Lam Dong determined to remove difficulties in administrative procedures on land

According to the report of the Department of Agriculture and Environment, as of September 15, 2025, the Department has received 24,280 direct applications, 19,641 online applications, and 4,639 applications via postal service. Of which, 13,344 applications have been processed; 10,935 applications are being processed.

Up to now, the settlement of administrative procedures on land in Lam Dong province still faces difficulties and lacks uniformity in the process. Although there has been decentralization, the process of handling records is not really connected and smooth. Records may be stuck at intermediate stages due to the lack of close coordination between the People's Committee at the commune level and the branch of the Regional Land Registration Office.

Representatives of the Department of Agriculture and Environment of Lam Dong province reported on the results of implementing administrative procedures on land when operating a two-level local government.

In addition, people are still hesitant and unfamiliar with using online public services and the VNeID application. Furthermore, although the coordination mechanism has been improved, the determination of financial obligations still has some unclear points, slowing down the progress of handling records.

Regarding the construction of the land database, there are still many difficulties and obstacles. Accordingly, the progress of the project, which is expected to end in December 2025, is likely to not be completed on time.

Regarding the implementation of Plan 515/KH – BCA – BNN&MT, dated August 31, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment, departments, branches and localities are speeding up the review, urging, coordinating propaganda and dissemination of the 90-day campaign to enrich and clean up the national database on land in the province.

Speaking at the meeting, comrade Le Trong Yen, member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee emphasized: to ensure synchronization and connectivity of population and land data according to Plan 515/KH - BCA - BNN&MT, he requested departments, branches and localities to seriously implement according to the plan.

Therefore, departments and branches need to clearly define their functions and tasks to resolutely carry out the 90-day and night campaign to enrich and clean up the national land database. This is a task that must be urgently carried out, without delay, to be completed by November 30, 2025.

The Vice Chairman requested the Department of Agriculture and Environment to coordinate with the Provincial Police to carry out steps to clean up data as required. Departments and branches need to actively monitor, guide, and remove difficulties and obstacles for the People's Committees of communes in the process of implementing certificates of residential land, housing, and ID cards/CCCD of land users of types of land that have not been built in the land database.
