On the evening of November 24, the Investigation Police Agency of Tra On District Police ( Vinh Long Province) informed that they were detaining Cao Van Huyen (born in 1979, residing in Cai Von Ward, Binh Minh Town, Vinh Long) and his accomplice Khoa (born in 2002, staying near Phu Ly Bridge, Binh Minh Town) in connection with the case of Captain Tran Hoang Ngoi having both legs severed while catching sand bandits on the Hau River.

Currently, the Investigation Police Agency is taking statements from Cao Van Huyen and Khoa to complete the case file pending handling according to the provisions of law.

Previously, on the night of November 23, the District Police Patrol Team consisting of 4 officers patrolled to ensure security and order in the field of natural resources and minerals in the area.

The patrol team discovered a wooden boat (without a registration number) with two people illegally mining sand on the Hau River. The police officers signaled the vehicle to stop and fired warning shots, but they stubbornly refused to comply and sped away.

The group's boat collided with the patrol boat, causing all four officers to fall into the river. Three officers managed to climb onto the suspects' boat. Captain Tran Hoang Ngoi, an officer of the Economic and Environmental Crime Investigation Police Team, was seriously injured.

Captain Tran Hoang Ngoi's two legs below the knees were severed, suspected to have been caught in the "propeller" of the sand bandits' boat.

Captain Tran Hoang Ngoi was taken to the emergency room by his teammates and is being treated at Can Tho Central General Hospital.

The doctors consulted and concluded that surgery was necessary immediately. By 2:00 a.m. on November 24, the surgery was completed. Because the injuries to Captain Ngoi's legs were so severe, the doctors were forced to amputate half of his right thigh and his left leg above the knee.

Due to the severity of his injuries, Captain Tran Hoang Ngoi is still in a coma and continues to receive blood transfusions and a ventilator.

On the same morning, the working delegation of Vinh Long Provincial Police went to Can Tho Central General Hospital to visit and encourage relatives and Captain Tran Hoang Ngoi.
