The main reasons are the emergence of factors affecting the supply and demand of the construction materials market, delays and congestion in licensing the exploitation of sand, gravel and construction stones, speculation, hoarding, price gouging and signs of manipulation and market manipulation of construction materials.
Grasp the developments in the construction materials market to proactively have timely price reduction solutions.
In order to promptly rectify, handle, and overcome limitations, stabilize prices of construction materials and ensure the construction progress of key national projects, as well as meet the construction needs of civil works, people's housing, housing projects, real estate, the Prime Minister requested the Minister of Construction to urge and closely coordinate with localities to monitor and regularly grasp market developments and fluctuations in construction material prices in the market to proactively have timely and effective solutions to reduce prices, especially construction materials, sand, stone, gravel, bricks, leveling materials, roadbed materials, etc.; in cases beyond authority, immediately report to competent authorities for timely and effective consideration and decision.
The Minister of Construction urgently reviews, directs and guides localities to review, evaluate and synthesize the demand for construction materials in the area; coordinates with the Ministry of Agriculture and Environment to guide and direct localities to plan and identify mines, supply sources, capacity and supply capacity to ensure supply-demand balance, promptly handle difficulties and problems, especially local shortages in each area, locality and nationwide, to be completed before June 20, 2025.
Strengthen guidance for localities to promptly update and publish construction material prices and construction price indexes in their management areas, ensuring that they accurately reflect the cost of material prices and are consistent with market prices.
Inspect and urgently urge construction material enterprises to reduce production costs, save energy, invest in depth, innovate technology, use alternative materials, develop improved materials, alternative materials, and reduce product costs.
Actively direct and urge the promotion of production and use of unburnt construction materials to replace burnt clay bricks, effectively use agricultural land resources, minimize greenhouse gas emissions and environmental pollution in accordance with Decision No. 2171/QD-TTg dated December 23, 2021 of the Prime Minister approving the Program for development of unburnt construction materials in Vietnam until 2030, in which, by the end of 2025, the replacement rate will be 35-40%, reducing CO2 emissions by over 2.5 million tons/year.
Minimize administrative procedures and conditions for granting mineral exploitation licenses
The Prime Minister requested the Minister of Agriculture and Environment to urgently complete and submit for promulgation in a shortened form the Decree detailing a number of articles and measures for implementing the Law on Geology and Minerals before July 1, 2025, focusing on thoroughly decentralizing and delegating power according to Conclusion No. 115-KL/TW of the Politburo and the Secretariat; minimizing administrative procedures and business conditions in granting licenses for mineral exploitation, especially common minerals used as construction materials, promptly resolving urgent supply of sand, gravel, stone, leveling materials, road embankment materials, etc.
At the same time, urgently review and immediately cut down administrative procedures on land, environmental impact assessment related to mineral exploitation, ensuring the target of cutting at least 30% of time and cost of implementing administrative procedures, business conditions of 515 related administrative procedures and 859 business conditions under the management of the Ministry of Agriculture and Environment, to be completed before June 15, 2025 (urged many times); Direct competent agencies to speed up progress, immediately resolve dossiers of granting licenses for exploration and exploitation of minerals for construction materials to ensure a stable, continuous, smooth source of raw materials for production and avoid congestion due to cumbersome, overlapping, and bureaucratic administrative procedures in processing.
Urgently amend and supplement legal regulations in the direction of expanding the subjects and scope of projects licensed to exploit Group IV minerals directly to mining contractors; resolutely cut down on intermediary stages that cause negative corruption; minerals used as construction materials and landfills in the Mekong Delta region are subject to similar regulations for Group IV minerals, to be completed before June 20, 2025.
Direct and guide localities to plan, survey, evaluate the quality and reserves of mines, reclaim land to license additional mines, adjust mining capacity to ensure supply-demand balance, and provide sufficient construction materials in the area, to be completed before June 20, 2025.
Strengthen inspection and supervision of mining activities of licensed material mines, auction of mineral exploitation rights to ensure transparency, fair access for all economic sectors and participating enterprises, fight against local and local group interests, prevent speculation, hoarding, price gouging, and manipulation of the construction materials market.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to investigate and strictly handle organizations and individuals who manipulate the market, speculate and profit in the production and trading of construction materials, and cover up, protect, corrupt, and ignore violations that recur without thoroughly handling them.
The Government Inspectorate urgently identifies and immediately conducts inspections of common construction material supply sources in key areas and strictly handles violations according to the law.
Prioritize ensuring construction material sources for important projects and urgent civil works.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to urgently review, evaluate, and synthesize the demand for construction materials in the area; plan and identify mines, supply sources, capacity, and supply capacity; speed up the granting of mining licenses, extension, adjustment of mining capacity, and direct assignment of mines to contractors of projects with shortages, important national projects, etc. to ensure supply-demand balance, promptly handle local shortages in each area and locality, and complete before June 20, 2025.

For materials with unusual fluctuations, publish monthly, or earlier when necessary, urgent cases must be handled immediately.
Prioritize ensuring construction material sources for important, key national projects, construction projects that must be completed early, and urgent civil works.
Actively and proactively inspect the reality, strictly handle violations in the exploitation, transportation, and trading of construction materials, violations in licensing, exploitation, and trading of construction materials; resolve to eliminate illegal gathering and trading of construction materials. The Chairman of the People's Committee of the province or city is responsible to the Prime Minister if violations recur, if they do not handle thoroughly or if they lack a sense of responsibility in inspection, supervision, and management.
Promote support, encouragement and attraction of enterprises to produce and use artificial sand, process and wash sea sand to make construction sand, treat waste to make construction materials and new materials to contribute to boosting supply and consumption, stabilizing prices of construction materials in the area and stabilizing the construction materials market of the whole country. Encourage, replicate innovation and effectively manage production and business models of common construction materials.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct, inspect, urge and handle arising issues within his authority. In case of exceeding authority, report to the Prime Minister.
