Bien Hoa - Vung Tau Expressway expected to be operational in December 2025

On the morning of August 12, Working Group No. 2 of the Ho Chi Minh City National Assembly Delegation, led by Mr. Pham Trong Nhan, Vice Chairman of the Ho Chi Minh City Labor Federation, inspected the field and worked with relevant units on the Bien Hoa - Vung Tau Expressway Component 3 project (section through Ho Chi Minh City), along with the construction progress of the Cai Mep - Thi Vai Free Trade Zone.

According to the report, the first phase of site clearance has been 100% completed, with resettlement arrangements for 209 households. Some additional items such as the residential road in Tam Long ward (0.84ha) and the intersection in Tan Thanh ward (23ha) are expected to be handed over from September 2025.

Currently, the main road is basically completed with asphalt concrete surface, paint, median strip, fence; lighting system and traffic safety items are being deployed at Hoi Bai - Phuoc Tan intersections and National Highway 56.

Of the total 11 bridges in the project, 9 have been completed, the remaining 2 are expected to be completed in September 2025. The Bien Hoa - Vung Tau Expressway is expected to be put into operation in December 2025.

The consulting unit is also planning to add the My Xuan - Ngai Giao - Hoa Binh intersection (DT991). Site clearance is expected to be carried out in September 2025 and construction will begin in the first quarter of 2026. This additional item will not affect the progress of the main route.

At the meeting, delegates requested the investor to provide more detailed information on the implementation plan for the additional intersection, the progress of the completion of the two remaining bridges, measures to ensure traffic safety as well as the capital disbursement situation. In addition, authorities at all levels were requested to study a reasonable resettlement plan and consult with the people before implementation.

The Cai Mep - Thi Vai Free Trade Zone (FTZ) is expected to be implemented in Tan Phuoc and Tan Hai wards, aiming to form an industrial and service ecosystem associated with the international port. With a scale of 3,764 hectares, the project includes three main functional areas: a transport hub connecting the port, railway and Long Thanh airport ; a logistics warehouse area, industrial and high-tech industrial park, service urban area and a green reserve area.

The project also proposes 17 specific policies currently in place and 19 new mechanisms, including: using English as the main language of communication, attracting international human resources, tax and credit incentives, foreign exchange liberalization, and support for the establishment of research and development (R&D) centers.

According to the assessment, the project's advantage is that it has received high consensus from the Central and local levels, in line with Resolution 24-NQ/TW, and has attracted the attention of many large investors. However, the biggest difficulty at present is the lack of a legal framework for the FTZ model and the need to adjust the planning to enhance inter-regional connectivity.

The local government proposed that the Government soon approve the project and include the FTZ policy in Resolution 98 (amended) for synchronous implementation, thereby maximizing the advantages of logistics ports in the Southeast region.

After listening to the report, the Working Group recorded the opinions and recommendations to synthesize and forward to relevant agencies.
