At the invitation of Premier of the State Council of the People's Republic of China Li Qiang and Chairman and CEO of the World Economic Forum (WEF) Borge Brende, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh attended the 16th Annual Meeting of WEF Pioneers held in Tianjin and worked in China from June 24 to 27, 2025.

Through the working trip of Prime Minister Pham Minh Chinh , Vietnam affirmed the foreign policy of the 13th National Party Congress: independence, self-reliance; diversification and multilateralization of foreign relations, in which the top priority is given to relations with neighboring countries, consistently attaching importance to developing stable and long-term relations with China on the basis of mutual respect, equality and mutual benefit. The working trip contributes to deepening the friendly neighborly relations, the Comprehensive Strategic Cooperative Partnership and the Vietnam-China Community of Shared Future, which has strategic significance.

The Vietnamese delegation's participation in the 16th Annual Pioneers Meeting of the WEF in Tianjin once again affirms Vietnam's position, role and responsibility for peace, stability and prosperity in the region and the world; proactively participating and contributing to finding solutions to economic and development issues in the region and the world; sharing Vietnam's viewpoints, visions and experiences.

On January 18, 1950, the People's Republic of China became the first country in the world to officially establish diplomatic relations with the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam). Vietnam was also the first Southeast Asian country to officially establish diplomatic relations with China. In the 75 years since the establishment of diplomatic relations, although the Vietnam-China relationship has had its ups and downs, friendship and cooperation remain the main currents.

The friendship that President Ho Chi Minh and Chairman Mao Zedong and generations of leaders of the two countries have worked hard to cultivate has become a valuable common asset of the Vietnamese and Chinese peoples, contributing to maintaining the trend of stable development of the traditional friendship between Vietnam and China, bringing practical benefits to the people of the two countries. The two Parties, two countries and two peoples have stood side by side, giving each other great and valuable support and assistance, contributing to the success of the national liberation revolution and the cause of national construction and development of each country.

The historic mutual visits of the top leaders of the two Parties and two countries in recent times have oriented the promotion of Vietnam-China relations to a new, comprehensive and sustainable development stage, following the "6 more" orientation. Vietnam's position in relations with China has been enhanced. China has clearly shown its priority and importance to relations with Vietnam. Since the beginning of 2025, in the context of celebrating the 75th anniversary of the establishment of Vietnam-China diplomatic relations (1950-2025), the two sides have maintained close exchanges and contacts at high and all levels.

In an article published in the People's Daily of China during the State visit to Vietnam by General Secretary and President of China Xi Jinping in April 2025, General Secretary To Lam affirmed: In the overall foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations, the Party and State of Vietnam always persistently and consistently give top priority and are determined to work with the Party and State of China to develop the Comprehensive Strategic Cooperative Partnership and the Vietnam-China Community of Shared Future, which has strategic significance, for the happiness of the people of the two countries, for the cause of peace and progress of all mankind.

On the basis of high political trust, bilateral cooperation has developed increasingly well in all fields. In terms of trade, in 2024, Vietnam will maintain its position as China's largest trading partner in ASEAN and China's fourth largest trading partner by country criteria. Vietnam-China bilateral trade turnover in 2024 will reach 205.2 billion USD. In the first 5 months of 2025, Vietnam-China bilateral trade turnover will reach 92.9 billion USD.

In terms of investment, in the first 5 months of 2025, China ranked 3rd in total newly registered capital with 453 investment projects in Vietnam, reaching 1.81 billion USD. Chinese investors have invested in 19/21 economic sectors with FDI in Vietnam.

Regarding tourism, in 2024, Vietnam will welcome 3.74 million Chinese visitors (an increase of 114% compared to 2023), accounting for 21.26% of total international visitors to Vietnam. In the first 5 months of 2025, Vietnam welcomed 2.36 million Chinese visitors to Vietnam, accounting for 25.4% of total international visitors to Vietnam, ranking first among the markets sending visitors to Vietnam.

WEF is a non-profit organization operating in the form of public-private partnership, founded in 1971 by Professor Klaus Schwab, headquartered in Geneva, Switzerland. WEF currently has about 700 partners who are leaders of the world's leading corporations in various fields.

