The Eastern bypass project is 39 km long, with a total investment of over VND 1,841 billion. The project has 2 construction packages, with the implementation volume reaching nearly 85% of the plan.
Site clearance is always a difficult problem, requiring participation from many parties. In Cuor Dang commune - a place heavily affected by the implementation of the Eastern Bypass Project, many households have agreed to hand over the site to relevant units.
The family of Mr. Tran Xuan Dinh (Cuor Dang commune) was one of the pioneer households to hand over the land to the investor in late July. Mr. Dinh shared that his family has been attached to this land for nearly 20 years. However, after the investor and the People's Committee of Cuor Dang commune explained and promoted the meaning and importance of the project to the local socio -economic development, he and his family members agreed to hand over the land to the State to build the road. According to him, sacrificing a little personal interest in exchange for better infrastructure for the community is worth doing.

Although the land has been handed over, Mr. Dinh still recommends that the State reconsider the appropriate price, with the aim of allowing households subject to clearance to have new housing equal to or better than their old housing, thereby stabilizing their lives.
“When the site is available, the investor will direct the contractor to gather machinery and materials at the construction site. If the weather is favorable, we commit to completing the construction within one to one and a half months,” said Mr. , Head of the Traffic Project Management Department. |
Near Mr. Dinh's house, Mrs. Truong Thi Ngoc Anh's family also had all of their land taken back, which they had been attached to for 24 years. After being propagandized and mobilized by the local authorities and the investor, her family agreed to hand over the land. Currently, her family has received land in the resettlement area of the project, but Mrs. Ngoc Anh is still concerned because after paying for the land in the resettlement area, the remaining amount is not enough for her family to build a new house. She and her husband are currently renting a temporary house. She hopes that the State will have appropriate support policies, creating conditions for her family and other households to be able to soon build houses and stabilize their lives in the resettlement area.
To gain consensus from the people, the investor and local authorities have closely coordinated in propaganda and mobilization work to hand over the site.
According to the Provincial Management Board of Investment in Construction of Traffic Works and Rural Development Agriculture - the project investor, as of July 25, 2025, the entire project has been handed over to the construction unit at 99.71%. The remaining 113 m section passing through Cuor Dang commune is the last obstacle regarding site clearance on the main route of the project. This section has 38 households subject to land acquisition for project implementation. Up to now, 33 households have had their compensation and support plans approved, while 5 households are waiting for approval. Of these, 24 households have agreed to hand over the site to the project construction unit after a process of active propaganda and mobilization.

On the local side, Mr. Hoang Viet Cat, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Cuor Dang Commune, said that when the two-level local government model came into operation, the Party Committee and People's Committee of the commune quickly assigned specialized staff to carry out site clearance work for the Eastern Bypass Project through the locality. In the past, the locality has closely coordinated with the investor and related units to persuade people to hand over the project site. In addition to propaganda and mobilization, Mr. Cat also affirmed the determination of the government in enforcing the law. In case any household does not agree, the locality will carry out enforcement according to regulations to ensure the overall progress of the project.
The investor's representative, Mr. Dang Tho Dan, Head of the Traffic Project Management Department, said that in the past, the unit had closely coordinated with the People's Committee of Cuor Dang Commune and the Provincial Land Fund Development Center to directly visit each household to explain the importance of the project. Thanks to that, the majority of households have realized the meaning, importance and benefits of the project, thereby agreeing to hand over the site and voluntarily dismantle the constructions and structures on the land. Regarding the concerns of households, the relevant units will take note and have satisfactory answers.
In particular, to reduce the burden and create the most favorable conditions for people, the investor also proactively mobilized contractors to mobilize machinery, equipment and human resources to support households in dismantling structures on the land and transporting belongings to new residences.
