This is the first organization in Vietnam with the function of independently assessing the capacity of medical examination and treatment practice according to international standards, aiming to standardize and professionalize the medical industry.
Premise for Vietnam's medical industry to integrate internationally
The National Medical Council consists of 37 members, of which the chairman is a concurrent leader of the Ministry of Health . The Council has vice chairmen and members representing medical examination and treatment facilities, training facilities, professional associations and medical experts.
According to Minister of Health Dao Hong Lan, the establishment of the National Medical Council is necessary in the context of globalization and international integration. Currently, Vietnam still does not have a national exam to grant medical practice certificates like many advanced countries.
This makes it difficult to recognize degrees and certificates between countries and prevents Vietnamese doctors from practicing abroad, and vice versa.
The National Medical Council will be the agency that organizes the examination to assess medical practice capacity based on international standards. This is not only the basis for granting practice licenses, but also a lever to force medical training facilities to improve the quality of teaching, avoiding the situation of uncontrolled mass training.
The Minister emphasized that only those with sufficient professional capacity and professional ethics will be licensed to practice, ensuring patient safety.

Medical students will have to take exams before practicing.
According to the Law on Medical Examination and Treatment from 2027, medical professionals are required to pass a professional competency assessment exam before being licensed.
Accordingly, from January 1, 2027, the National Medical Council will carry out the task of examining and evaluating the capacity to practice medical examination and treatment for the title of doctor.
From January 1, 2028, there will be a competency assessment exam for the positions of physician, nurse, and midwife. From January 1, 2029, there will be a competency assessment exam for the positions of medical technician, clinical nutritionist, outpatient emergency worker, and clinical psychologist.
This sets new requirements for medical students who graduate but are not yet allowed to practice. Practice will only be allowed after passing a standardized exam administered by the National Medical Council.
Prof. Dr. Nguyen Viet Tien - permanent vice chairman of the council, full-time activities, former Deputy Minister of Health - said that the National Medical Council will develop multiple-choice question sets to assess the knowledge, skills and professional capacity of candidates.
The exams will be held in a centralized format, using digital technology to ensure fairness and accuracy.
In particular, the questions in the test will be arranged in random order for each candidate, to prevent copying between candidates sitting next to each other. In addition to professional knowledge, the test will also assess the management skills, emergency care and professional ethics of medical students.
"Through the exams, the council will also evaluate the training quality of medical schools. For example, if a school has too many students who fail the competency assessment exam, the council will evaluate the training quality of that school. From there, it will make recommendations to improve the training quality.
The results of the exams organized by the council will be the basis for health departments to issue practice licenses to medical staff. Those who do not meet the requirements will not be granted a practice license, or will have to undergo additional exams to prove their abilities," Professor Tien stated.
The Ministry of Health also affirmed that it will accompany and support the National Medical Council to successfully complete its tasks, aiming to build a modern, transparent and internationally integrated health system.
