Upgrade facilities
Implementing the Resolution of the National Assembly Standing Committee, Tan Yen district will arrange 18 administrative units into 5 new communes including: Tan Yen, Phuc Hoa, Nha Nam, Quang Trung, Ngoc Thien (Que Nham commune will be arranged with the current administrative unit of Bac Giang city). To ensure the material conditions for the new communes to operate, Tan Yen district has spent more than 8 billion VND to repair and expand 7 working offices, including 4 commune-level public administrative service centers. At the same time, review and supplement information technology infrastructure, equip computers, printers, and stable internet connection in the new communes.

The District People's Committee has announced the location for receiving administrative procedure settlement dossiers and the hotline of the public administrative service center of the 5 communes after the merger on the media and social networks for the people to know. Comrade Ngo Quoc Hung, Chairman of the Tan Yen District People's Committee said: "Up to this point, the district has basically completed the related tasks to transfer to the two-level local government model. The team of cadres, civil servants and public employees have been trained and proficiently used the administrative procedure settlement information system and new software, ready to operate from the first hour, the first day".
In Yen The district, after the reorganization, the district has 5 new commune-level administrative units including: Yen The, Bo Ha, Dong Ky, Xuan Luong, Tam Tien. The district has established working groups to inspect the facilities where the headquarters are expected to be located. On that basis, the official location for the new commune-level administrative agency is selected, based on the following criteria: Central location, traffic conditions, scale, expansion capacity, usage status and exploitation efficiency. Thereby, some degraded headquarters in the communes of Tien Thang, Canh Nau, Bo Ha and Dong Ky have been promptly repaired.
Currently, the basic construction items are completed, striving to hand over before June 27, 2025 to ensure continuous and uninterrupted administrative operations. In Lang Giang district, there are also 9 current commune-level People's Committee headquarters selected as the workplace of newly upgraded administrative units to promptly operate the new government apparatus and serve people and businesses coming to contact for work.
In recent days, working groups established by the Chairman of the Provincial People's Committee have inspected the actual handover and preparation of conditions in 10 districts, towns and cities in the province. Through the report of the Department of Home Affairs, Party committees and authorities at all levels have paid attention to arranging and initially upgrading the headquarters of agencies and units at the commune level. For the public administrative service center, wards and communes have selected leaders and civil servants with experience, professional capacity, responsibility and understanding of the profession to work here. Arrangement of machinery, equipment, locations for receiving documents and returning administrative procedure results ensures the most convenience for organizations and individuals.
Urgently complete the tasks
There is not much time left to prepare for the operation of the two-level local government. These days, agencies, units, and People's Committees at all levels in the province are urgently completing the remaining tasks to ensure compliance with regulations. One of the important tasks when arranging administrative units is the handover of records and documents. To date, the Department of Home Affairs has received the handover of nearly 1,500 meters of documents from the People's Council and People's Committee at the district level to the Provincial Historical Archives Center.
Currently, the Provincial Party Standing Committee has issued a Resolution on introducing leadership personnel for the People's Council and People's Committee at the commune level for the 2021-2026 term; appointing the Chairman of the Inspection Committee and Vice Chairman of the Inspection Committee of the Party Committee in new commune-level administrative units. Thereby creating favorable conditions for the new apparatus to grasp and proactively perform tasks. |
According to Ms. Vu Thi Lan, Head of the Department of Internal Affairs of Lang Giang district, currently, specialized agencies and public service units under the district People's Committee and commune-level People's Committees have basically carried out the work of editing, statistics, cataloging, and packaging of archival documents to serve the sealing and handover of documents in the process of reorganizing the apparatus of the political system.
During the period from June 23-27, the Administrative Procedure Information System and the Document Management and Operation System were tested; thereby helping officials and civil servants get acquainted with the new system and allowing the competent authority to promptly adjust difficulties and shortcomings in the processing process. Ms. Giap Thi Ha Linh, a civil servant of Dinh Ke ward (Bac Giang city) said: "Before that, I participated in a training conference on operating the two new provincial systems, so I basically grasped the features and methods of operation."
To prepare for the new commune-level administrative units to operate smoothly from July 1, Mr. Nguyen Van Phuong, Deputy Director of the Department of Home Affairs, said: First, commune-level administrative units need to prepare well the content of the first meeting of the Party Committee, government, and Vietnam Fatherland Front Committee at the commune level to ensure efficiency, compliance with regulations, and timely completion of the organization and apparatus of the commune-level political system.
Districts, towns and cities shall proactively check the arrangement of headquarters and working equipment; ensure adequate means, machinery and working equipment for the reception and result delivery department and public administrative service center. Review the list of officials using digital signature certification (including civil servants authorized to handle administrative procedures), register with the Government Cipher Committee to issue digital signature certificates to ensure the implementation of digital signatures from July 1, 2025.
Actively coordinate with the Department of Science and Technology to complete the configuration, create user accounts for the Document Management and Operation System, the Administrative Procedure Information System; carve the seal of the new administrative unit (including creating an electronic seal) to serve uninterrupted direction and operation. Continue to review and arrange administrative procedure reception points in the most convenient locations for the people. This is an important time, so wards and communes must urgently prepare for the operation of the new administrative unit but also focus on handling the work of the current unit, especially those related to the people and businesses, absolutely not allowing interruptions or stagnation.
