Establishment of the first VNPT - Qualcomm Center of Excellence in Vietnam

On August 12, 2025, in Hanoi, Vietnam Posts and Telecommunications Group (VNPT) and Qualcomm Incorporated (Qualcomm) officially signed a Strategic Cooperation Agreement, aiming to establish the VNPT - Qualcomm Excellence Center (VNPT - Qualcomm Excellence Center - VQEC).

This is the first center in Vietnam to operate under the Original Design co-development model based on Qualcomm's core technology, led by VNPT . VQEC is expected to officially launch in October 2025.

According to the agreement, VNPT and Qualcomm will cooperate comprehensively in many cutting-edge technology fields, including artificial intelligence (AI), new generation mobile networks 5G/6G, Internet of Things (IoT), edge computing, AI computing devices and new generation network devices.

VQEC is the focal point for implementing research activities, product development, technology transfer, training high-quality human resources and promoting the commercialization of technology solutions based on Qualcomm platforms, contributing to bringing Vietnam deeper into the global technology value chain.

These areas are all core technologies, playing a key role in VNPT's development strategy to 2030, with a vision to 2035. Accessing and mastering these technologies not only helps VNPT improve its competitiveness, realize VNPT's strategic goals in the process of transforming from a telecommunications enterprise (Telco) to a digital technology enterprise (Techco), but also contributes to affirming Vietnam's position on the world technology map.

VQEC will become one of Qualcomm's Authorized Design Centers, representing the cooperation capacity between VNPT and Qualcomm in the global technology development network, and is an important connection point to help the domestic telecommunications industry participate more deeply in the international design and innovation value chain.

Mr. Huynh Quang Liem, General Director of VNPT and Mr. Cristiano Amon, Chairman and General Director of Qualcomm performed the ceremony to hand over the Strategic Cooperation Agreement between the two Groups.

With a central role, VQEC will gather intellectual, technological and creative resources from both groups, creating an environment of continuous cooperation, creativity and innovation. This is a strategic step, not only expanding the scale and depth of cooperation between VNPT and Qualcomm, but also helping VNPT directly participate in the entire value chain - from original design, technology development, production, to bringing products to market. This opens up opportunities for Vietnam to directly access the world's most advanced standards and technologies, while affirming its ability to master and participate deeply in the global technology industry.

Speaking at the ceremony, VNPT General Director Huynh Quang Liem emphasized that VNPT Group is honored to sign a cooperation agreement with Qualcomm Group, one of the world's leading technology corporations, towards establishing the VNPT - Qualcomm Center of Excellence. Today's event is not only a new step in the strategic cooperation between the two parties, but also a strategic step for VNPT in developing the Group's technology industry.

The establishment of VQEC is considered a clear demonstration of VNPT's long-term vision, integration capacity and determination to act to achieve the goal of accessing global knowledge and technology, affirming VNPT's pioneering role in creating digital infrastructure and digital platforms. With Qualcomm's network and reputation, VQEC will be a bridge to bring "Make in Vietnam" products and technology solutions to the international market.

Through VQEC, the two groups will focus on developing globally competitive technology products, from design, testing to commercial deployment. At the same time, VQEC will play a role in training and developing a team of Vietnamese engineers capable of working in an international technology environment, contributing to building high-quality human resources for the digital technology industry.

The establishment of VQEC not only brings direct benefits to VNPT and Qualcomm but also has strategic significance for the Vietnamese technology industry. This is the first time a Vietnamese technology enterprise has taken a leading role in the original design co-development model with a global technology corporation right in Southeast Asia. This helps Vietnam enhance its position in the global technology value chain, while opening up opportunities for cooperation with the world's leading technology corporations.

This signing ceremony and the implementation of VQEC are also VNPT's concrete steps in line with the Government's orientation on science, technology and innovation development. With determination, capacity and strategic vision, VNPT and Qualcomm are laying the foundation for a long-term cooperation, creating technological breakthroughs, and actively contributing to the development of the digital industry in Vietnam and the region.
