
On June 18, the Department of Construction sent document No. 1650 to the People's Committee of Quang Nam province regarding the adjustment of traffic organization plans on a number of roads in Hoi An city.
Previously, according to the request of Hoi An City People's Committee in Official Dispatch No. 1080 dated May 16, 2025 and Submission No. 144 dated June 10, 2025 on submitting a plan to place signs with a maximum operating speed of 30km/h applicable to all types of vehicles participating in traffic on a number of routes in Hoi An City.
According to the Department of Construction, the reason why Hoi An City People's Committee proposed placing signs with a maximum operating speed of 30 km/h for all vehicles on some roads is completely in accordance with legal regulations and the actual situation.
Specifically, since 2016, the four-wheeled motorized passenger vehicle (electric vehicle) has been put into pilot operation in Hoi An city to serve tourists traveling between tourist attractions. The number of vehicles has now increased to 123, mainly serving to transfer passengers from parking lots to the old town and tourist attractions.
Meanwhile, in Clause 2, Article 24, Decree 165 dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, from February 15, 2025, four-wheeled motor vehicles can only operate on roads with signs indicating a maximum operating speed of 30km/h applicable to all vehicles participating in traffic.
If the maximum speed limit of 30km/h is not posted for all vehicles on some roads, electric vehicles will not be allowed to operate in Hoi An city.
On June 16, 2025, relevant departments of the Department of Construction also coordinated with the People's Committee of Hoi An City and the Traffic Police Department (Provincial Police) to inspect the scene and found that the plan proposed by the People's Committee of Hoi An City was basically suitable for traffic characteristics because the routes with limited vehicle speed were located in the old town, the road surface was small, the vehicle density was high, and the traffic flow was slow.
“After nearly 9 years of operation, the electric vehicle has contributed to improving service quality, creating convenience for tourists to visit Hoi An ancient town and neighboring tourist destinations; the operation of the electric vehicle ensures order, traffic safety, and reduces noise and dust pollution in the central area of Hoi An.
The transfer of passengers from bus stations in the suburbs to the city has contributed to reducing traffic pressure in the central area, reducing traffic congestion. Without the operation of electric vehicles to transfer passengers, traffic pressure in the central area will increase; the increase in taxis and technology cars will be difficult to control, causing a risk of disorder and insecurity" - the content of the document stated.
At the same time, it is affirmed that the speed limit of all types of vehicles to a maximum of 30km/h in some areas, although it does affect the traffic of other types of vehicles, is not large, because these areas all have narrow roads, high traffic density, many intersections, making it very difficult for vehicles to move, and are often congested.
Therefore, the Department of Construction proposed that the Provincial People's Committee agree on the traffic organization plan according to the proposal of the Hoi An City People's Committee in Official Dispatch No. 1080 dated May 16, 2025 on the plan to place signs with a maximum operating speed of 30km/h applicable to all types of vehicles participating in traffic on a number of roads in the city.
Assign the People's Committee of Hoi An city and the wards, after arranging the administrative unit to preside, coordinate with the Department of Construction and related units to specifically survey the location and scope of placing signs in the field, ensuring compliance with road sign standards, consistent content and easy recognition.
Regularly monitor traffic situation in the city, promptly propose adjustments to traffic organization plans in accordance with reality, well meet the traffic needs of tourists and people in the area.
