Strengthening management of private medical examination and treatment facilities

According to statistics from the Department of Health, as of July 31, 2025, the province has 655 private medical facilities in operation, including 4 hospitals, 20 general clinics and 631 specialized clinics, traditional medicine facilities, and other medical services. In the context of the increasingly developing private medical system, the management and supervision of state agencies play a very important role in ensuring that professional activities comply with the law.

In recent times, the Department of Health has implemented many dissemination, training and professional guidance activities to help private medical facilities grasp and properly implement legal regulations on medical examination and treatment. In particular, the Department always focuses on accompanying and supporting through receiving, answering questions, encouraging investment to improve service quality, and applying science and technology.

At the same time, inspection, examination and supervision work is maintained regularly, contributing to timely detection and correction of violations, improving the effectiveness of state management. Since the beginning of 2025, through collecting information from people and monitoring the advertising activities of establishments on social networks, the Department of Health has conducted surprise inspections of dozens of private medical establishments in the province.

As a result, 26 units and individuals were administratively fined a total of 110 million VND; of which 1 facility was required to stop advertising activities related to medical examination and treatment activities and 1 individual had his practice certificate revoked. Common violations include: Practicing outside the registered time; signs do not have enough basic information as prescribed; not reporting to competent state agencies in case of changing practitioners as prescribed by law; prescribing products that are not prescribed as prescribed; advertising medical examination and treatment services without a business license or practice certificate...

According to the provisions of the Law on Medical Examination and Treatment 2023 and documents guiding the implementation of the law, establishments providing cosmetic services that use drugs, substances, and equipment to intervene in the human body (surgery, procedures, interventions involving injection, injection, pumping, radiation, waves, burning or other invasive interventions) to change skin color, shape, increase or decrease weight (slimming, reducing body fat); correct defects or create desired shapes for body parts (skin, nose, eyes, lips, face, chest, abdomen, buttocks and other parts of the human body); regenerate, restore cells or organs or functions of the human body; tattooing, spraying, and embroidering services on the skin using injectable anesthetics... must be organized in the form of medical examination and treatment establishments and licensed by the Ministry of Health and the Department of Health. This means that any activity that goes beyond the scope of normal services must comply with strict laws.

Notably, the situation of exploiting social networks to promote medical services is becoming more complicated, with promises that mislead people. Ms. Nguyen Hai Yen, Head of the Medical Affairs Department (Department of Health), said: Many facilities have been fined but still find ways to operate "underground", especially on social networking platforms. This poses a serious risk to public health.

In fact, recently many unlicensed establishments, such as: Dermatologist Mac Lan; Sohee Premium skin treatment room; Dr. Tran Thanh Huy - Head of the Department of Cosmetic Surgery in Ha Long; Quang Ninh No. 1 Skin Rejuvenation Institute; Quang Ninh Bad Breath Treatment Clinic... have been publicly warned on the Quang Ninh Health page managed by the Department of Health (August 12), helping people to raise their vigilance.

Faced with this situation, the Department of Health has issued many directives, emphasizing the strengthening of inter-sectoral coordination, with local authorities and police forces regularly inspecting, monitoring, and strictly handling violations; at the same time, tightening the management of medical advertising, requiring facilities to only advertise within their professional scope and with content licensed by competent authorities. In particular, the health sector is determined to handle the situation of taking advantage of the name of medical facilities to promote and sell poor quality products.

The health sector recommends that people only visit licensed facilities with valid signs and documents for medical examination and treatment; check the scope of expertise before using the service; be cautious with advertisements on social networks with content that promises "100% cure", "immediate effectiveness", or unusual discounts; carefully verify information about doctors, facilities and treatment methods to avoid being scammed. When detecting signs of violations at a facility, people need to immediately report it to the authorities for handling.
