This fourth bridge is Lai Xuan Bridge, part of the Lai Xuan Bridge Construction Investment Project and the Renovation and Expansion of Provincial Road 352, connecting Thuy Nguyen District, Hai Phong and Dong Trieu Town, Quang Ninh across the Da Bach River, which started construction on February 2, 2023. The project has a total investment of nearly 1,350 billion VND, mainly from Hai Phong's budget. The scale of the project includes: Construction of a new Lai Xuan Bridge across the Da Bach River with a bridge length of about 840m, a bridge width of 12m, reinforced concrete and prestressed reinforced concrete structure; Renovation and expansion of Provincial Road 352 with a length of more than 14km, a roadbed cross-section of 12m wide. The starting point of the route is at the intersection with National Highway 10 in Thien Huong Commune, Thuy Nguyen District, Hai Phong and the end point of the route connects with Provincial Road 333 in Yen Duc Commune, Dong Trieu Town, Quang Ninh Province. Lai Xuan Bridge is expected to be officially put into operation by the end of this year, contributing to promoting potential, strengths and increasing connectivity, promoting development, enhancing attractiveness and competitiveness in the Northern key economic region. Thus, this will be the 4th bridge connecting Hai Phong with Quang Ninh, including: Bach Dang Bridge on Ha Long - Hai Phong Expressway, Da Bac Bridge on National Highway 10, Ben Rung Bridge, Lai Xuan Bridge. Previously, on the afternoon of July 17, Hai Phong and Quang Ninh held the inauguration ceremony of Ben Rung Bridge, connecting Quang Yen town of Quang Ninh with Thuy Nguyen district of Hai Phong city.

The total cost of the main bridge construction is 1,941 billion VND, invested by Hai Phong City; Quang Ninh Province invests in the 2.2km-long approach road, with a total investment of 360 billion VND. Since 2009, the Standing Committee of the Quang Ninh Provincial Party Committee and the Standing Committee of the Hai Phong City Party Committee have signed comprehensive cooperation and development programs between the two localities to jointly create breakthrough developments, contributing significantly to the development of the Northern Key Economic Zone. Accordingly, the two localities have implemented a number of regional transport projects, such as: Investment project to build the Ha Long - Hai Phong Expressway; Project to renovate and upgrade National Highway 10, from Da Bac Bridge to Kien Bridge; Investment project to build Ben Rung Bridge connecting Thuy Nguyen District with Quang Yen Town; Lai Xuan Bridge Project and auxiliary items connecting Thuy Nguyen District with Dong Trieu Town. These are important road traffic corridors, the driving force to welcome new development opportunities when the West of Quang Ninh is being identified as the economic transition center of high-tech industries, where Uong Bi City and Dong Trieu town, Quang Yen town are positioned as the new growth pole of Quang Ninh. Meanwhile, on the other side of the Da Bach River is Thuy Nguyen district, which is on the way to becoming a city by 2025, the new administrative and political center of Hai Phong.
