The Government Office issued Notice No. 338/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the 15th meeting of the Central Steering Committee on eliminating temporary and dilapidated houses nationwide; the 18th meeting of the State Steering Committee for important national works and projects, key to the transport sector; and the 2nd Conference on promoting disbursement of public investment capital in 2025.
Complete the goal of eliminating temporary and dilapidated houses before August 31, 2025
Regarding the task of eliminating temporary and dilapidated houses nationwide, the Prime Minister directed:
The Ministry of Ethnic Minorities and Religions continues to update and clearly identify difficulties and problems of localities to proactively resolve them within its authority; presides over and coordinates with the Ministry of Construction , the Ministry of Agriculture and Environment, the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front to decide to adjust the support budget from the funds mobilized from the National Emulation Movement to join hands to eliminate temporary and dilapidated houses and from the Launching Program to support the difference in housing from the 2 National Target Programs starting construction in 2025.
The Ministry of Construction continues to urge localities to urgently implement housing support for people with revolutionary contributions and relatives of martyrs and housing support for poor and near-poor households under the National Target Program on Sustainable Poverty Reduction to complete the assigned goals (before July 27, 2025).
The People's Committees of provinces and centrally run cities direct departments, branches and sectors, especially the heads of local authorities and Heads of Steering Committees at all levels to resolutely implement the Program with the spirit of " 6 clarifications: clear people, clear work, clear responsibilities, clear authority, clear time, clear results" to speed up progress, basically completing the elimination of temporary and dilapidated houses in the area before August 31, 2025. Urgently complete the support for the elimination of temporary and dilapidated houses for families of people with revolutionary contributions and relatives of martyrs before July 27, 2025. Promptly review and consolidate Steering Committees at all levels in localities in accordance with the 2-level local government model after arrangement to direct the elimination of temporary and dilapidated houses in the locality, ensuring continuity and no interruption.
For localities with temporary and dilapidated houses that have not yet started construction, the Secretary of the Provincial Party Committee, the City Party Committee, and the Chairman of the Provincial People's Committee directed to simultaneously start construction before June 25, 2025 and strive to complete and hand over to the people before August 15, 2025.
Phong Chau Bridge construction to be completed in October 2025
Regarding the task of implementing important national projects and works, key to the transport sector, the Prime Minister requested:
The Ministry of Finance directed the Vietnam Expressway Corporation (VEC) to speed up the preparation of the Feasibility Study Report for the Ho Chi Minh City - Long Thanh Expressway expansion investment project, to be approved in July 2025; the Ministry of Construction to complete procedures to start the Dau Giay - Tan Phu project in August 2025.
Hanoi City and Lam Dong Province will complete procedures to start the component project (DATP) 3 of Hanoi Ring Road 4 in July 2025; start the Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects on August 19, 2025.
The Ministry of Construction directed investors and contractors to organize construction in 3 shifts and 4 teams to speed up the construction progress of the remaining DATPs of the North-South Expressway in the 2021-2025 period, Hoa Lien - Tuy Loan, DATP 2 Bien Hoa - Vung Tau, ensuring completion in 2025; strengthen monitoring and supervision of the implementation of projects managed by localities, promptly advise the Prime Minister to direct and operate, meeting the set schedule.
The provinces of Binh Duong, Dong Nai, Tuyen Quang, Ha Giang, and Dak Lak need to be determined in implementing and applying technical solutions to shorten construction time to ensure the completion of DATP 3, 5 Ring Road 3 projects in Ho Chi Minh City, DATP 1 Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang, DATP 3 Khanh Hoa - Buon Ma Thuot in 2025.
The provinces and cities of Can Tho, Soc Trang, Lang Son, and Cao Bang directed investors and contractors to proactively remove difficulties and obstacles, supplement human resources and equipment, and work in 3 shifts to speed up the construction progress of the Chau Doc - Can Tho - Soc Trang, Huu Nghi - Chi Lang, and Dong Dang - Tra Linh projects.
The Ministry of National Defense and the People's Committee of Phu Tho province are speeding up the implementation of the Phong Chau bridge construction investment project, striving to complete it in October 2025.
The Ministry of Public Security, the People's Committee of Hanoi City, and the People's Committee of Bac Ninh Province focus resources and resolutely direct the acceleration of the implementation progress of the Gia Binh airport project and the road connecting to Hanoi Capital, ensuring progress as required.
Regarding Long Thanh International Airport, the Ministry of Finance and the Ministry of Construction directed the Vietnam Airports Corporation (ACV) and relevant agencies and units to continue promoting the achieved results, strictly control quality and labor safety, organize construction reasonably and scientifically, and strive to basically complete the Project in 2025.
Resolve problems arising at the unit, construction site, and project.
For the task of disbursing public investment capital , The Prime Minister stated that this is one of the key political tasks of 2025, and one of the bases for evaluating and classifying cadres, civil servants, and public employees annually. Accelerating the disbursement of public investment capital must go hand in hand with ensuring quality, construction techniques, occupational safety and hygiene, avoiding capital overruns, and fighting corruption, negativity, loss, and waste.
Further promote the role of heads of ministries, agencies, units, heads of local Party committees and authorities; enhance the sense of responsibility, strictly implement the instructions of superiors. In leadership and direction, there must be high determination, great effort, drastic action, each task must be done properly, each task must be completed, the assignment must ensure "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results". Proactively inspect and handle arising problems right at the unit, construction site, project, ensuring timeliness, flexibility and efficiency.
Review and clearly identify the shortcomings and weaknesses in each stage of direction, operation, management and implementation of each project; thereby promptly handling the difficulties of each stage, especially in investment procedures, compensation for site clearance, acceptance procedures, payment and settlement of investment capital..., proposing specific and synchronous solutions, promptly removing difficulties and overcoming weaknesses in implementation.
Regularly review and promptly transfer capital from slow-disbursing projects to good-disbursing projects that need additional capital according to regulations.
The Ministry of Construction, the Ministry of Agriculture and Environment and the People's Committees of provinces and cities, according to their assigned functions, tasks and authorities, focus on reviewing and removing difficulties and obstacles, ensuring the supply of common construction materials (sand, soil for embankment), to serve well the construction of investment projects.
Ministries, central and local agencies continue to review investment procedures that need to be cut, difficulties and institutional problems related to project implementation and disbursement of public investment capital, send them to relevant ministries for handling or report to competent authorities on contents beyond their authority according to regulations.
- In the task of eliminating temporary and dilapidated houses, up to this point, the whole country has eliminated nearly 263 thousand temporary and dilapidated houses, reaching over 90% of the total demand. After the 4th meeting of the Steering Committee, 23 more localities completed the target of eliminating temporary and dilapidated houses; The Prime Minister issued Official Dispatch No. 84/CD-TTg dated June 8, 2025 requesting to focus on completing the target of eliminating temporary and dilapidated houses before August 31, 2025.
- In the task of implementing important national projects and works, key to the transport sector, up to now, 19 projects/DATPs have been put into operation, notably: completing and putting into operation 2,268km of expressway; putting into operation Terminal T3 of Tan Son Nhat International Airport; implementing construction of 52 projects/DATPs basically following the set schedule... At the 17th Meeting on May 10, 2025, the Prime Minister assigned 34 tasks to ministries, branches and localities. Up to now, the units have completed 11 tasks on time, are actively implementing 19 tasks of regular direction and operation, and 4 tasks have not met the required schedule.
- In the task of disbursing public investment capital, in the first 6 months of 2025, the whole country disbursed about 264.8 trillion VND, reaching 32.06% of the plan, higher than the same period last year in both disbursement rate and value.
