Lack of teachers still have to reduce quota

According to the report of the Department of Education and Training of Nghe An , in the 2024-2025 school year, the province will increase 291 classes at the junior high and high school levels compared to the previous school year. According to the staffing standards of the Ministry of Education and Training, the province is lacking 6,721 teachers. Recently, the People's Committee of Nghe An province sent a document to the central agencies requesting to add 6,501 teachers for the next school year to ensure teaching work.

In the past two years, Nghe An has been supplemented with 5,056 teachers on the payroll by the Central Government, of which 2,187 positions are currently being recruited by localities. In the context of a shortage of teachers, being assigned recruitment targets is a golden opportunity to supplement teachers and create jobs for pedagogical graduates. However, many districts that are lacking teachers are still hesitant to recruit because they have to implement a roadmap to reduce 10% of the payroll teachers in the period 2022 - 2026.

Currently, Nghe An'seducation sector has nearly 49,000 civil servants, accounting for 85.17% of the province's total civil servant payroll. The Central Government's assignment to streamline 10% of civil servants by 2026 forced the province to target the education sector to "share the burden". However, the paradox is that the 10% reduction must be made while the province is lacking 6,721 teachers on the payroll.

In a recent report sent to central agencies to request 6,501 new teacher positions, the People's Committee of Nghe An province stated that the autonomy of schools in the province is currently very difficult, so it is impossible to convert budget salary positions to autonomous salary positions. Meanwhile, in principle, if there are students, there must be teachers in the classroom. Nghe An province admits that it is struggling to streamline its staff and solve the problem of teacher shortage.

With insufficient teachers, the Nghe An Department of Education and Training is calling on schools to encourage teachers to teach extra classes without pay or with only symbolic pay to compensate for the shortage of teachers, because schools do not have the funds to pay for this. The number of students in Nghe An is forecast to continue to increase in the coming years. Meanwhile, the order to reduce 10% of the payroll staff is still hanging over the education sector.

Only when there is surplus should we streamline, but when there is shortage we still need to streamline. Therefore, it is very necessary to remove this "shackle" from the education sector.
