The conference was chaired by Deputy Foreign Minister Ngo Le Van, with the participation of more than 60 representatives of units of the Ministry of Foreign Affairs and legal reporters from the Ministry of Justice , the Ministry of Home Affairs and a number of units of the Ministry of Foreign Affairs, including the Ministry's Office, the Department of Law and International Treaties, the Department of Foreign Affairs and Cultural Diplomacy.
The conference was held to inform and disseminate legal knowledge to officials, civil servants and public employees of the Ministry of Foreign Affairs in the special context when our country has just implemented the restructuring of the state apparatus and local government at two levels, officially operating from July 1. The Constitution and many legal documents have been amended and supplemented to serve as the foundation for this, at the same time creating a more complete and flexible legal basis for the operations of state agencies in general and the Ministry of Foreign Affairs in particular.

Speaking at the opening of the Conference, Deputy Minister Ngo Le Van emphasized that the Party Committee of the Ministry of Foreign Affairs and the Ministry of Foreign Affairs' leadership always attach importance to, pay special attention to and promote the work of law-making, perfecting institutions on foreign affairs, creating a solid legal basis for the Ministry of Foreign Affairs in performing foreign affairs tasks and improving the effectiveness of state management, serving the socio-economic development of the country.
The Ministry of Foreign Affairs has actively participated in the work of building and perfecting the country's institutions. Since the beginning of the year, the Ministry has submitted to competent authorities to issue legal documents to institutionalize the Party and State's policy on promoting decentralization and delegation of power, and implementing the two-level local government model.
It is expected that from now until the end of 2026, the Ministry of Foreign Affairs will continue to promote the completion of institutions and related legal documents, specifically: Law on privileges and immunities for diplomatic missions, consular agencies and representative agencies of international organizations in Vietnam (replacing the 1993 Ordinance); Law on Diplomatic Ranks and Ranks (replacing the 1995 Ordinance); Law amending and supplementing a number of articles of the Law on International Treaties; Law amending and supplementing a number of articles of the Law on International Agreements; Law amending and supplementing a number of articles of the Law on Representative Agencies of the Socialist Republic of Vietnam Abroad.
In that spirit, the Conference and Training aims at the following objectives: Informing and thoroughly understanding the task of building and perfecting institutions; expanding the legal knowledge base for cadres and civil servants; enhancing the spirit of respect and compliance with the law in all areas of life of cadres and civil servants and in the work of the Ministry of Foreign Affairs; further improving the effectiveness of building and applying the law in the work of the Ministry of Foreign Affairs.

In the thematic presentations, the reporters introduced new points of the Law on Promulgation of Legal Documents; the Law on Cadres and Civil Servants in 2025; archival work at the Ministry of Foreign Affairs as prescribed in Circular No. 01/2025/TT-BNG of the Minister of Foreign Affairs detailing a number of articles of the Law on Archives under the management of the Ministry of Foreign Affairs; some contents to note when implementing Decree No. 134/2025/ND-CP regulating decentralization and decentralization in the field of foreign affairs; disseminated legal provisions on Anti-Money Laundering and the National Action Plan on Anti-Money Laundering, Terrorist Financing, and Proliferation of Weapons of Mass Destruction; Introducing Circular No. 09/2025/TT-BNG guiding the functions, tasks and powers on foreign affairs of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards and special zones of provinces and centrally run cities.

The conference focused on equipping officers and civil servants working in legal affairs at the Ministry of Foreign Affairs with skills in formulating policies, laws, resolutions of the National Assembly, ordinances of the National Assembly Standing Committee, and skills in drafting legal documents of the National Assembly, the National Assembly Standing Committee, the Government, and the Prime Minister.
After the presentations of the reporters, the delegates attending the Conference had a lively discussion to clarify the contents presented at the Conference. The Conference ended successfully with detailed and convincing answers from the reporters, receiving consensus and satisfaction from the delegates.
The conference provides and consolidates practical legal knowledge and skills for officials, civil servants and public employees in the Ministry of Foreign Affairs, contributing to improving the effectiveness of implementing all aspects of the Ministry's work to meet the needs of adapting to the new context of implementing a two-level local government organization.
The conference is an annual activity organized to disseminate legal knowledge to officials, civil servants and public employees in the Ministry of Foreign Affairs according to the provisions of the Law on Dissemination and Education of Law 2012. |
