Motivating ethnic minority youth to promote their pioneering role

The work of propagating and disseminating the law to young people in general and young people in ethnic minority areas in particular has always been identified by Dakrong district as an important task and has been focused on implementing it. Thanks to that, the awareness and understanding of the law of ethnic minority youth has been increasingly improved, creating motivation for them to promote the spirit of youth vanguard, actively participate in socio-economic development, and build a new life in the locality.

Dakrong district is one of the localities that pay attention to implementing youth development programs and policies well. The whole district currently has about 10,779 young people aged 16-30, accounting for 20.7% of the population, of which rural youth account for 72.9%; ethnic minority union members account for 70.9%.

With the attention of all levels and sectors in many aspects, in general, the youth in the district are stable in ideology. Union cadres, union members, and young people are interested in and actively participate in union, association, and team activities in the locality and unit. They strictly comply with the State's policies and laws, believe in the Party's guidelines and policies, live with ideals, are responsible to society, family, and themselves; actively produce, work, and strive in life, constantly study and be creative.

Issues affecting the lives of young people such as: sea and islands, national sovereignty, career situation, employment... are followed and paid much attention by union members and young people. However, at present, the situation of young people in the district still has some issues that need attention. A part of the youth lacks ideals and political courage; lives passively, likes to enjoy life; has not actively worked to enrich themselves; has not participated well in union and association movements in the locality...

In order to implement the tasks of youth development in the area, the District People's Committee has issued state management documents on youth work. Directing agencies and units to coordinate with the District Youth Union and the Vietnam Youth Union of the district to organize propaganda and dissemination of the contents of the Youth Development Program of Quang Tri province for the period 2022 - 2030.

Guide youth at all levels to coordinate with local state management agencies to implement youth development programs and plans in the area. Encourage and mobilize youth to participate in proposing, building and organizing the contents of youth development programs; supervise and provide social criticism in program implementation according to the provisions of law.

Annually, review the learning needs of youth and union officials at all levels to create conditions for sending them to attend training courses to improve the qualifications of union officials at all levels and youth.

Create all conditions for cadres and civil servants to participate in training courses on skills and professional skills in state management of youth in order to build a team of cadres and civil servants working in youth work with professional knowledge and skills to meet the requirements of assigned tasks, contributing to the effective implementation of the district's youth development programs and plans.

Agencies, units and localities have specified documents on organizing the implementation of state management work on youth in accordance with the functions, tasks and situations of the agencies, units and localities. Legal policies for youth have been effectively disseminated and implemented. Local Party committees and authorities always create favorable conditions for youth to develop comprehensively.

The district’s youth union chapters proactively integrate and coordinate with relevant sectors to implement activities from capital sources of target programs and projects implemented in the area in conjunction with the implementation of state management tasks on youth work. Cultural and sports institutions for youth are gradually being cared for and invested in appropriately, creating conditions for youth to practice and improve their physical, cultural and spiritual health for comprehensive development.

Thanks to that, the unemployment rate of working-age youth, the number of law violators and social evils among adolescents has decreased. Attention has been paid to supporting young workers, creating jobs, increasing income and improving the lives of young people, and implementing policies for young people completing their military service. Youth volunteer movements in the district have promoted the dynamism, creativity, pioneering and volunteering role of young people. Most of the targets for implementing the Youth Development Program of Quang Tri province for the period 2022 - 2030 in the district have been achieved and exceeded.

According to Chairman of Thai Ngoc Chau District People's Committee, promoting the achieved results, in the coming time, the district will continue to promote propaganda and education on traditions, revolutionary ideals, ethics, law, professional ethics, and cultural lifestyle for youth, students, and pupils, in conjunction with promoting the study and following of Ho Chi Minh's ideology, ethics, and lifestyle.

Improve the quality of propaganda and dissemination of legal education for youth in ethnic minority areas. Strengthen the role of the Fatherland Front and socio-political organizations in youth work. Youth Unions at all levels continue to strongly and comprehensively innovate their organization, content and methods of operation in the new situation...

Building a strong youth organization, directing activities to the grassroots. Arousing and promoting the vanguard spirit of the youth, building typical advanced youth, taking care of the legitimate interests of the youth, paying attention to helping disadvantaged youth have opportunities to develop; discovering and selecting outstanding union members to nurture, creating a source of party membership and training young cadres.

Effectively implement credit policies, scholarships, tuition fee exemptions for students; career counseling and orientation; loans to create jobs; incentives for participation in socio-economic development in areas with difficult and especially difficult socio-economic conditions. Issue policies to encourage organizations, individuals, and businesses to invest in building cultural, physical education, and sports facilities, and provide health and medical services for young people...
