The working session aimed to survey the handover and acceptance of works and projects in the district-level public investment plan in the commune-level area after the administrative unit arrangement, difficulties and obstacles of public investment projects in the commune; and conduct a field survey of a number of works and projects being implemented in the public investment plan for the period 2026 - 2030.

In addition, survey the construction of land database system and cadastral map. At the same time, survey some contents related to construction order management, planning, management and use of public assets in the area.

According to the report at the meeting, the Di Linh Area Construction Investment Project Management Board as the investor has not yet agreed to hand over to the commune or province for management. Currently, the investor is continuing to implement 66 works and projects that are being implemented or are about to be implemented. Of which, through the review in Di Linh commune, there are 48 works and projects invested by the old communes in the area that are being implemented or about to be implemented.


At the meeting, the People's Committee of Di Linh commune pointed out some difficulties such as the cadastral map and technical records of the land plots were made according to map 299, many of which were old and torn. The paper cadastral map had many pages that were not fully signed and confirmed by the competent authority when handed over. This led to difficulties in management and use.
The adjustment of land records and land database when arranging commune-level administrative units is still incomplete, leading to difficulties in handling administrative procedures in the land sector.

In addition, land data between communes and provinces has not been fully and effectively connected. Equipment received and handed over from the old commune level has degraded and is not guaranteed to install specialized software for land management. Previously, commune-level cadastral officers mainly handled tasks under the responsibility of the old commune-level government.

Concluding the working session, Comrade Pham Thi Tuong Van, Provincial Party Committee member, Head of the Economic - Budget Committee of Lam Dong Provincial People's Council highly appreciated the work of Di Linh commune closely following the tasks after operating the 2-level local government apparatus.
He suggested that in the coming time, Di Linh commune should continue to implement projects that the old commune is the investor and transfer to the new commune; carefully review to promptly propose capital to continue to complete payment for projects and finalize completed projects in the spirit of avoiding mistakes, waste and time loss.
Di Linh Commune coordinates with the Regional Project Management Board to grasp the difficulties in implementing projects invested by the Project Management Board. Thereby, speeding up the disbursement progress of projects still stuck in relation to site clearance.
For the Bao Loc - Lien Khuong Expressway Project, Di Linh commune needs to do a good job of propaganda and mobilization for people to understand correctly and fully, especially regarding site clearance work.

Regarding land data, he suggested that Di Linh commune should pay attention to data connection, administrative boundary measurement, and cadastral maps. At the same time, it is necessary to train specialized staff in this field to avoid both shortage and weakness. At the same time, the locality should pay more attention to land valuation.
For the remaining problems, comrade Pham Thi Tuong Van suggested synthesizing and sending them to relevant departments and branches for timely resolution and response as soon as possible.
