Lam Dong Provincial Inspectorate improves the effectiveness of mass mobilization work

Lam Dong Inspectorate always identifies mass mobilization work as one of the top important tasks.

Identifying mass mobilization work as one of the top important tasks, the leaders of Lam Dong Provincial Inspectorate regularly direct the implementation of directive documents of the Central, Provincial Party Committee and Provincial People's Committee to all civil servants. This activity is carried out through legal activities on Monday mornings every week, periodic meetings, thematic summaries as well as effective use of the egov system and official email. Notably, the issuance of Plan No. 88/KH-TTr dated January 19, 2024, plays a role as a guideline for all civil servants and party members in the agency to carry out mass mobilization work. Thereby, civil servants assigned to concurrent positions have proactively researched, updated knowledge, and flexibly applied regulations into practice. This helps to gradually build a team of inspectors with standards in attitude, administrative discipline and spirit of serving the people.

Not stopping at the propaganda stage, the Provincial Inspectorate has institutionalized mass mobilization work by issuing the Mass Mobilization Work Regulations according to Decision No. 682/QD-TTr dated May 24, 2022 and clearly assigning responsibilities to each leader and civil servant in charge. At the same time, mass mobilization work is also effectively integrated into all professional activities such as inspection, citizen reception, and complaint and denunciation settlement, thereby improving the effectiveness of state management in the province.

One of the outstanding initiatives in the mass mobilization work at the Provincial Inspectorate is the clever mass mobilization model with "Cameras monitoring the implementation of inspection work, receiving citizens, resolving complaints and denunciations and PCTNTC". This is not only a measure to increase transparency, but also to raise awareness and responsibility of each cadre and civil servant when performing their duties. This "smart mass mobilization" model has created a positive effect, helping many cases of complaints and denunciations to be mobilized and persuaded to withdraw their petitions right at the grassroots level, limiting the emergence of "hot spots" in the locality. Thanks to that, the security and social order situation in the province continues to be maintained and stable.

The emulation movement "Skilled mass mobilization" at the Provincial Inspectorate is also associated with the implementation of Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and style. Through specific activities, civil servants are trained in the style of "respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people", implementing the motto "listening to the people, speaking so that the people understand, guiding the people to do, doing so that the people trust".

Along with that, in implementing the Overall Program of Administrative Reform for the period 2021 - 2030, the Provincial Inspectorate has made administrative procedures public and transparent through the posting board and on the electronic information portal. Except for confidential documents, the rate of sending and receiving electronic documents between agencies in the state administrative system reached 100%, demonstrating a strong determination in administrative modernization and improving the efficiency of serving the people.

In 2024, the Provincial Inspectorate did not record any negative feedback related to the attitude and working spirit of civil servants. This result clearly reflects the effectiveness of implementing regulations on public ethics, strengthening internal inspection and supervision, as well as the high sense of responsibility of the unit's leaders. At the same time, not allowing "hot spots" of complaints and denunciations to occur is a testament to the effectiveness of the mass mobilization work that Lam Dong Inspectorate has been implementing methodically, cautiously but with determination. The Provincial Inspectorate also focuses on coordinating with the Vietnam Fatherland Front Committee and socio-political organizations in social supervision and criticism work according to Decision No. 217-QD/TW and Decision No. 218-QD/TW of the Politburo . Mobilizing, explaining, and guiding people to comply with policies and laws has contributed to significantly reducing the backlog of complaints and denunciations.

Not only that, the Provincial Inspectorate has always actively responded to emulation movements launched by the Government Inspectorate, the Provincial People's Committee and all levels and sectors. Movements such as "Administrative reform", "Serving the people", "Studying and following Uncle Ho"... have been effectively organized and widely spread among all civil servants and public employees.

The efforts in mass mobilization work of the Provincial Inspectorate have been recognized by Decision No. 1830-QD/DUK dated December 10, 2024 of the Party Committee of Lam Dong Provincial Agencies, in which the skillful mass mobilization model implemented by the agency was commended. This is a worthy reward for a process of persistently building a disciplined, professional, close to the people and for the people administrative environment. The effectiveness of mass mobilization work is not only reflected in people's satisfaction, but is also the foundation to help improve the quality of the administrative apparatus' operations, building the image of an inspectorate officer who is "sincere, active, cautious, persistent, tactful, and effective". This is the core value for Lam Dong Provincial Inspectorate to continue to promote its role and responsibility in the period of innovation, integration and development.
