the country. We also share the difficulties and obstacles that enterprises face. In the coming time, to continue to exploit and promote the great potential of Vietnamese private enterprises, especially to achieve the target of 8% GDP growth in 2025, on the part of the Ministry of Industry and Trade, we recommend to enterprises the following issues:
Firstly, it is recommended to closely follow the world political and economic situation, rare opportunities and domestic requirements to adjust one's production and business strategies and plans.
Focus on research and technology development, pioneering in innovation and digital transformation in the spirit of Resolution 57 of the Politburo to improve productivity, quality and efficiency in its business investment.
Second, actively participate in implementing strategic breakthroughs in institutions, infrastructure and human resource development, contributing to renewing traditional growth drivers through investment, stimulating consumption and increasing exports.
At the same time, proactively exploit new growth drivers, digital transformation, green transformation, circular economy, sharing economy; develop emerging fields such as chips and AI technology to accelerate, break through, and develop sustainably.
Third, proactively research, arrange capital sources, adjust strategies and production and business plans to actively participate in key national projects, especially in the fields of transportation and energy, projects in the investment incentive group identified in national master plans, regional plans, and national sectoral plans.
In the Industry and Trade sector alone, the four sectoral plans, including the Energy Plan, the Electricity Plan, the National Petroleum Reserve Infrastructure Plan, and the Mineral Exploration and Exploitation Plan, have approximately more than 50,000 projects and a total investment of up to millions of billions of VND. This is a huge potential for businesses to exploit, both to increase the potential for the country and to provide raw materials for production and reserve.
In particular, large private enterprises should promote the spirit of autonomy, self-confidence, and national pride to promote their strengths, rise up to compete with foreign enterprises, actively and proactively participate in the global economy, and together with state-owned enterprises, lead small and medium-sized enterprises to participate in the ecosystem of Vietnamese enterprises and global production chains.
Fourth, focus on effectively exploiting forms of trade, types of markets, developing cross-border e-commerce, modern distribution models, and logistics services to expand domestic and foreign markets. Take advantage of free trade agreements of which Vietnam is a member. Focus on building, protecting, and developing brands, especially traditional products, agricultural, forestry, and fishery products, consumer goods, etc.
Proactively seek solutions to participate more deeply in the supply chains of FDI enterprises and large private enterprises.
Fifth, it is recommended to proactively and actively research and participate in policy development and criticism with state management agencies in the spirit of urgent development in the way of running and queuing, contributing to improving the quality of institutional improvement work.
The Ministry of Industry and Trade is ready to support businesses in finding partners, connecting to markets, supporting them in accessing current planning, plans, and policies, and implementing administrative contents quickly and conveniently. Ready to listen, ready to dialogue openly to selectively absorb, propose to competent authorities to amend or issue new policies and mechanisms that are strong and feasible enough so that businesses can participate more and more effectively in the country's socio-economic development, contributing to achieving the growth target of 8% or more.
Regarding electricity, in May 2023, the Government announced the VIII Power Plan, and 8 months later announced the plan to implement the VIII Power Plan. Accordingly, by 2030 we must develop 150,424 MW, which is twice the current capacity, in the direction of increasing renewable energy, developing gas-fired electricity reasonably, maximizing hydropower, biomass power, including waste-to-energy to create a base source of electricity for the country's electricity supply.
But all these rights are closely related to the load demand of the country, the load of each region, not maximizing the potential. Our potential for renewable energy is huge, but if we develop it to the maximum without basing it on load demand, then a series of regions and localities will be left to develop because there is no demand.
At the same time as issuing the Power Plan VIII, a series of decrees and circulars were also issued, clearly defining the process, procedures, and authority to decide on investment policies. Up to now, except for key national projects, the Ministry of Industry and Trade only does three things: one is planning, two is advising on policy mechanisms, three is inspection, and the rest is left to investors and local authorities to decide. We do not create difficulties or hinder any project in the energy sector or the mining sector.
