Prime Minister Pham Minh Chinh 's working trip took place from July 4-8 at the invitation of Brazilian President Lula da Silva.
The delegation accompanying the Prime Minister and his wife included: Minister of Culture, Sports and Tourism Nguyen Van Hung; Secretary of Thanh Hoa Provincial Party Committee Nguyen Doan Anh; Permanent Deputy Inspector General of the Government Inspectorate Tran Duc Thang; Deputy Minister of National Defense Nguyen Hong Thai; Deputy Minister of Public Security Dang Hong Duc; Deputy Head of the Government Office Pham Manh Cuong; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Minister of Agriculture and Environment Phung Duc Tien; Deputy Minister of Finance Nguyen Thi Bich Ngoc; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Science and Technology Pham Duc Long; Vietnamese Ambassador to Brazil Bui Van Nghi.
This is the first time Vietnam has participated as a partner country at the BRICS Summit - a multilateral cooperation mechanism between emerging economies that is increasingly influential both economically and politically .

Vietnam's becoming a partner country of BRICS, as well as attending the Summit, affirms its role and responsible contribution to multilateral mechanisms with the desire to make efforts to contribute, enhance the voice and role of developing countries, promote international solidarity, inclusive and comprehensive multilateralism in the spirit of respecting international law as well as further deepening the cooperative relationship between Vietnam and BRICS member countries.
With the theme "Strengthening Southern Cooperation to Promote More Inclusive and Sustainable Governance", the BRICS Summit 2025 is one of the important multilateral events, attended by about 20 senior leaders of countries, the United Nations Secretary-General and leaders of many international organizations.
The agenda will discuss six main issues: Reform of the multilateral peacekeeping and security architecture; cooperation in the health sector; improvement of the international financial system; climate crisis; artificial intelligence; strengthening the institutionalization of BRICS, including expanding participation and dialogue with different social groups.
Deputy Foreign Minister Nguyen Minh Hang said the Prime Minister's working trip will be an important diplomatic "bridge" to consolidate and enhance the good friendship and cooperation between Vietnam and Brazil as well as enhance Vietnam's image and position in the Central and South American region.
This is also an opportunity for Vietnam to promote the diversification of economic, trade and investment cooperation between Vietnam and regions with great potential, attracting maximum international resources to serve the country's development goals in the era of national development.

BRICS member countries and guest countries attending the BRICS Summit are countries with comprehensive strategic partnerships, important partners, and traditional friends of Vietnam; Brazil is a country with a strategic partnership, with strengths that Vietnam needs to supplement, in line with Vietnam's sustainable development orientation.
Meanwhile, Brazilian Ambassador to Vietnam Marco Farani believes that Prime Minister Pham Minh Chinh’s third visit to Brazil will make important contributions to the discussions on the agenda at the conference. With his modern vision and international experience, the Prime Minister will bring constructive views on key issues affecting developing countries, such as energy transition, economic and financial cooperation, as well as equal access to innovation.
Brazil and Vietnam have many similarities as well as complementarities, important factors contributing to building an increasingly strong partnership and promoting bilateral trade.
In the context of rapidly developing artificial intelligence processes, green economy and high-tech applications, the inclusion of innovation in economic and trade cooperation programs is becoming increasingly urgent.
