Strengthening prevention, control and overcoming damage caused by natural disasters before the rainy and stormy season

(ABO) Currently, entering the 2025 storm season, in the context of increasingly complex, extreme and unpredictable climate change, there is a possibility of many types of natural disasters such as: high tides, widespread heavy rain, thunderstorms, tornadoes, lightning, hail, riverbank landslides, storms, tropical depressions... which pose a great risk of affecting people's lives and production.

To ensure that the work of monitoring, supervising information, leading and directing natural disaster prevention and control and search and rescue is smooth, timely and effective, not affected by the work of reorganizing the apparatus and government at two levels, ensuring the safety of people's lives, reducing damage to people's lives and property and the state according to the direction of the Prime Minister on strengthening the work of preventing, combating and overcoming damage caused by natural disasters before the 2025 storm season in Directive 19/CT-TTg dated June 19, 2025 of the Prime Minister, the People's Committee of Tien Giang province requests the Heads of provincial departments, branches and sectors; Chairmen of district-level People's Committees, Chairmen of commune-level People's Committees, based on their assigned functions and tasks, to urgently implement the following contents:

1. Continue to do:

Official Dispatch No. 76/CD-TTg dated May 28, 2025 of the Prime Minister on focusing on responding to the risk of heavy rain, landslides, flash floods and proactively preventing and combating natural disasters in the coming time; Directive No. 19/CT-TTg dated June 19, 2025 of the Prime Minister on strengthening the work of preventing, combating and overcoming damage caused by natural disasters before the 2025 storm season; Directive 05/CT-UBND dated March 24, 2025 of the Provincial People's Committee on strengthening the work of natural disaster prevention, control and search and rescue in 2025 in Tien Giang province and Official Dispatch 3622/UBND-KT dated May 15, 2025 of the Tien Giang Provincial People's Committee on implementing Directive 02/CT-BNNMT dated May 8, 2025 of the Ministry of Agriculture and Environment on strengthening the work of ensuring the safety of dikes and irrigation works during the rainy and flood season in 2025; Official Dispatch 4739/UBND-KT dated June 20, 2025 of the Tien Giang Provincial People's Committee on proactively preventing and responding to natural disasters, taking precautions against floods, and combining high tides from now until the end of 2025...

2. Department of Agriculture and Environment

- Closely monitor and update weather and hydrometeorological developments, especially forecasts and warnings about heavy rain, thunderstorms, floods, high tides, landslides and provide timely and complete information to local authorities and people for proactive prevention.

- Inspect, urge and guide provincial departments, branches and commune-level People's Committees to effectively implement natural disaster prevention and control and search and rescue work, ensuring the "4 on-site" motto is suitable to the specific situation of the locality and the operation of 2-level local government.

- Preside over and coordinate with relevant units to inspect irrigation works, dykes, disaster prevention works, drainage works, etc.; promptly repair damaged works (if any); develop plans and scenarios to protect the safety of works, people's lives and property.

- Preside over and coordinate with the People's Committees at district and commune levels to inspect and review the system of dykes, embankments, low-lying areas, areas with high risk of flooding, vulnerable locations, areas at risk of incidents during flood and high tide seasons; reinforce and upgrade degraded and low-lying dykes and embankments to protect fruit orchard areas, especially fruit trees with high economic value; take measures to ensure timely and effective drainage for clump plots; reinforce and protect aquaculture ponds, harvest crops, and upland crops at harvest time; prevent and combat flooding in urban areas and low-lying areas to ensure minimal damage.

- Synthesize natural disaster situation, advise the Provincial People's Committee on documents for implementation, direction, management, and overcoming consequences of natural disasters (if any).

3. Provincial Military Command

- Preside and coordinate with the Department of Home Affairs to complete the Provincial Civil Defense Command as soon as the Decree detailing the implementation of a number of articles of the Law on Civil Defense comes into effect.

- Be ready to mobilize forces and means to support all levels, sectors and localities in responding to and overcoming the consequences of natural disasters, and in rescuing and saving victims in accordance with regulations.