The policy of the Government, especially the Prime Minister, has required the maximum development of renewable energy, but it must aim at 3 goals. The first goal is to closely follow the load demand of the country and the region, the second goal is for direct power purchase agreements (DPPA), and the third goal is for electricity export contracts. This means closely following this goal, not maximizing development. Maximizing development and then leaving it unattended is a crime against the country and the people.
Finally, there is the price mechanism as stipulated by the Law on Prices and the Law on Electricity. The Law on Electricity stipulates that the State issues a price framework, which the Ministry of Industry and Trade has been doing. There is no type of electricity source that does not have a price.
Negotiation is a requirement of the Law on Prices, the electricity market must have competition. Within that price range, buyers and sellers must negotiate with each other, but I also agree that the time should be shortened. If we only base the price range to sign the contract, it will be like the FIT price, which has many problems that need to be further studied. The FIT price in a short period for one type of power source is necessary, but extending it and applying it to all types is wrong because it is no longer a market. We want healthy competition, but now we want the State to regulate it, which is not right.
Regarding iron mining, according to Mr. Long, there are currently 2 mines, Quy Sa in Lao Cai and Thach Khe in Ha Tinh, of which Thach Khe mine is waiting for the competent authority to decide. Quy Sa mine with a reserve of 120 million tons in Lao Cai province has been licensed to Viet Trung Steel Company since 2007 and the deadline is 2020. This company has 45% capital from Viet Trung Steel, a domestic enterprise, 10% capital from Lao Cai province's enterprise and 45% capital from a Chinese enterprise. By 2020, the final date of the license, this enterprise had exploited 20 million tons/120 million. Currently, there are 100 million tons left, in principle, in the 866 planning, this mine continues to exploit to serve the country's needs. But according to the provisions of the law, this mine needs to go through the procedure of a new license, not extending the license from the beginning. I also know that this enterprise has violated the law and must be re-issued. To re-issue the law, the mine must be closed. To close the mine, this enterprise must complete the procedures and financial obligations. The Ministry of Natural Resources and Environment will decide on this matter. Then the Ministry of Industry and Trade will coordinate the implementation.
Small, medium and large enterprises cooperate and join hands to develop the country.

And there are also opinions that we should pay attention to the 3 special economic zones. Now foreign investors need mechanisms and institutions, especially Vietnam has a stable political security issue, which investors are very interested in. This is our valuable asset. Can we think about calling on "eagles", especially "eagles" in technology to invest in the 3 special economic zones... I propose that we should auction specific project development, what to invest there, not auction land.
Besides, I think we should not have the idea of leaving it for future generations. Why don't we invest in gold, silver, and wealth? Currently, the State is investing for future generations, not for us, such as railways, nuclear power plants, and the North-South Expressway. These are investments for our descendants, so what should we have? We have private capital, foreign loans, and mineral resources. So why don't we exploit them to create added value?
There has never been a time when we, large enterprises and small enterprises, cooperated so well and we hope that large enterprises will continue to support small and medium enterprises in terms of benefits, not just love, so that Vietnamese enterprises can develop and join hands to develop the country.
People wait, the State must create, businesses must contribute, the country must develop.
In his concluding remarks, Prime Minister Pham Minh Chinh stated that the Conference took place with a sense of responsibility, understanding and sharing, affirming the Party and State's concern for businesses and entrepreneurs.
Regarding recommendations and proposals, the Prime Minister assigned the Government Office to synthesize and ministries and localities to promptly handle them with the spirit of 5 clear: clear people, clear work, clear time, clear responsibility, clear results.
Stating that the private economic sector is an important driving force for economic development, an important component of our country's socialist-oriented market economy, the Prime Minister expressed his impression, admiration, respect, pride and confidence in the results achieved and the development of the Vietnamese business community and entrepreneurs in the future.
After 40 years of renovation, our country has never had such a foundation, potential, position and international prestige as today, our country has achieved great and historic achievements. In that common achievement, there is an important contribution from the team of enterprises and businessmen.
