Prime Minister: Create a movement, build a culture of fire prevention, fighting and natural disaster prevention and control

The forum was organized by the Ministry of Public Security to celebrate the 80th anniversary of the Traditional Day of the Vietnam People's Public Security Force and the 20th anniversary of the National Day for National Security Protection.

Attending the forum were leaders of ministries, branches, localities; fire prevention, firefighting, rescue, security and safety forces nationwide; business associations, domestic and foreign enterprises; representatives of international agencies and organizations on fire prevention and fighting.

Turn fire prevention into culture, firefighting into skill and rescue into reflex

According to the Ministry of Public Security, in recent years, fire prevention, fire fighting, rescue, security and safety work has had many positive changes. The number of fires and explosions has tended to decrease, but the nature and extent of damage are still serious. In the past 5 years, there have been over 17,600 fires nationwide, killing 560 people, injuring 606 people, and causing property damage estimated at about 4,000 billion VND.

At the forum, associations, businesses, organizations, ministries, branches and agencies shared their experiences, difficulties and obstacles in implementing regulations on fire prevention, fighting, rescue and salvage; exchanged, answered and provided guidance on fire prevention, fighting, rescue and salvage, in order to ensure the safety of people's lives, health and property, create an environment and favorable conditions for production and business activities of enterprises; promote innovation, application of science and technology and digital transformation to serve the country's socio -economic development.

In particular, many opinions suggest that it is necessary to continue to improve institutions, simplify processes and procedures; guide scientific, easy-to-understand and easy-to-implement processes, regulations, standards and conditions; continue to propagate to raise awareness of each citizen and enterprise; especially apply science and technology, digital transformation in fire prevention and fighting, such as smart early warning sensor systems, smart fire prevention and fighting, fire prevention and fighting management and operation databases, etc. Thereby turning fire prevention into culture, fire fighting into skills and rescue into reflexes in the entire production system and life.

Speaking at the forum, Prime Minister Pham Minh Chinh emphasized that over the past time, under the close leadership and direction of the Party and State, and the efforts of ministries, departments, branches, localities and functional forces, with the core being the People's Public Security force, fire prevention, fighting, rescue and relief work has achieved many important results.

In particular, the whole society has strongly innovated in thinking and awareness; paid attention to building forces, ready to carry out requirements and tasks; at the same time, improved the effectiveness and efficiency of state management in fire prevention, fighting, natural disaster prevention and control, rescue; especially mobilized the combined strength of the entire political system.

Ministries, branches and agencies have advised and proposed the issuance of timely and appropriate policies and guidelines, notably the Law on Fire Prevention, Fire Fighting and Rescue and guiding decrees with many new points, resolving inadequacies and limitations in legal regulations on fire prevention, fire fighting and rescue, especially decentralization and delegation of authority.

Ministries, branches and localities have shown their drastic, active and proactive participation, especially in perfecting regulations and standards on fire prevention and fighting; implementing safety measures; organizing many peak periods of inspection and handling of violations; promoting the movement of the whole population participating in fire prevention, fighting, rescue, promptly detecting and handling fires, explosions, incidents and accidents right at the grassroots level; strengthening periodic and simultaneous organization with many forms of propaganda, dissemination of laws, knowledge and skills on fire prevention, fighting, rescue, raising awareness, responsibility and sense of compliance of people and businesses, of the whole society.

The Prime Minister said that by mobilizing many resources to invest in projects, developing technical infrastructure, purchasing fire prevention, firefighting, rescue and salvage equipment, the capacity to respond to fire and explosion incidents, rescue and salvage on rivers, seaports, high-rise buildings, underground works, etc. has been improved; international cooperation has been promoted; and the tasks of firefighting, rescue and overcoming the consequences of natural disasters at home and abroad, such as in Türkiye and Myanmar, have been effectively carried out with a noble heart.

Along with that, ensuring constant combat readiness in terms of both forces and means to promptly handle and overcome the consequences of fires, explosions, incidents, and natural disasters; supporting and helping people affected by natural disasters, rescuing and guiding thousands of people to safely escape; extinguishing tens of thousands of fires, saving many people and properties... reducing the risks and situations, number of cases, and consequences caused by fires and explosions, the Prime Minister requested that all subjects join hands, implement comprehensive and synchronous solutions, create movements, build a culture of fire prevention and fighting; prevent and combat natural disasters, rescue and salvage.

Develop a handbook on fire prevention, fire fighting and natural disaster prevention and control

The Prime Minister affirmed that the results of fire prevention, fighting, rescue and relief work in recent times have significantly contributed to creating a secure, safe, and stable environment for production and business activities, bringing peace to people's lives.

Emphasizing that the outstanding results in fire prevention, fire fighting, rescue and relief work have clearly affirmed the core role of the Ministry of Public Security and the Ministry of National Defense, in which the fire prevention, fire fighting, rescue and relief police force is the main force, the Prime Minister pointed out that in more than 60 years of building, fighting and growing, the fire prevention, fire fighting, rescue and relief police force has overcome difficulties, hardships, sacrifices, and strived to excellently complete its tasks; is the main force, the core force on the front line against "fire"; is an important component and has made great contributions to the achievements and feats of the heroic Vietnam People's Public Security force!