As one of the first forums to discuss the Fourth Industrial Revolution, WEF is currently implementing a number of specific and substantive initiatives such as the Fourth Industrial Revolution Hub in the US, India, Japan and the Cybersecurity Hub with the participation of 92 partners.

The most important event of WEF is the Annual Meeting held every January in Davos, Switzerland. In addition, there are regional forums such as the WEF Tianjin (or Dalian, China), WEF ASEAN... WEF events attract the participation of the world's leading political, business, cultural, social, research-academic leaders... to shape the agenda at the regional and global levels.

On April 21, 2025, after Professor Klaus Schwab announced his resignation from the WEF Board of Directors, the WEF Board of Directors appointed former Nestlé CEO Peter Brabeck-Letmathe as Interim Chairman and Mr. Borge Brende as Executive Chairman. During the transition period, the WEF plans to continue its annual activities in Davos and its global initiatives.

Since Vietnam and WEF established relations in 1989, the cooperation between Vietnam and WEF has been promoted and developed in many fields by leaders of both sides. Vietnam has attended the WEF Davos Annual Meeting at the Prime Minister level five times (2007, 2010, 2017, 2019, 2024); attended the WEF Pioneers Annual Meeting in Tianjin/Dalian twice (2023, 2024); attended the WEF ASEAN Meeting (before 2016, it was WEF East Asia) at the Prime Minister level four times (2012, 2013, 2014 and 2017).

Leaders of the two sides also promoted high-level contacts and exchanges, especially between Prime Minister Pham Minh Chinh and Professor Klaus Schwab at the WEF Tianjin Conference in June 2023, the 41st ASEAN Summit in November 2022 and the 43rd in September 2023, and Professor Klaus Schwab's visit to Vietnam in October 2024.

Vietnam and WEF also jointly organize many important conferences, including the National Strategy Dialogues between Vietnam and WEF.

On June 26, 2023, at the WEF Tianjin Conference, the two sides signed the Vietnam-WEF Cooperation Memorandum for the 2023-2026 period under the witness of Prime Minister Pham Minh Chinh and Professor Klaus Schwab, which is an important foundation to promote bilateral cooperation in the new period. The Memorandum focuses on cooperation in 6 areas including: (i) Innovation in the food sector; (ii) Developing innovation and green transformation skills; (iii) Industrial clusters towards net zero emissions; (iv) Promoting actions on plastics, including the Global Partnership for Plastics Action Program; (v) Finance for renewable energy transition; (vi) Cooperation in digital transformation and promoting the establishment of the Center for the Fourth Industrial Revolution (C4IR) .

Prime Minister Pham Minh Chinh attended the inauguration ceremony of the C4IR Center in Ho Chi Minh City in September 2024. This is the 19th C4IR Center of WEF worldwide and the second Center in Southeast Asia.

The 16th annual World Economic Forum (WEF Tianjin 2025) took place from June 24 to 26 in Tianjin, China. This is the second largest and most important event of the year for the WEF after WEF Davos; it is a forum for countries to discuss visions and long-term solutions to key issues for global economic development.

With the theme “ Entrepreneurship in a New Era ”, the WEF Tianjin 2025 Conference has 5 main discussion topics including: (i) Decoding the world economy, focusing on new growth trends in the context of geo-economic fragmentation, inflation and unstable supply chains; (ii) China's outlook, discussing development models based on technology, AI, next-generation industry and market reform; (iii) Industrial transformation, with topics on smart manufacturing, AI, clean energy technology and supply chain adaptation; (iv) Investing in people and the planet, focusing on digital skills, climate finance, gender equality in technology and public-private partnership; (v) Energy and new materials, discussing renewable energy, electricity storage, green industrial materials and next-generation nuclear technology.

Prime Minister Pham Minh Chinh's working trip demonstrates the high regard of the Vietnamese Party and Government for the Vietnam-China Comprehensive Strategic Cooperative Partnership and Community of Shared Future, which has strategic significance.

The Prime Minister’s participation in the WEF Tianjin 2025 Conference is an opportunity for Vietnam to share lessons learned and achievements in socio-economic development, conveying messages about Vietnam’s development policies and orientations, thereby calling on the WEF, governments, international organizations and the global business community to strengthen cooperation, investment and business expansion in our country. This will be an important driving force to help Vietnam reach out in the new era.