The private economy currently contributes nearly 45% of the country's GDP, more than 40% of the total investment capital implemented in society, creates jobs for 85% of the country's workforce; accounts for 35% of total import turnover and 25% of total export turnover.
On behalf of the Party and State leaders, the Prime Minister respectfully thanked the important contributions of the business community and entrepreneurs to the country's socio-economic development, especially during times of crisis, important times, and when the country faces difficulties such as the COVID-19 pandemic, natural disasters, storms and floods... According to the Prime Minister, at such times, the business community and entrepreneurs are always ready to contribute and all delegates attending the Conference have contributed.
According to the Prime Minister, the Party and State have issued resolutions and laws to develop and facilitate businesses and entrepreneurs, especially Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period. In the coming time, implementing the direction of the Politburo, agencies will develop a project on developing ethnic enterprises to promote their leading and guiding role and a project on developing small and medium-sized enterprises.
According to the Prime Minister, 2025 is of special importance, a year of acceleration and breakthrough to successfully implement the 5-year Socio-Economic Development Plan 2021-2025, striving for GDP growth of at least 8%, creating momentum, force, and spirit for double-digit growth in the following years.
This is also the year of many important events for the country - the 95th anniversary of the Party's founding, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the founding of the country; the year of holding Party Congresses at all levels, towards the 14th National Party Congress, opening a new era - the era of striving, developing wealth, civilization, and prosperity of the nation.
Also in 2025, we will carry out a revolution in streamlining and streamlining the apparatus; implement Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation.
The Prime Minister requested that businesses strive for at least double-digit growth, contribute to the implementation of the above major tasks, and contribute to the common goal of achieving two 100-year goals (by 2030, the 100th anniversary of the Party's founding, and by 2045, the 100th anniversary of the country's founding).
The Head of Government expressed 8 wishes to businesses and entrepreneurs: Pioneer in innovation, digital transformation, development and application of science and technology; contribute more actively and effectively to 3 strategic breakthroughs in institutions, infrastructure and human resources; accelerate and make breakthroughs in growth; be inclusive, comprehensive and sustainable in national development; promote the construction and development of digital economy, green economy, circular economy, sharing economy, knowledge economy, creative economy; actively participate in ensuring social security, especially in eliminating temporary and dilapidated houses and building social housing for workers; more and more large ethnic enterprises participate in global value chains, supply chains and production chains, contributing to enhancing the national brand.
Regarding concerns and worries, the Prime Minister said that the biggest concern and worry that many delegates mentioned was the implementation of the Party's guidelines and policies and the State's policies and laws by all levels and sectors.
"We are committed to reviewing this, building an open institution, officials who dare to think, dare to do, dare to take responsibility for the common good, eliminating the mechanism of asking and giving, reducing administrative procedures, reducing time and compliance costs for people and businesses. At the same time, maintaining independence, sovereignty, unity and territorial integrity, political stability, social order and safety. Maintaining macroeconomic stability, controlling inflation, promoting growth, implementing flexible, appropriate and effective monetary and fiscal policies. Developing strategic infrastructure to increase competitiveness, reduce logistics costs and promote training of high-quality human resources for the whole country and society, including serving businesses," the Prime Minister said.
Regarding ministries and branches, the Prime Minister suggested that based on the assigned functions, tasks and powers, it is necessary to exchange and discuss with enterprises, both sides have commitments to deploy specific work, participate in implementing major tasks and projects of the country, for example, in the construction of high-speed railways, the Ministry of Transport has commitments with Hoa Phat on railways, with THACO on train cars, with Deo Ca, Xuan Truong on tunneling, road construction, etc. The Prime Minister emphasized that this must be based on harmonious benefits, risk sharing between the State and enterprises, people, without negativity or corruption.
The Prime Minister also requested businesses and entrepreneurs to conduct business in accordance with the law, participate in preventing corruption and negativity, and build a business culture with national identity.