4. Provincial Border Guard Command

Closely monitor forecasts, proactively warn of strong winds, big waves, thunderstorms and bad weather at sea; direct Border Guard Stations and Control Stations to coordinate with the Department of Agriculture and Environment, localities and related units to notify and send warning signals to captains and owners of vehicles and boats operating at sea to proactively avoid, escape from dangerous areas and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur. Resolutely do not allow water transport vehicles to leave port when there is a dangerous natural disaster situation.

5. Department of Construction

- Proactively review plans and solutions to ensure safety and prevent natural disasters before the flood season for traffic and construction works, especially drainage systems of traffic works on key traffic routes to drain water and overcome flooding that causes traffic congestion.

- Direct relevant departments and offices to review, inspect and strictly handle encroachment and violations of traffic safety corridors; regularly monitor landslide developments to place marker posts and buoys at locations with high flow velocities causing landslides or at high risk of landslides.

6. People's Committees of districts, towns and cities; People's Committees of communes and wards

- Absolutely do not allow any interruption in leadership and direction in responding to and overcoming the consequences of natural disasters during the process of merging and organizing local governments at two levels; do not be negligent or subjective; continue to seriously perform assigned duties and tasks with the highest sense of responsibility.

Be responsible to the Provincial People's Committee for natural disaster prevention, control and search and rescue work in the assigned management area. Strictly handle collective and individual responsibilities, especially the responsibilities of leaders if they are subjective and do not fully perform their duties and tasks in natural disaster prevention, control and search and rescue work in the management area.

- Organize review, establish a command and direction apparatus to perform the task of natural disaster prevention and control at the commune level after the end of the district level activities, clearly assign responsibilities to organizations and individuals to be ready for operation, ensure that the work of natural disaster prevention, control, overcoming consequences and search and rescue is operated smoothly and effectively.

- Proactively review and complete plans and response options for each type of natural disaster in accordance with the actual situation in the locality, especially plans to respond to tropical depressions, storms, tornadoes, high tides, saltwater intrusion, landslides, etc. according to the motto "4 on-site" and "3 ready" to minimize damage, especially to people's lives.

- Check and review the system of dykes, embankments, low-lying areas, areas with high risk of flooding, vulnerable locations, areas with risk of incidents during flood season, high tides; reinforce and upgrade degraded, low-lying dykes, embankments to protect fruit orchard areas, especially fruit trees with high economic value; take measures to ensure timely and effective drainage for clump plots; reinforce and protect aquaculture ponds, harvest crops, and upland crops at harvest time; prevent and combat flooding in urban areas, low-lying areas to ensure minimal damage; urge and inspect construction works under construction, ensure completion of construction progress to meet requirements for natural disaster prevention.

7. Department of Culture, Sports and Tourism; request Ap Bac Newspaper and Radio - Television Station, news agencies and newspapers located in Tien Giang province

Continue to carry out communication work well, increase the broadcasting time of news related to warnings and forecasts of weather and natural disasters, disseminate and propagate related documents on how to recognize and prevent storms, tornadoes, lightning, and landslides to improve prevention and response capacity for people to proactively prevent.

8. Tien Giang Irrigation Works Exploitation Company Limited

- Regularly check and monitor water levels on rivers outside the sluice works, especially during high tides, to develop appropriate project operation plans, control water levels to ensure the goal of meeting production requirements in the current project area; at the same time, avoid lowering water levels inside the project areas, causing landslides on river banks, canals, and ditches.

- Regularly notify the project operation schedule and water levels in the project areas to the localities for coordination during the implementation process; at the same time, coordinate with local authorities to promptly adjust the project operation schedule when the weather changes to ensure that the water level in the fields is always at a moderate level, ensuring production and preventing landslides.

- Strengthen monitoring of weather forecast information on rain and flood from hydrometeorological forecasting agencies to have appropriate operation plans. Timely deploy plans to ensure the safety of irrigation works, operate safely, effectively, and in accordance with procedures, meeting production and people's needs.

9. Provincial departments, branches and sectors, according to their assigned functions and tasks, continue to monitor weather reports, forecast warnings, proactively direct and coordinate with district and commune People's Committees to implement measures to prevent, respond to, and overcome the consequences of natural disasters, promptly propose and report to the Provincial People's Committee for direction on issues beyond their authority.
