In recent years, the Party Committees and authorities at all levels in Khanh Hoa province have focused on leadership, direction, and promulgation of many support policies, implemented many synchronous solutions, mobilized maximum investment resources, and promoted socio-economic development in ethnic minority and mountainous areas. Up to now, the appearance of rural mountainous areas has improved a lot, and the material and spiritual life of ethnic minority people has been constantly improved.

Leverage to escape poverty

Bac Ai commune has over 88% of the population being ethnic minorities. From the capital of the National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas, many households have effectively developed their economy by harmoniously combining ethnic cultural identity, eco-tourism potential and indigenous agricultural advantages. A typical example is Mr. Pi Nang Duc's household in Ma Oai village, from fully exploiting the potential of forest land combined with raising cows, goats, black pigs and growing high-yield cassava, hybrid corn, green beans, wet rice... has risen to become a well-off household. Not only that, he also preserves the weaving profession, welcomes groups of visitors to learn about the life of the Raglai people, contributing to reviving cultural values ​​that are gradually fading away.

Previously, Ms. Cao Thi Nhiem's ​​family in Ba Dui village (Bac Khanh Vinh commune) mainly earned income from hired labor and farming. In early 2024, she was supported with 2 breeding cows from the national target program for socio-economic development in the ethnic minority and mountainous regions. Up to now, her family's herd has grown by 2 more cows. Ms. Nhiem shared: "When participating in the cow breeding livelihood model, my family was very excited. Thanks to the guidance and training of the commune veterinary officer and the team leader, I now know how to care for and prevent diseases for cows. In addition, I was also able to borrow 50 million VND from preferential loans to grow acacia, cassava, raise black pigs... At the end of 2024, my family officially escaped poverty. My husband and I will continue to try to grow crops and raise livestock to develop the economy and raise 3 children to go to school."

In addition to creating livelihoods, housing support, key projects to develop essential infrastructure (transportation, electricity, domestic water), production support, improving the quality of education and health care, preserving and promoting national cultural identity... are also implemented synchronously and effectively in most localities. According to statistics, the total capital to implement the National Target Program on socio-economic development in the ethnic minority and mountainous regions of the province for the period 2021 - 2025 is nearly 1,941 billion VND; in 2025 alone (as of June 30), more than 138/424 billion VND has been disbursed, reaching 32.6%; it is expected that by the end of 2025, the disbursement rate will reach over 95%.

Many solutions are needed for sustainable development.

Implementing the National Target Program on Socio-Economic Development in the Ethnic Minority and Mountainous Regions for the 2021-2025 period, Khanh Hoa province has achieved many outstanding results: Northern Khanh Hoa has exceeded 29/30 targets; the average income of ethnic minorities increased by 2.14 times compared to 2020, reducing the poverty rate by 7.2%/year and ensuring 100% of communes have asphalted or concrete roads to the commune center. Southern Khanh Hoa has completed 19/22 targets, notably the poverty rate decreased by 4.09%/year, 99% of ethnic minorities use clean water for daily life... These results have contributed to significantly improving the socio-economic life, the rural appearance of the Ethnic Minority and Mountainous Regions has improved a lot.

According to Mr. Nguyen Ngoc Son - Deputy Director of the Department of Ethnic Minorities and Religions, although the State has paid great attention to investing, in general, the socio-economic infrastructure in the ethnic minority and mountainous areas in some localities is still lacking, has not met the requirements and has not really created a driving force for development; the lives of the majority of ethnic minorities still face many difficulties... Therefore, mobilizing resources for socio-economic development, increasing income, and sustainably reducing poverty in the ethnic minority and mountainous areas of Khanh Hoa province in the period of 2026 - 2030 is an urgent requirement. To effectively mobilize resources, it is required that all levels, sectors and localities further strengthen the leadership and direction of Party committees and authorities; improve the education level and awareness of ethnic minorities; Promote support for the development of agricultural, industrial, handicraft and trade and services production through planning of occupations, crops and livestock according to the strengths of each locality, issue specific support and incentive policies, attract businesses and business households to participate in investment, solve the shortage of production land and create livelihoods for people, create momentum for fast and sustainable socio-economic development. Strengthen support for pioneering enterprises and cooperatives in building value chains of production linked with the application of science and technology; build a database system to serve management and operation... In addition, continue to effectively implement national target programs and apply Resolution No. 55/2022/QH15 of the National Assembly on allowing communes and wards to use local budgets and other legal sources to support ethnic minority and mountainous areas in preventing and combating natural disasters and epidemics; Increase the local counterpart fund ratio to at least 50% to invest in school systems, national standard health stations, and essential public services to reduce costs and improve the quality of life for people. The synchronous implementation of these solutions will create a driving force to promote comprehensive and sustainable development for ethnic minority and mountainous areas in the whole province.