The Prime Minister said that in carrying out their duties, the fire prevention, fire fighting, rescue and relief forces always demonstrate a spirit of courage, self-sacrifice, and readiness to face difficulties and dangers to save people and property. 34 officers and soldiers have sacrificed their lives and hundreds of comrades have been injured while selflessly fighting the "fire enemy", touching people's hearts, contributing to spreading the good values of the People's Public Security soldiers, further enhancing the heroic tradition of the heroic People's Public Security force, forgetting themselves for the country, serving the people, the People's Army comes from the people, and fights for the people.

Sharing touching stories and examples of the forces' pioneering efforts in storms, floods and epidemics, with all the love of the nation and compatriots, the Prime Minister acknowledged, highly appreciated and respectfully thanked the achievements, feats and sacrifices of the Fire Prevention, Fire Fighting, Rescue and Rescue Police force, which made important contributions to the cause of protecting national security and developing the country; protecting the property, health and lives of the people.

Frankly and seriously acknowledge the shortcomings and limitations, especially in compliance with the law, inspection, examination, awareness, knowledge and skills in fire prevention and fighting; to overcome the causes, reduce the risks and situations, the number of cases and consequences caused by fires and explosions, the Prime Minister requests all subjects to join hands, implement comprehensive and synchronous solutions, create movements, build a culture of fire prevention and fighting; prevent and combat natural disasters, rescue and salvage. In which, urgently develop a Project "Prevent and reduce fires causing serious damage to people and property and improve the effectiveness of rescue and salvage work".

Analyzing the situation in the coming time, the Prime Minister said that it is necessary to raise awareness in the whole society, improve professionalism, have suitable equipment, modern technology in fire prevention, fire fighting, natural disaster prevention, rescue and relief; require effective implementation of the Party and State's directives; perfect policies, laws, standards and regulations on fire prevention, fire fighting, rescue and relief; improve the effectiveness and efficiency of state management of fire prevention, fire fighting, rescue and relief according to the motto and principle of "pre-inspection to ensure, post-inspection regularly".

The Prime Minister requested to focus on prevention work; raise awareness and responsibility of the entire political and social system in fire prevention, fighting and rescue work; absolutely not "leave it to" or "outsource" it to the police force; strengthen propaganda, dissemination and education, especially on laws and skills in fire prevention, fighting and rescue; promote decentralization and delegation of power, not allowing laxity in state management of fire prevention and fighting; reform administrative procedures on fire prevention, fighting and rescue in a smooth and transparent manner, in the direction of creating convenience and reducing compliance costs for people and businesses; review, inspect, strictly handle violations, and promptly reward fire prevention and fighting.

The Prime Minister also proposed making breakthroughs in science and technology development, innovation and digital transformation in the fields of fire prevention, fire fighting, rescue, security and safety industry; promoting the application of digital technology, smart technology, big data, artificial intelligence to improve fire prevention, fire fighting and rescue capacity; expanding international cooperation, enhancing information exchange, sharing experiences, applying advanced techniques and technologies with other countries; moving towards research, production, mastering technology, equipment, means of fire prevention, fire fighting, rescue; building handbooks and instructions on fire prevention, fire fighting and natural disaster prevention, rescue.

The Prime Minister requested businesses and people to strictly comply with legal regulations; increase awareness and responsibility, improve capacity in fire prevention, fire fighting, rescue and salvage in businesses; invest in fire prevention and fire fighting means and equipment in accordance with regulations.

Introducing many new equipment and technologies in fire prevention and fighting

On the same morning, Prime Minister Pham Minh Chinh attended the opening ceremony of the international exhibition on fire prevention and fighting, rescue, security, safety and protection equipment and technology in 2025.
The exhibition has the participation of 480 brands, leading enterprises in technology, fire prevention, fire fighting, rescue, security equipment, safety, protection domestically and internationally. In particular, many booths attract visitors such as the booths of Vietnam, Japan, Singapore, Korea, China ...

The exhibition displays and introduces products: Active fire prevention and fighting systems such as fire pumps, rescue and escape equipment, fire warning equipment, smoke extraction systems; rescue and disaster prevention and control equipment such as GIS/GPS systems and emergency communications, toxic detection and analysis equipment, fire fighting robots; unmanned aerial vehicles (UAV); passive fire prevention systems such as fire doors, fireproof structures, fireproof paint, fireproof materials; labor protection equipment such as firefighting clothing, disinfection systems, etc.

The exhibition is a place for exchange, discussion, sharing, introducing products, connecting customers, and an opportunity for domestic and international businesses to research, invest, develop, exchange experiences, practice, and discuss in-depth applications and new ideas in the field of manufacturing security, safety, fire prevention, fire fighting, rescue and salvage equipment to serve economic development.

Announcing the opening of the International Exhibition on Fire Prevention, Fire Fighting, Rescue and Security Equipment 2025, Prime Minister Pham Minh Chinh assessed that the organization of this exhibition is of great significance in promoting the development of the security, safety, fire prevention, fire fighting and rescue industry in Vietnam; thereby better meeting the requirements of fire prevention and fighting in the new situation.

The Prime Minister believes that this exhibition and forum will create deeper awareness, contribute useful solutions, and help fire prevention, fighting, rescue and relief work continue to achieve many results in the coming time.
