From that historical milestone, the Vietnamese Revolutionary Press has gradually matured, always accompanying the country and people, becoming a core and pioneering force on the ideological and cultural front, making outstanding contributions in every development journey of the country.
In today's new journey - the journey of the era of digital transformation, artificial intelligence and global integration, Vietnamese revolutionary press continues to play a particularly important role in information work, policy communication, creating social consensus and spreading national values.
“Journalism is a conduit of knowledge - Connecting trust”, Therefore, improving the quality and effectiveness of state management of the press is a prerequisite for the country's revolutionary press to develop healthily, professionally, humanely and modernly.
In the coming time, the Ministry of Culture, Sports and Tourism (MCST) will closely coordinate with the Central Propaganda and Education Commission, the Vietnam Journalists Association and relevant agencies to focus on synchronously implementing the following key groups of solutions:
Firstly, it is necessary to fully, correctly and comprehensively perceive the enormous challenges that digital technology and artificial intelligence have and are having an unprecedented, comprehensive and profound impact on all aspects of social life, including the field of journalism. This is a fundamental and fundamental issue that needs to be clarified and thoroughly identified.
Artificial intelligence is a supporting tool, becoming an extension of the arm that helps journalists improve their work efficiency and perform the core functions of journalism more deeply. Journalists in the AI era must both “upgrade technology” and “maintain ideological foundations”. It is a combination of data intelligence and political intelligence, of technological speed and cultural depth.
Journalists cannot stay out of digital transformation, but they must not let themselves be completely led by algorithms - which are insensitive to truth and value. Journalists must master technology, use AI as a tool to enhance capacity, not to reduce professional quality. They must know how to select, analyze, and process information with critical thinking, journalistic ethics, social responsibility, and a spirit of serving the country and the people. The Ministry of Culture, Sports and Tourism will coordinate with relevant agencies to deploy a peak competition with many diverse playgrounds and forums nationwide to study, research, and apply AI for the team of journalists with the viewpoint: "Correct perception for beautiful actions".
Second, focus on removing bottlenecks, unblocking resources and creating new development space for revolutionary journalism. Resolutely abandon the mindset of "If you can't manage, ban it", "Manage without knowing" , strongly shift from "Passive administrative management" to "Service management associated with digital communication and data connection" in the context of journalism and communication going beyond traditional borders, spreading on global digital platforms.
One of the focuses is to strictly manage cross-border information flows, especially control foreign digital platforms operating in Vietnam, ensuring digital sovereignty and information security. The Ministry will coordinate to build tools to decode, appraise, and classify content on digital platforms, combining state management and technology application to improve the capacity to analyze, evaluate, and orient information flows, prevent the risk of deviation and negative impacts on society.
In terms of institutions, the upcoming amendment of the Press Law will be balanced, ensuring integration and consistency with related laws. In particular, it will focus on the following major orientations:
- Fully institutionalize the Party's leadership role over the press; ensure citizens' freedom of speech and freedom of the press according to the 2013 Constitution.
- Complete regulations related to press activities in cyberspace.
- Strengthen management of press activities; aim to build an effective monitoring and inspection mechanism to prevent the situation of "media disguised as press" or "journalization of corporate communication activities"; promote focused post-inspection, inspection based on quality criteria instead of formal control.
- Improve the quality of journalists and press agency leaders to build a team of skilled professionals with professional ethics.
- Promoting the development of the press economy creates an open legal corridor for the press to have space to generate legal revenue to ensure sustainable development. The strategic goal is to establish a national press ecosystem with high governance, ensuring the principle of "unity in diversity", both protecting the political ideology orientation, historical traditions, and national culture; and creating room for creativity, innovation, humanity and modernity.
Third, continue to review, revise, supplement, and improve the effectiveness and quality of the coordination mechanism between the leadership agency - management agency - professional association and the agency in charge of the press unit in the context of strong development of digital media and artificial intelligence as today.
The urgent requirement is to establish a coordination mechanism with unified goals - clear roles - transparent responsibilities. In particular, it is necessary to further clarify the responsibilities of the Central Propaganda and Education Commission as the agency that directs and orients ideology and politics; the Ministry of Culture, Sports and Tourism with the function of advising on management, policy creation, inspection and supervision of law enforcement; the Vietnam Journalists Association plays a core role in educating professional ethics and maintaining journalistic cultural standards.

Fourth, focusing on breakthroughs in management and administration thinking to develop journalism associated with journalism economics is not only a practical requirement, but also a prerequisite for revolutionary journalism to survive, develop and fulfill its mission well in the new era.
The Ministry of Culture, Sports and Tourism continues to advise the Party and the State to review and perfect policies to support the development of the press economy in a synchronous, open and highly creative manner. In that spirit, preferential policies such as tax exemption and reduction, preferential loan support, and state orders will be reviewed and operated according to the principles of transparency and efficiency, linked to content quality criteria and serving political and social tasks.
Prioritize resources for the press to carry out essential and strategic content groups related to security, defense, border sovereignty, territory, culture, society, international integration, information serving remote areas, border areas, islands, areas with many difficulties, export processing zones, and industrial parks.
In particular, the Ministry will advise the Prime Minister to soon issue policies on digital content copyright and revenue sharing between cross-border digital platforms and mainstream press to protect the achievements and legitimate rights of Vietnamese journalists.
Faced with the challenges and opportunities of the current period, the era of digitalization, artificial intelligence and global media, the requirement to improve the quality and effectiveness of state management of the press is not only an urgent task, but also a historical mission.
Fifth, seriously and resolutely carry out the planning of the national press system in conjunction with the revolution in the organization of the political system to be streamlined, efficient, effective, and efficient, and to build a press human resource with virtue, talent, and adaptability in the digital transformation era, as an urgent requirement, of decisive significance to the development of revolutionary journalism. Streamlining the press system is not simply an organizational merger, but an opportunity to improve quality, restructure functions, clarify missions, increase operational efficiency, and serve the Fatherland and the People.
Faced with the challenges and opportunities of the current period, the era of digitalization, artificial intelligence and global media, the requirement to improve the quality and effectiveness of state management of the press is not only an urgent task, but also a historical mission. State management must be truly creative, synchronous and effective so that press activities can become an ecosystem of information, propaganda, orientation, guidance, and consolidation of the belief and aspiration to rise up to wealth and prosperity of the entire nation.
