This is a very unique museum, so it has immense value, worthy of being proposed for UNESCO's consideration and recognition.

The International Scientific Conference “Han Nom Inscriptions of Non Nuoc Mountain - Potential of Documentary Heritage” was recently organized by the Department of Culture, Sports and Tourism of Ninh Binh, the University of Social Sciences and Humanities (Vietnam National University, Hanoi), and the Vietnam Academy of Social Sciences, bringing together many leading domestic and international scientists and experts.

Unique and diverse poetry "museum"

Mr. Nguyen Manh Cuong, Director of Ninh Binh Department of Culture and Information, said that the system of ma nhay inscriptions on the cliffs of Non Nuoc Mountain (Hoa Lu City, Ninh Binh) has a particularly important value. Non Nuoc Mountain relic is not only famous for its historical, cultural and landscape values ​​that have been ranked as a special national historical relic and scenic spot, but is also a treasure trove of unique documentary heritage.

The Han Nom inscription system on the cliffs here has many meanings in history, culture, religion, beliefs and literature and art, not only reflecting the presence and development of Han Nom literature in the ancient capital but also vivid evidence for the process of cultural, ideological and religious exchange of many feudal dynasties over the centuries.

Of the total 43 remaining ghost stone steles on the mountain, there are 37 Han Nom inscriptions dating from the Tran Dynasty to the early 20th century, including nine from the Tran Dynasty, three from the Early Le Dynasty in the 15th century, one from the Mac Dynasty in the 16th century, four from the Later Le Dynasty in the 17th-18th centuries, and the rest from the Nguyen Dynasty.

This is a rich and valuable treasure trove of historical and literary documents, thereby contributing to authenticating and recording historical events and historical figures associated with Non Nuoc mountain and Ninh Binh land...; unique engravings of poems and royal prose of kings, poems of poets, along with unique calligraphy and writing.

Some literary works of outstanding value include the stele "Duc Thuy Son Linh Te Thap Ky" composed by Truong Han Sieu and engraved on the side of Duc Thuy mountain in the year Quy Mui, the 3rd year of Thieu Phong reign (1343) under the reign of King Tran Du Tong.

This is one of the stele inscriptions of the ghost stele with special value in the ghost stele system in Vietnam; the "Holy Edict" stele of the retired Emperor Tran Minh Tong engraved in the year Ky Suu, Thieu Phong era (1349); the ghost stele written by Ngo Thi Si and Ngo Thi Nham, is considered one of the rare ghost stele in Vietnam...

However, the Han Nom inscription system in Non Nuoc has not been systematically and comprehensively studied. Mr. Cuong hopes that the workshop will discuss the possibility of establishing a documentary heritage record for this inscription system; propose solutions to preserve and promote values ​​associated with sustainable development and heritageeducation ; and recommend specific directions to protect and promote the special value of the Han Nom inscription heritage of Non Nuoc mountain in the current context.

With many years of experience in researching local cultural heritage, Mr. Truong Dinh Tuong, Chairman of the Ninh Binh Provincial Historical Science Association, said: “Non Nuoc Mountain can be considered a poetry museum, and it is not only diverse in authors but also in ideas, representing the Three Religions in all genres of ancient literature. This is a very unique museum, so we consider it to be of great value, worthy of being submitted to UNESCO for recognition.”

Sharing experiences in successfully building nomination dossiers for the UNESCO Memory of the World Program, according to Ms. Linh Anh Moreau, Secretary General of the Memory of the World Committee for the Asia-Pacific Region, it is necessary to apply practices, especially in the areas of identification, determining importance and comparison.

Effective identification of authenticity involves a thorough process when proposing documentary heritage that has the potential to be of global, regional or community value. This requires extensive and diverse research into the historical record, cultural context and unique characteristics of the nominated object or collection.

Establishing significance requires an evidence-based explanation of why the property is important at the global, regional, and national levels, taking into account the authenticity, integrity, rarity, and historical and cultural impact of the property. Finally, the nomination must demonstrate the uniqueness of the proposed property by comparing the inscription with similar objects or collections, highlighting its distinctive contributions, and why the property is truly outstanding, particularly outstanding at the global or regional level.

“Adhering to these practices can help ensure that nomination dossiers are well-founded, convincing and meet the criteria for inclusion in the Memory of the World Lists,” said Linh Anh Moreau. Professor Helen Jarvis, Chair of the Subcommittee of the UNESCO Memory of the World Committee for the Asia-Pacific region, said, “We must not forget the role of local people in preserving and promoting heritage. Because that is also one of the very important factors in creating the uniqueness of heritage, so that heritage is not forgotten, and how they can spread this heritage to the community. In addition, there are many historical vestiges, such as when coming to Non Nuoc mountain, we see French bunkers, and hammer and sickle marks on the bunkers. Localities also need to answer in the dossier about the uniqueness of this heritage during the resistance war against France and the US…”.

Through the results of the workshop and the research results of experts, scientists, and localities, we will propose that units and individuals receive and complete the dossier to nominate the Han Nom inscriptions of Non Nuoc Mountain to the List of World Documentary Heritage under the UNESCO Memory of the World Program in the Asia-Pacific region, ensuring accuracy, comprehensiveness, science, and meeting the requirements set forth.
