Attending the conference were leaders of the Department of Industry and Trade; leaders of some specialized departments of the Provincial Police; representatives of some districts with units operating and using industrial explosives in the area; and more than 40 units operating industrial explosives in Lang Son province.
Speaking at the conference, the leader of the Department of Industry and Trade said: Industrial explosives are special goods, posing many potential risks to security and safety. If not strictly managed, industrial explosives can be lost, smuggled, and used for illegal acts, seriously affecting security, national defense, and social order and safety.
In Lang Son province, in recent times, the management of industrial explosives has had many positive changes, enterprises licensed to operate industrial explosives have basically complied with legal regulations. Inspection and supervision by competent authorities have been strengthened; awareness of law compliance of relevant organizations and individuals has been gradually improved.
However, in reality, there are still some limitations and shortcomings. Specifically, there are units that arrange concurrent personnel in violation of regulations such as: blasting commanders who are also industrial explosives warehouse keepers; new workers who have not received professional training and do not have legal certificates but still participate in the process of using industrial explosives; the industrial explosives warehouse system and means of transport at some enterprises do not meet technical safety requirements, and still pose potential risks of insecurity and loss; internal management in some units is still loose, monitoring and control of industrial explosives during use is not really strict...
Faced with such realities, implementing the direction of the Provincial People's Committee, the Department of Industry and Trade of Lang Son province organized a conference to disseminate and thoroughly understand the Law on Management and Use of Weapons, Explosives and Supporting Tools and legal documents on industrial explosives and explosive precursors to thoroughly understand the basic contents of the Law on Management and Use of Weapons, Explosives and Supporting Tools, as well as documents guiding the implementation related to industrial explosives and explosive precursors.
At the conference, delegates were informed and disseminated the following contents: new points of the Law on Management and Use of Weapons, Explosives and Supporting Tools (Law No. 42/2024/QH15 replacing the Law on Management and Use of Weapons, Explosives and Supporting Tools No. 14/2017/QH14); a number of regulations related to the management and use of industrial explosives and explosive precursors; new points in Decree No. 181/2024/ND-CP dated December 31, 2024 of the Government detailing a number of articles of the Law on Management and Use of Weapons, Explosives and Supporting Tools regarding industrial explosives and explosive precursors; Some important contents in Circular No. 23/2024/TT-BCT dated November 7, 2024 of the Ministry of Industry and Trade detailing the management and use of industrial explosives and explosive precursors...
During the conference, leaders of the Department of Industry and Trade and representatives of some units operating industrial explosives discussed the current situation of management and use of industrial explosives in the province. At the same time, leaders of the Department of Industry and Trade, representatives of specialized departments of the Provincial Police, and representatives of districts discussed, dialogued and directly answered difficulties and problems of units operating industrial explosives in Lang Son province.
Through this conference to disseminate and thoroughly grasp the Law on Management and Use of Weapons, Explosives and Supporting Tools and legal documents on industrial explosives and explosive precursors, industrial explosives units promptly grasp the new regulations of the Law on Management and Use of Weapons, Explosives and Supporting Tools, as well as supplement knowledge related to the management and use of industrial explosives and explosive precursors. Thereby, ensuring unity in awareness and implementation from the Central to the local level, from State management agencies to enterprises and organizations operating in related fields. Thereby contributing to building the industrial explosives industry in Lang Son province to develop safely and sustainably.
