The social housing project in Thanh Hoa City invested by Vingroup is expected to launch products this year.
According to a report from the Department of Construction, implementing the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030, by the end of 2024, the province had 13 projects under construction with a total of 12,248 apartments and 14 projects completing investment procedures with an expected construction of about 7,596 apartments. Since then, 2,220 apartments have been completed, supporting people with prices ranging from 12.6 million VND/m2 to 20.6 million VND/m2.
To further concretize the project's objectives, in February 2025, the Prime Minister assigned the target to Thanh Hoa province to complete an additional 5,249 social housing apartments this year. To achieve this goal, based on the implementation status of each project, the Provincial People's Committee requested investors to speed up construction progress, ensure progress and quality of social housing and workers' housing projects. At the same time, pay attention to removing obstacles and difficulties to soon implement the remaining projects according to plan. Assign the Department of Construction to monitor progress, guide investors to carry out procedural steps, and implement the project according to the approved plan.

Accordingly, the inspection work was carried out comprehensively on compliance with legal regulations related to the sale and lease of social housing. It focused on the disclosure of information related to the project; the work of receiving documents for sale and lease of houses; compliance with regulations on publicly posting the list of sold apartments, the list of remaining apartments at the place of receiving documents for registration to buy social housing, the investor's office... In addition, the Department of Construction has conducted inspections of selling prices and rental prices of social housing through random inspections of sale and lease contracts.
Through inspection, most investors have strictly implemented the provisions of relevant laws. Specifically, investors have complied with the regulations on receiving applications for purchasing and renting social housing; made a list of subjects eligible to purchase social housing in projects invested by them and sent it to the Department of Construction. Through inspection, the Department of Construction also discovered a number of shortcomings and limitations, requiring project investors to promptly correct and overcome them.
In addition, in May, through grasping public opinion on the phenomenon of real estate trading floors and individuals "advertising", offering to "receive deposits", and receiving "consulting fees" to support procedures for purchasing social housing at a number of social housing projects in Thanh Hoa City, the Department of Construction promptly requested investors to implement a number of solutions to overcome and rectify. In particular, investors need to strictly implement the disclosure and transparency of social housing project information; directly receive applications from people registering to buy or rent social housing; be responsible for carefully checking each application according to the prescribed form and requesting applicants to commit to ensuring the correct content of the proposal and the correct subjects. At the same time, investors are required to only sign social housing purchase and sale contracts with customers when they meet the prescribed conditions at a selling price that has been appraised and approved by competent authorities...
The Prime Minister 's project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period is a humane policy, so that no one is left behind.
