At the meeting, Deputy Director of the Department of Industry and Trade of Dong Nai province Pham Van Cuong said: The province is implementing 2 power source projects (Tri An Hydropower Plant expansion and Nhon Trach 3, 4 Power Plant) and 12 transmission grid projects according to the adjusted Power Plan VIII. Among them, there are transmission grid projects to serve the capacity release for Nhon Trach 3 and 4 Power Plant to prepare for commercial power generation.
In recent times, the People's Committee of Dong Nai province has repeatedly worked, inspected the site and issued documents directing relevant units to speed up compensation and site clearance work to hand over to investors. However, there are still some problems.

Specifically, the Tri An Hydropower Plant Expansion Project covers an area of nearly 95 hectares, currently clearing about 73% of the land and arranging resettlement for 22/23 households; the province is continuing to implement the remaining part. The Nhon Trach 3 and 4 Power Plant Project has completed 100% of the land handover, the construction volume has reached 99.9% and is in the trial operation phase.
Of the 12 transmission projects, 5 are to relieve capacity for Nhon Trach 3 and 4 Power Plants. Currently, 2 projects have handed over 100% of the land, while 3 projects are carrying out compensation and site clearance for the towers. Due to the transfer of tasks from the district level to the commune level, the initial apparatus has not been able to respond in time, so the approval of the compensation plan is still slow. The Provincial People's Committee is committed to removing obstacles related to the land in September and October, so that the projects are synchronized with the commercial power generation progress of the plant.
Dong Nai Provincial People's Committee has 2 recommendations and proposals. Firstly, the Ministry of Industry and Trade should consider a mechanism allowing the electricity sector to pre-agree on the location of transformer stations, route directions and locations of power projects in the 5-year investment plan, to promptly update the local land use planning and construction planning. Because the 220kV transformer station and the connecting line are not synchronized, the province recommends that Vietnam Electricity allow the hiring of consultants to carry out the agreement documents on the location of the 220kV transformer station and the 110kV line at the same time, as a basis for updating related planning, thereby speeding up the implementation progress.
Regarding local responsibilities, the Provincial People's Committee continues to focus on removing obstacles in updating land use planning and construction planning; granting investment policies for power projects; and speeding up site clearance progress.

Speaking at the meeting, Deputy Minister of Industry and Trade Nguyen Hoang Long emphasized: All three localities of Ho Chi Minh City, Dong Nai, and Tay Ninh are developing strongly in urban, industrial, commercial, and service areas, so the current and future energy demand is very large. In the adjusted Power Plan VIII, these localities have many power source and grid projects, and are also allocated large targets for renewable energy.
According to the Deputy Minister of Industry and Trade, the effective implementation of projects according to the planning is an important factor to ensure sufficient energy for the socio-economic development of each locality and the whole region, while contributing to maintaining national energy security. Therefore, localities direct functional agencies to urgently remove obstacles in planning, land, and investment procedures to create conditions for investors to speed up project implementation. Localities pay attention to arranging competent and professional personnel to advise and handle obstacles, not allowing bottlenecks to slow down the progress of power projects.

This afternoon, the Deputy Minister of Industry and Trade and members of the delegation visited the Nhon Trach 3 and 4 Power Plant Project in Dong Nai. This is a national key project in the energy sector, the first LNG (liquefied natural gas) power plant in Vietnam, invested by the Vietnam Oil and Gas Power Corporation - Joint Stock Company (PV Power), with a total capacity of 1.6 thousand MW and a total investment of 1.4 billion USD. The project will provide about 9-12 billion kWh of electricity per year to Vietnam's power system, while contributing to the goal of green energy transition and reducing net emissions to zero in Vietnam by 2050.
